SmartTrack Eglinton Corridor Feasibility Review
STUDY BACKGROUND
December 11, 2014 - City Council directed staff to
work with the Toronto Transit Commission (TTC) and
Metrolinx to develop an accelerated work plan for a
review of the SmartTrack and RER plans and consider
the infrastructure requirements, planning, social,
economic development considerations, and incremental
costs of implementing the SmartTrack plan.
 
February 10, 2015 - City Council approved the overall
accelerated work plan for the SmartTrack/RER study
and further directed staff to work with the TTC and
Metrolinx to undertake a feasibility review of three main
SmartTrack options to connect Mount Dennis station to the
Mississauga Airport Corporate Centre. The feasibility
review includes:
 
	 •	At least 3 stations;
	 •	Integration with the Kitchener GO corridor/
RER plan;
	 •	Public consultation to inform the review;
	 •	 Consultation with City of Mississauga; and
	 •	Preparing the feasibility review as a background
study for the Transit Project Assessment Process
(TPAP), subject to further Council direction.

STUDY BACKGROUND
•	Findings from the feasibility review will be used by
the City, TTC and Metrolinx in the comprehensive
review of SmartTrack and Regional Express Rail (RER).
•	City staff will report to Council in Fall 2015 on
the results of the feasibility review, along with
other elements of the SmartTrack work plan.

TIMING
This review will be carried out in 3 phases which include:
Phase 1: June 2015 Public Consultation Round 1
•	 Confirm approach to the project
•	 Identify conceptual alignments
•	 Develop broad screening criteria
•	 Seek public input on all of the above
Phase 2: September 2015 Public Consultation Round 2
•	 Evaluate feasibility of conceptual alignments/solutions
•	Rank draft short list of feasible conceptual alignments/
solutions based on “Feeling Congested?” criteria
•	Seek input from the public and the City of Mississauga
on all of the above
Phase 3: November 2015 Report to Council
•	 Refine results of Phase 2 based on public input
•	Report to Council on feasible solution at the same
time as reporting on SmartTrack/RER
Future Work (if required)
•	Further analysis and final project review (Transit
Project Assessment Process) in 2016

ANALYSIS OVERVIEW (PHASE 2)
Phase 2:	 The draft conceptual alignments will be
refined and the feasibility of each will be
evaluated from the following perspectives:
Technical Analysis
•	How could the alignments be constructed?
•	Could they connect to other existing and planned
transit lines?
•	What would the operational constraints be?
Service Concept Analysis
•	What additional infrastructure would be required
for SmartTrack to operate on the alignments?
•	What would be the implication for other services
(GO, VIA, UP Express) if additional infrastructure
is not added?
•	What would be the impacts on regional connectivity?
Regulatory and Legislative
•	What federal and provincial approvals would be
required to construct the alignments?

Land-use Analysis
•	Would the alignments be compatible with surrounding
land uses?
•	What is the development potential around potential
stations?
•	What impacts could there be on sensitive features?
•	Is heavy rail appropriate for serving the anticipated
ridership considering the surrounding land uses?
Financial Analysis
•	What are the estimated costs for constructing,
maintaining and operating each of the alignments?

ANALYSIS OVERVIEW (PHASE 2)
As part of “Feeling Congested?” the transportation
component of the Official Plan Review process, a set of
City-Building principles and criteria were developed by
which transportation projects could be evaluated. The
feasible conceptual alignments will undergo technical
analysis and will be ranked based on these principles in
order to inform the resulting recommendation to Council.

POTENTIAL CORRIDORS AND
CONCEPTUAL ALIGNMENTS
Three corridor options will be evaluated for feasibility:
1.	 Continuous Connection - Eglinton
•	A continuous heavy rail
spur connection from the
Kitchener GO corridor
connection by way of
Eglinton Avenue West
•	 2 potential alignments
2.	 Continuous Connection - Airport
•	A continuous heavy rail
spur connection diverging
from the existing GO
corridor near Highway 27
into the airport and south
to the Mississauga Airport
Corporate Centre
•	 3 potential alignments
3.	 Separate Service - Eglinton
•	A separate heavy rail corridor
along Eglinton Avenue West
with a transfer at Mt Dennis
•	 1 potential alignment
The western portion of the Eglinton Crosstown LRT will be taken as
the base reference case against which other options are evaluated.
