Framework of UNFC-AMREC in line with requirements of Africa Mining Vision

  1. 1. ENERGY Framework of UNFC-AMREC In line with requirements of Africa Mining Vision Hari Tulsidas United Nations Economic Commission for Europe
  2. 2. ENERGY Nullius in verba Take nobody's word for it Evidence based approach 2 Take nobody's word for itFrancis Bacon, 1561 - 1626 Royal Society, founded in 1660
  3. 3. ENERGY • The level/quality of the resource potential data • Contracts negotiating capacity • African resources development and governance capacity • Capacity to manage mineral wealth • Africa’s infrastructure constraints • Artisanal and small-scale mining (ASM) • [Other ? ] Critical Constraints For realizing AMV 3
  4. 4. ENERGY Africa should look to the establishment of a continental system, or “AMREC” African Mineral REsource Classification What is AMREC? To overcome critical constraints in realizing AMV 4 AMERC AMREC Africa Mining Vision, 2009
  5. 5. ENERGY • The Expert Group on Resource Classification (EGRC) in its 8th session, April 2016 changed the name “United Nations Framework Classification for Fossil Energy and Mineral Reserves and Resources 2009” to “United Nations Framework Classification for Resources (UNFC)” • UNFC will be maintained as an “evergreen” system by the EGRC One more correction UNFC-2009 is now UNFC! 5 UNFC
  6. 6. ENERGY • Resource classification system - For management of natural resources • UNFC is a resource classification system • Public reporting – A code for companies for disclosure of information • SAMREC, JORC (the CRIRSCO family of codes) are public disclosure codes (Public Reporting of Exploration Results, Mineral Resources and Mineral Reserves Resource classification Vs Public reporting What is the difference? 6 AMV calls for good governance and sustainable development of resource sector. Hence AMREC should satisfy both requirements.
  7. 7. ENERGY Total resource management Vs Public reporting What is the difference? 7 Total resources Public reporting
  8. 8. ENERGY The final draft GMIS Strategy was presented and discussed at the GMIS Coordination Meeting held in Cape Town, South Africa on 24-26 August 2016. This meeting reviewed and endorsed the GMIS Strategy; validated the Functional Structure and coordination mechanisms; adopted the draft Principles for GMIS; adopted the United Nations Framework Classification for Fossil Energy and Mineral Reserves and Resources (UNFC 2009); discussed areas of collaboration between the existing geological initiatives; deliberated on a GMIS Strategy coordination plan; and decided that AMDC should prepare a proposal for an African GMIS database and GIS infrastructure. GMIS Consultations For development and approval of GMIS Strategy 8
  9. 9. ENERGY • AMV is the overarching framework • UNFC-AMREC is a comprehensive system for management of Africa’s mineral and energy resources. • Pan-African Reserves and Reporting Code (PARC) is a sub-component of UNFC-AMREC, to be used for public disclosures. System defined What is the difference? 9 AMV UNFC-AMREC PARC
  10. 10. ENERGY Why UNFC-AMREC? Why not direct application of UNFC? 10
  11. 11. ENERGY AMV and UNFC-AMREC Platform for holistic resource development 11 Africa Mining Vision Knowlede-driven Good goverance Diversification Economic linkages Optimization Artisanal/Samll-scale mining Competetive UNFC-AMREC Principles Generic Specifications Environmental and Social Guidelines Competent Person Guidelines Best Practices Parnerships PARC Reorting Specifications Reserve and Resource Defenitions Specific Project Guidance Competant Person requirements
  12. 12. ENERGY • UNFC-AMREC is a comprehensive system for management of Africa’s mineral and energy resources. • UNFC for Africa • AMV and SDGs provide the guidance • Implemented through Country Mining Visions • Integrated with GMIS UNFC-AMREC Explaining the system 12 UNFC-AMREC
  13. 13. ENERGY • Resources data in GMIS should be classified based on E,F and G criteria • GMIS could include a online, publically available database of public reports of companies – PARC report (e.g. similar to SEDAR) GMIS and UNFC-AMREC How to integrate UNFC-AMREC and GMIS? 13
  14. 14. ENERGY • Resource policy and strategy formulation (Ministries) • Government resource management (Geological Surveys, Ministries) • Industry business process management (Companies) • Capital allocation (Companies) • Capacity building (All) • [Other?] UNFC-AMREC What this system aims to achieve? 14 UNFC-AMREC
  15. 15. ENERGY Who needs UNFC-AMREC? Does it add any value to resource management? 15 Let us discuss …
