Efforts So Far Haven’t Stopped CO2 Increase
5
We’re now rapidly adding CO2 to the relatively stable
amount we’ve had for hundreds of thousands of years.
8. 88
Pass national
“Carbon Fee and Dividend” legislation
Citizens’ Climate Lobby’s Solution
• Place a steadily rising fee on the CO2 content of
fossil fuels
• Return all net revenue from the carbon fee back to
households
• Enact border tariff adjustments to ensure fairness
and competition
9. 99
Citizens’ Climate Lobby’s Approach
• Writing letters to the editor, op-eds, and meeting
with editorial boards
• Facilitating a wide range of outreach events to
educate others on our policy
• Building relationships with our federally elected
representatives on a foundation of respect,
appreciation and gratitude for their service
We keep a singular focus on our policy and
create political will for action by —
10. 10
• Apply a fee to fossil fuels, start at $15
• Base the fee on the CO2 the fuel will
release when burned
• Collect the fee as far upstream in the
economy as practical
• Steadily increase the fee each year by $10
How it works
Carbon Fee and Dividend
10
11. 11
• 100% of the revenue is returned to households
• Monthly dividends are in equal shares
• Approximately 2/3 of households will break
even or come out ahead
How it works
Carbon Fee and Dividend

12. 12
• Regional Economic Models Inc (REMI)
• Model CO2 Emissions, GDP, Employment, and
Health Effects
• $10/ton of CO2 increasing at $10/year for 20
years
Commission a independent study
How will it effect the U.S. economy?
12
14. 1414
• CO2 emissions decline 33% after 10 years, and 52% after 20
years
• 13,000 premature deaths avoided annually after 10 years
• National employment increases by 2.1 million jobs after 10
years, and 2.8 million after 20 years - about 1%
• $70-$85 billion annual increase in GDP, cumulative increase in
national GDP of $1.3 trillion after 20 years - about 0.4%
Economic Analysis by REMI
No economic case against Carbon Fee

The Best Solution to Global Warming
>>> Thank you for the opportunity to speak about climate change and CCL’s policy to address it.
>>> I’m joined today by David Cain….
For Apple OSX Keynote - developed with OSX version 6.1 and due to in slide transitions it will not play well in the iCloud version but works great on iPad/iPhone.
This presentation is originally based on Dave Massen’s
Revision Date Notes
First 3/25/14 Original Focused on Idaho with some slides (new groups, fire in the west).
Second 6/27/14 Added Graph on Obama EPA plan CO2 results from CTC and slide on cap and trade.
Third 5/17/15 Many updates for OA, REMI charts, humor.
Four 10/20/15 Added some slides back in. added
>> CO2 is the main driver of global warming. In the atmosphere, it acts like a greenhouse, warming Earth and supporting life.

CO2 concentrations over the past 800,000 years.
Carbon dioxide is of special concern because of its large concentration AND its long duration in the atmosphere – 100 years and more – compared to other greenhouse gases.

Keeling Curve : curving up? Charles David Keeling
By measuring the ratio of two isotopes of carbon, Keeling attributed the diurnal change to respiration from local plants.
The Scripps Institution of Oceanography at the University of California, San Diego, began measuring the concentration of CO2 in the global atmosphere at the Mauna Loa Observatory in Hawaii in 1958. Concentrations are reaching 400 parts per million (ppm) for the first time in human history. We can see from the graph that local and regional attempts around the world to reduce emissions in recent years still have not made a dent in the upward trend, and more aggressive steps are needed.

Over the last 35 years the sun has shown a slight cooling trend. However global temperatures have been increasing. Since the sun and climate are going in opposite directions scientists conclude the sun cannot be the cause of recent global warming.

Enhanced GHG has increase earths temp by 1.4F or 0.8C
10/10 of the warmest years have happened since 1998
K Hayhoe: Not some, not most, but all the warming in the last 35 years is attributed to human causes. If we look at natural causes alone, we should be cooling.
3 pillars of our policy.

>>The last thing this world needs is another angry group!
Here’s how it works. A fee, or tax, is applied to coal, oil, and natural gas at the point where the fuel is first enters into the economy. The fee is based on the amount of CO2 the fuel will release when burned, and it is increased slowly but steadily each year.

All with respect to a no action baseline
Premature death reduction from reduced particulate emissions. (13,000 per year after 5 years)
Conservatively assumes no additional negatives external costs with the no action case.
Dispels the false narrative that acting on climate change will ruin the economy.

Our Vision
Business for Innovative Climate and Energy Policy (BICEP) is an advocacy coalition of businesses committed to working with policy makers to pass meaningful energy and climate legislation that is consistent with our core principles.
Our Goal
…BICEP’s overall goal is broad: bi-partisan consensus among policy makers to reduce US greenhouse gas emissions 80 percent below 1990 levels by 2050

The Gibson resolution has been many months in the making, and CCL played a major role, along with Friends Committee on National Legislation (FCNL)(Quakers)
The resolution, introduced in the U.S. House of Representatives, acknowledges that climate change “has had noticeable, negative impacts that are expected to worsen in every region of the United States and its territories.” The resolution states that the House should commit “to working constructively, using our tradition of American ingenuity, innovation, and exceptionalism, to create and support economically viable, and broadly supported private and public solutions.”
>> H Res. 424 resolves that “the House of Representatives commits to working constructively, using our tradition of American ingenuity, innovation, and exceptionalism, to create and support economically viable, and broadly supported private and public solutions to study and address the causes and effects of measured changes to our global and regional climates, including mitigation efforts and efforts to balance human activities that have been found to have an impact.”
