WHAT IS CROSS ROADS? 
Cross  Roads  is  a  programme  developed  by 
Pacific  Island  Evaluation  after  a  need  was 
recognised for a fully‐integrated, four stage 
licensing  and  safety  resource  for  people  in 
Christchurch. 
 
This  need  was  recognised  through  our  
previous  programme  which  took  
participants  through  an  educational  safety 
programme  resulting  in  participants  
obtaining  their  learners  license.  This  
programme  had  283  participants  with  one 
failure within 3 years. 
 
The  issue  identified  through  this  
programme  was  that  after  participants  
obtained  their  learners  license,  they  never 
went  through  the  stages  of  gaining  their  
restricted or full license.
