HISTORY
Freestate Electrical Service Company, established in 1984, is a comprehensive electrical service support
company, consisting of three electrical divisions interrelated under the umbrella of one company.

Each of these interrelated divisions are overseen by President and founder Michael F. Dugan. Our
company has been serving the Washington Metropolitan, Northern Virginia and Greater Maryland areas for
30 years.
Combined among the three divisions we employee more than 400 highly qualified, trained and motivated
craftsmen. The tireless efforts of these dedicated individuals in addition to our leadership have helped to
elevate this company to be consistently ranked in the Top 5 Electrical Contractors as ranked by the
Washington Business Journal Book of Lists. Most recently 2014 Washington Business Journal Book of
Lists ranked Freestate Electrical Companies 3rd for the Washington DC Metropolitan Area with over $100
Million in Metro revenue. With a bonding capacity in excess of $150 Million dollars we are prepared for
virtually any project our customers have.

BUDGETING CAPABILITIES:
Results of our past projects have substantiated the ability of Freestate’s estimators to produce an accurate
budget estimate of the cost of electrical work for virtually any size and scope of project. Our Service
Estimating Department has a combined experience of literally thousands of projects and more than 40 years
of combined experience in the electrical service industry. Budgets are prepared to the detail allowed by
available information and may range based upon changes in size, scope, material costs etc.
COMMITMENT TO SCHEDULE:
Freestate Electrical Service Company has for the past 25 years developed excellent relationships with
manufacturers, vendors and representatives ensuring the completion of even highly complex projects within
extremely short construction schedules without the fear of delays caused by material shortages. Freestate is
capable of maintaining any construction schedule that is realistically established by the general contractor
and subcontractors involved. We maintain the highest standards of planning and execution in order to
prohibit our portion of any project from interfering with the progress of another trade in order to maintain
the integrity of the construction schedule.
SERVICE AND EMERGENCY REPONSE:
With more than 100 service vehicles in the Washington, DC, Maryland and Virginia Areas, on a 24 hour
basis, we are capable of immediate response to any emergency situation for our customers. Our Service
Dispatch Division allows us to economically and in a time effective fashion accomplish small jobs that do
not require or warrant the establishment of on-site crews and materials. Our Account Managers are broken

This Design/Build Project includes two separate facilities. One building consists of 153 Bachelor’s
Enlisted Quarters which can house up to 306 warriors. The attached support facility includes a 15,000
square foot dining/cafeteria and various administrative offices. The second building includes a four level
parking structure, a large fitness center inclusive of a full size gymnasium, Olympic swimming pool and
fitness equipment. The upper levels of the building include various administrative offices and laboratories.

Historic National Academy of Sciences Building Restoration

This project consists of the complete renovation and restoration of this historic facility which first opened
in 1924. The interior will be reconfigured to create a modern conference center making it more accessible
to the disabled. All of the electrical systems will be upgraded, many of the existing light fixtures will be
refurbished and new light fixtures will be fabricated matching the refurbished historic lighting.
Saint Elizabeth’s Hospital

The Project consists of the construction of a new 2 and 3 story psychiatric hospital with administration
facilities, resident patient facilities, and non-emergency medical/dental treatment areas for residents. There
are twelve (12) residential wings in the building. A typical residential wing consists of a central core area
containing the social areas, staff station, nourishment, laundry and storage rooms, with three “fingers”
leading out from the core, each finger having approximately 7 bedrooms and shared bathroom and toilet
facilities. In addition to the patient bedrooms and common rooms, there are two small gymnasiums,
administration offices and conference rooms, and one auditorium. The auditorium room is designed as a
Green Roof to minimize storm water run-off. Most of the lighting is controlled by occupancy sensors to
minimize energy usage. Project is designed to Meet LEED Silver and is planned to finish on time. The new
hospital size is just under 400,000 square feet. Freestate was issued a Subcontract for furnishing and
installing the Complete Electrical Power Lighting and Distribution System, the complete Fire Alarm
System, the complete Public Address System, the raceway system for the Security, CCTV and Access
Control System, and the raceway system for the Telephone System.

Project Features
Disconnect and reconnect 15KV switch with modifications. New switch filled with Envirotemp FR3 Fluid
as per August 2010 SOW. Provided PCB test on existing oil. Installed ground rods as requested, tested new
switch to verify proper voltages, frequency, and rotations in visitor center and parking garage area after
new switch was re-energized.
Be it a large scale multi-million dollar project, or repairing one outlet we are focused on one thing and one

HISTORY Freestate Electrical Service Company, established in 1984, is a comprehensive electrical service support company, consisting of three electrical divisions interrelated under the umbrella of one company. Freestate Electrical Service Company • An electrical service company Freestate Electrical Construction Company – MD • An electrical construction company based in Maryland Freestate Electrical Construction Company – VA • An electrical construction company based in Virginia Each of these interrelated divisions are overseen by President and founder Michael F. Dugan. Our company has been serving the Washington Metropolitan, Northern Virginia and Greater Maryland areas for 30 years. Combined among the three divisions we employee more than 400 highly qualified, trained and motivated craftsmen. The tireless efforts of these dedicated individuals in addition to our leadership have helped to elevate this company to be consistently ranked in the Top 5 Electrical Contractors as ranked by the Washington Business Journal Book of Lists. Most recently 2014 Washington Business Journal Book of Lists ranked Freestate Electrical Companies 3rd for the Washington DC Metropolitan Area with over $100 Million in Metro revenue. With a bonding capacity in excess of $150 Million dollars we are prepared for virtually any project our customers have. We have the resources to handle any electrical related systems, installation or problems that may jeopardize the functionality of our clients and in turn their customers. Our Service Estimating Department has a combined experience of literally thousands of projects and more than 40 years of combined experience in the electrical service industry. Budgets are prepared to the detail allowed by available information and may range based upon changes in size, scope, material costs etc. COMMITMENT TO SCHEDULE: Freestate Electrical Service Company has for the past 25 years developed excellent relationships with manufacturers, vendors and representatives ensuring the completion of even highly complex projects within extremely short construction schedules without the fear of delays caused by material shortages. Freestate is capable of maintaining any construction schedule that is realistically established by the general contractor and subcontractors involved. We maintain the highest standards of planning and execution in order to prohibit our portion of any project from interfering with the progress of another trade in order to maintain the integrity of the construction schedule. SERVICE AND EMERGENCY REPONSE: With more than 100 service vehicles in the Washington, DC, Maryland and Virginia Areas, on a 24 hour basis, we are capable of immediate response to any emergency situation for our customers. Our Service Dispatch Division allows us to economically and in a time effective fashion accomplish small jobs that do not require or warrant the establishment of on-site crews and materials. CURRENT AND PAST PROJECTS: For more than 25 years, Freestate Electrical Service Company, has been fortunate to have been involved in a number of projects that truly demonstrate our comprehensive scope of capabilities. Below are some of those past projects we have been involved in at NIST: NIST Bldg 222, 223 and 225/ Technical Lab Equipment Installation Contract Number: Owner: NIST Geographic Location: 100 Bureau Drive Gaithersburg, MD 20899 General Contractor: L&M Construction 8528 Ashwood Drive Capital Heights, MD 20743 Contract Amount: $282,000.00 Contract Duration: April 2010 Project Features Installation of new trip units for existing circuit breakers in existing switchboards to feed nine (9) panel- boards, and eighteen (18) fused safety switches to feed new Lab equipment. NIST Bldg 215, Room 105 Contract Number: Owner: NIST Geographic Location: 100 Bureau Drive Gaithersburg, MD 20899 General Contractor: L&M Construction 8528 Ashwood Drive Capital Heights, MD 20743 Contract Amount: $20,190.00 Contract Duration: April 2010 Project Features This project consisted of the installation of electrical service to new Clean Room. Addition included new power for Hepa Filters and Clean room light fixtures.

NIST ARRA Installation of Milling Machine, Lathes, and 5-Axis Milling Machine Contract Number: Owner: NIST Geographic Location: 100 Bureau Drive Gaithersburg, MD 20899 General Contractor: L&M Construction 8528 Ashwood Drive Capital Heights, MD 20743 Contract Amount: $128,000.00 Contract Duration: April 2010 Project Features This project included the installation of power to new equipment including panel-boards, transformers, fusible bus switches, and circuit breakers installed in existing panel-boards. This also included the installation of new feeders and all terminations. NIH Building 12 Infrastructure Upgrade Contract Number: WR# HEE80064 Owner: National Institutes of Health Geographic Location: NIH Building 12, 9000 Rockville Pike, Bethesda, MD 20892 General Contractor: Tishman Construction of DC Contract Amount: $20,000,000.00 Contract Duration: 12 months General Description/Scope: Construction of Data Center with new generators and UPS System. Large- scale electrical distribution project with substantial amounts of conduit, wire, equipment, cable tray, fire alarm system in confined area. Federal Building GSA Contract Number: 204065-012 Owner: US Government Geographic Location: Washington, DC Contract Amount: $11,100,000.00 Contract Duration: 2004 - 2006 General Description/Scope: This project consisted of a 5 building, 465,000 square foot complex utilizing state of the art modular, under floor distribution and LEEDS classified lighting systems, ups and emergency generator backup systems. Support Facilities – Warrior Transition Unit National Naval Medical Center 8901 Rockville Pike Bethesda, MD 20889-5600 General Contractor: The Whiting & Turner Contracting Company Contracting Value: $19,000,000.00 This Design/Build Project includes two separate facilities. One building consists of 153 Bachelor’s Enlisted Quarters which can house up to 306 warriors. The attached support facility includes a 15,000 square foot dining/cafeteria and various administrative offices. The second building includes a four level parking structure, a large fitness center inclusive of a full size gymnasium, Olympic swimming pool and fitness equipment. The upper levels of the building include various administrative offices and laboratories. NIH Bayview Medical Center Switch Gear Upgrade Johns Hopkins Bayview Medical Center 5660 Nathan Shock Drive Baltimore, MD 21224 General Contractor: Paige Industrial Services Contract Amount: $789,000.00 This project consists of a complete electrical system switchgear upgrade including the motor control center upgrade. distribution panels, etc. NIH Bayview Medical Center Generator Johns Hopkins Bayview Medical Center Baltimore, MD 21224 General Contractor: Paige Industrial Services Contract Amount: $600,000.00 This project consists of replacement and upgrade of the emergency power generation system, including new conduits and emergency feeders.

Historic National Academy of Sciences Building Restoration 2101 Constitution Ave., NW Washington, DC 20418 General Contractor: Gilbane Building Company Contract Value: $5,000,000.00 This project consists of the complete renovation and restoration of this historic facility which first opened in 1924. The interior will be reconfigured to create a modern conference center making it more accessible to the disabled. All of the electrical systems will be upgraded, many of the existing light fixtures will be refurbished and new light fixtures will be fabricated matching the refurbished historic lighting. Saint Elizabeth’s Hospital 2700 Martin Luther King Jr., Ave, SE Washington, DC 20032 General Contractor: Contract Value: $20,350,000.00 The Project consists of the construction of a new 2 and 3 story psychiatric hospital with administration facilities, resident patient facilities, and non-emergency medical/dental treatment areas for residents. There are twelve (12) residential wings in the building. A typical residential wing consists of a central core area containing the social areas, staff station, nourishment, laundry and storage rooms, with three “fingers” leading out from the core, each finger having approximately 7 bedrooms and shared bathroom and toilet facilities. In addition to the patient bedrooms and common rooms, there are two small gymnasiums, administration offices and conference rooms, and one auditorium. The auditorium room is designed as a Green Roof to minimize storm water run-off. Most of the lighting is controlled by occupancy sensors to minimize energy usage. Project is designed to Meet LEED Silver and is planned to finish on time. The new hospital size is just under 400,000 square feet. Freestate was issued a Subcontract for furnishing and installing the Complete Electrical Power Lighting and Distribution System, the complete Fire Alarm System, the complete Public Address System, the raceway system for the Security, CCTV and Access Control System, and the raceway system for the Telephone System. U.S. Health and Human Services Location: 5600 Fishers Lane Rockville MD General Contractor: James G. Davis Construction Contract Value: $9,500,000 Dates: March 2012 – December 2016 (Estimated) Project Features: This project consists of the following: New 15kV feeder for new incoming service 3-way 15kV 2/0 133% transitions splices (3) sets 15kV 2/0 deadbreak elbow terminations with j-bars (3) sets 15kV cold shrink terminations (2/0) Racking, fireproofing, grounding

Arlington National Cemetery Location: Arlington, VA Project Owner: United States Government Contract Value: $62,147.00 Dates: Summer 2011 Project Features Disconnect and reconnect 15KV switch with modifications. New switch filled with Envirotemp FR3 Fluid as per August 2010 SOW. Provided PCB test on existing oil. Installed ground rods as requested, tested new switch to verify proper voltages, frequency, and rotations in visitor center and parking garage area after new switch was re-energized. Be it a large scale multi-million dollar project, or repairing one outlet we are focused on one thing and one thing only….customer service!
