Page 2 of 4  Conducted safety inspections on the refurbishment of the Super 116 jack-ups for a newly formed company between Qatar Petroleum and Japan Drilling Company with 3 land rigs and 2 jack-ups operating in Doha, Qatar.  Achieved zero LTA (Lost Time Accidents) for 2 Chiles Offshore drilling rigs for Shell Oil over a two (2) year period.  Developed Safety Management Systems, authoring HSE Safety Manuals, formulating Safety Case Outlines and developed Environmental Management Systems for numerous major players in the Oil and Gas industry.  Played an active role in the development of the ‘Crew Master’ Computer Based Training (CBT) Program that won the 2002 Safety in Seas Award from the National Ocean Industries Association (NOIA). Projects:  Project Lead for ABS Consulting, 2013: Consulted with Noble Drilling management with problems dealing with IMO, ISO, and USCG issues on 3 drilling rigs, 2 rigs were located in Alaska and 1 deep water rig was located in the Gulf of Mexico.  QHSE Manager/Consultant for Bass Drill Management, 2011-2012: Devised Safety Management Systems, developed a HSE Safety Manual and a Safety Case Outline (TOTAL-Africa) and created an Environmental Management System.  Consultant with BP on the Deep Water Horizon Project in the Gulf of Mexico, 2010-2011: Executed critical operations for the major Gulf of Mexico oil spill. Acted as 1 of 2 HSE onsite advisors with no instances of injuries. Conducted intervention work including a Top Kill operation with flaring and plugged of an MC2 well on board the Helix Q 4000 rig. Performed oil clean up in shipyards in Galveston, Texas City and Lake Charles.  Consulted with Hess on Global Drilling and Completions and consulted with Woodside on Safety Management System audits.  Consultant for EOG Resources, 2006-2010: Consulted in Rocky Mountains and Bakken Field, North Dakota. Oversaw all HSE land operations aspects on 11 Drilling rigs and 6 Completions rigs. Developed and taught Team Building to 325 personnel, taught Orientation, and led Kick Off meetings for all new rigs. Created an Incident Reporting Procedure and a Behavioral Base Program BUCCANEER ENERGY, Houston, TX 2013-2014 HSE Manager (Filed Chapter 11 – 2014) Developed the Safety Management and Environmental Management systems, created a Behavioral Base program, and ensured compliance with all air and water permits. Delivered training to all company employees and contracted personnel on the Buccaneer Energy Safety Management System. Developed effective relationships with state agencies. Worked with Production, Drilling, & Completions.  Achieved a Total Recordable Incident Rate (TRIR) of 1.4 for 200 personnel across 2 rigs.  Maintained strict compliance with the standards of Alaska for all permits and training.  Developed an Oil Discharge Prevention and Contingency Plan (ODPCP) for state of Alaska.  Supervised third party personnel – National Pollutant Discharge Elimination System (APDES) – Buccaneer Energy (Alaska).  Dealt with EPA in Alaska, plus dealt with Alaska Oil & Gas Conservation Commission (AOGCC), which is the same as BSEE in Alaska. SCORPION OFFSHORE, Houston, TX 2006 Director of Health, Safety & Environment Inspected work in progress on the Super 116 jack-up rigs for a new drilling company with 5 new rigs being built in Texas. Activities included dealing with USCG, ABS, IMO and SOLAS.  Created a training matrix, authored a HSE safety manual, developed Environmental Management and Safety Management Systems, and devised a Safety Case Outline. ENSCO OFFSHORE, Broussard, LA 2002 - 2003 HSE Advisor Played a key role in orchestrating the merger transition between Chiles Offshore and ENSCO Offshore. Created the Safety Management System including Risk Assessment and Permit to Work initiatives.  Developed Safety Cases, a Behavioral Base Safety program, and Key Performance Indicators.  Conducted Tap Root Analysis and developed and led a Crew Master Training Program (CBT). CHILES OFFSHORE, Houston, TX 1998 - 2002 HSE Manager (Merged with ENSCO Offshore) Performed both rig and office activities. Acted as Safety & Training Coordinator (STC) on the Chiles Magellan in the Gulf of Mexico.
