1.3. Maritime and marine governance and services
Governance of maritime space: This will include supporting the implementation of the new Directive on Maritime Spatial Planning and may imply adopting clearer legal frameworks for exploiting deep-sea water and marine mineral resources.
Maritime governance and services task force;
ensuring the legal framework for exploiting deep-sea water and marine mineral resources in a sustainable manner, through governance mechanisms such as establishment of maritime zones.
- Implementing coordinated Maritime Spatial Planning (MSP) and Integrated Coastal Management (ICM);
with the aim of improving the on-going process to develop Maritime Spatial Planning (MSP) in the sea basin, of overcoming barriers to full participation of all neighbouring countries in the process and of promoting sound technically/scientifically based political decisions.

Social impacts Improved amenity and cultural heritage : Preservation of maritime cultural heritage due to better planning is considered a benefit (e.g. historical wrecks, artefacts and sunken buildings). Better integration of natural and cultural heritage in planning and management allows preservation of the coastal landscape, or improved urban environment in the case of ports and urbanised coastal zones
….The high and rapidly increasing demand for maritime space for different purposes, such as installations for the production of energy from renewable sources, oil and gas exploration and exploitation, maritime shipping and fishing activities, ecosystem and biodiversity conservation, the extraction of raw materials, tourism, aquaculture installations and underwater cultural heritage, as well as the multiple pressures on coastal resources, require an integrated planning and management approach. …
Article 8 Setting-up of maritime spatial plans 1. When establishing and implementing maritime spatial planning, Member States shall set up maritime spatial plans which identify the spatial and temporal distribution of relevant existing and future activities and uses in their marine waters, in order to contribute to the objectives set out in Article 5. 2. In doing so and in accordance with Article 2(3), Member States shall take into consideration relevant interactions of activities and uses. Without prejudice to Member States’ competences, possible activities and uses and interests may include: - aquaculture areas,
-fishing areas,
-installations and infrastructures for the exploration, exploitation and extraction of oil, of gas and other energy resources, of minerals and aggregates, and for the production of energy from renewable sources,
-maritime transport routes and traffic flows,
-military training areas,
-nature and species conservation sites and protected areas,
-raw material extraction areas,
-scientific research,
-submarine cable and pipeline routes,
-tourism.

The marine environment
Increasing marine knowledge:
To ensure a sound basis for actions related
to Maritime Spatial Planning (MSP), Integrated Coastal Management (ICM) and
implementation of the Marine Framework Strategy Directive, it is important for the
Region to:
- make an inventory of marine biodiversity and detailed habitat mapping in coastal
and offshore areas;
- agree on a common approach to be applied across the Adriatic and Ionian sea basin for monitoring diversity descriptors on the status of the marine environment the two seas, and for determining Good Environmental Status indicators and targets;
- establish a common infrastructure platform in terms of data collection, marine research, lab analysis through common survey programs, research vessels and laboratories;
- Develop a Web-GIS Observatory Network to gather and process geographical and statistical data related to sustainable development and the marine
environment.
- Implementing common spatial information systems on ecosystem components and human uses and activities
- Building on the ADRIPLAN25 project aiming to promote a coherent transnational approach to the spatial planning of the
Adriatic and Ionian seas and implement common Maritime Spatial Plans
- Building on the PEGASO (People for Ecosystem-Based Governance in Assessing Sustainable Development of Ocean and Coast project, which establishes a shared 'Integrated Coastal
Management (ICM) Governance Platform' to bridge the gap between scientists and decision-makers to support

Although tourism is already one of the fastest growing economic activities in the Adriatic-Ionian Region, and one of the main contributors to the area’s GDP, the full potential of the Region’s rich natural, cultural, historic and archaeological heritage is not yet exploited in a sustainable and responsible way.
- Adriatic-Ionian Museum Network for the establishment of a regional network that will direct visitors to the various museums,
cultural events and premises across the Region.
- More emphasis on archaeological sites for the promotion of the Region as a global destination for archaeological tourism.

ENV.2012.6.2-6 Development of advanced technologies and tools for mapping, diagnosing, excavating, and securing underwater and coastal archaeological sites
Sea-level rise, human activities-offshore, drilling, fishing, dredging and construction, put at risk sustainability and authenticity of European underwater, coastal cultural heritage and submerged landscapes inundated since the post-glacial sea-level rise.
The topic aims to develop innovative non destructive technologies, tools and methodologies to improve the early detection and location of underwater and coastal archaeological sites, to guide the process of underwater survey and to excavate archaeological remains while securing their conservation, compatible with their future management and monitoring.
Case studies should show how the techniques and instrumentation to be developed, are effective with realistic trials on submerged sites.
Training needs for technology use should be addressed.

Innovation and exchange of technologies and know-how for the research, management, protection measures and presentation/promotion of the UCH : (underwater) museums and information centres

Organisation of international qualification courses for different specialisation profiles in the framework of the research projects and seminars (scientific diving, conservation and restoration etc.)

To examine the possibilities for the enhancement of UCH research and protection collaboration through joint agreements between states (ministries) to:
-facilitate administrative demands/obstacles by adaptation of national legislation, if appropriate;
-establishment of a common technological platform for UCH research (sub-bottom profilers, shallow water multi-beam sonars, magnetometers…);
-take actions regarding safeguarding the UCH in the areas beyond national jurisdiction (Arcticles 9- 12 of the Convention).
