2. OPPORTUNITIES IN
TRANSPORTATION

The State Legislature just passed
the largest public investment bill it
has ever approved, giving $16.1
billion for new transportation pro-
jects and the authority for Sound
Transit to generate more funding.
All this money means opportunity
for Tabor members. Whether you
provide goods and services, are a
consultant or contractor, there are
many places in all the upcoming
projects where your expertise is
needed. Here in the Puget Sound
region, SR 167 (Renton/Kent/
Auburn) will be expanded and SR
509 near Sea-Tac will be linked to I
-5, along with the completion of SR
520 across Lake Washington. An-
other $1.4 billion will go to mainte-
nance and repair projects and $1
billion to non-highway efforts in
the state. Here in the Puget Sound
Region, Sound Transit is poised to
add $15 billion worth of projects to
its portfolio, building Light Rail
from Everett to Tacoma. The city
of Seattle could see another $1
billion in local projects as well.
Tabor members will get exclusive
support in pursuing opportunities
that present themselves through
the new funding. The agencies and
contractors who will build these
projects are all members of Tabor
100 and over the next several
meetings will be making presenta-
tions geared toward informing
members of opportunities. Sepa-
rate gatherings such as the North-
west Minority Business Expo in
conjunction with Vulcan, Inc. will
also be featured as Tabor works to
connect its members with oppor-
tunity. Stay tuned.

Starting a business can be overwhelming. You have to set up a legal structure, find
office space, and apply for multiple licenses and permits, before you can even
open your doors to customers.
The process should not be tedious or time-consuming. That’s why the U.S. Small
Business Administration (SBA) is proud to join the White House in announcing the
launch of our Startup in a Day initiative, in alliance with the National League of Cit-
ies.
This month SBA is calling on local leaders, at city halls across the country, to make
a powerful pledge to streamline and consolidate all of the processes required to
start a business into one, easy-to-use online tool. Our goal is to enable America’s
entrepreneurs to be able to apply for all city, county, state and federal licenses; and
permits needed to start a business in 24 hours or less.
Success in this endeavor will enable entrepreneurs to spend their valuable time
developing their products, finding new customers and growing their enterprises –
rather than wading through red tape.
Eleven pioneering cities, including Seattle Washington, have already taken
the Startup in a Day pledge and are working to consolidate local licensing and per-
mitting requirements for their entrepreneurs. We encourage more cities, large and
small, as well as Native American communities, to join this movement and take the
pledge.
To enhance Startup in a Day, the SBA is offering significant prize money to help
local leaders create tools to make good on the pledge.
We’re hosting two prize competitions open until July 13th
, to encourage municipali-
ties to create or implement a Startup in a Day online tool. The first contest will
award up to 25 prizes of $50,000 apiece to cities that create or implement a solu-
tion that will make it easier for entrepreneurs to apply, in less than 24 hours, for all
licenses and permits needed to start a business. The second prize competition will
award $250,000 to a winning applicant who creates an open-source solution that
can be adopted by other jurisdictions.
Small businesses are the engines of the U.S. economy. They create two out of
every three net, new jobs and employ more than half of the country’s private-sector
workforce. When we make it easier for new businesses to get started, we’re ulti-
mately making it easier for them to grow and hire.
Please join the SBA in encouraging cities to join the Startup in a Day movement
and eliminate barriers to small business job creation. Together with local jurisdic-
tions, we can make the process of starting a business faster and easier.

A segment recently aired on NBC entitled “How Minori-
ty Businesses are Driving America’s Growth.” It pointed
out that according to the group, Asian Americans Ad-
vancing Justice, minority businesses are growing almost
five times faster than non-minority businesses with
Black, Latino and Asian-owned ventures leading the
pack.
Black businesses sell about $136 billion worth of prod-
uct, Latino businesses sell $351 billion and Asian busi-
nesses are responsible for $547 billion.* In the consum-
er spending category, the numbers are more even with
the Black community spending about $1.2 trillion, Lati-
nos around $1.7 trillion and Asians, $1.3 trillion.
The impact of minority business on employment is huge
with Black businesses employing about 1 million people,
Latino-owned businesses having 1.9 million on their
payrolls and Asian-owned businesses with around 3 mil-
lion people working for them.
*Immigrants, many of whom are Asian, start businesses
at double the rate of native-born individuals.

Janice Bryant Howroyd, Tabor 100’s Gala Speaker
in 2013 become the first Black woman to own a bil-
lion dollar company, and in 2015, her firm, Act+1
Group, is valued at $2.3 billion. In 1978, Howroyd
started Act+1 Personnel Services as a single-office
operation that evolved into the ACT+1 Group, an
expansive global operation that today employs more
than 1,300 people in 240 satellite offices in the U.S.
and eight other countries. Act+1 Group offers a
range of services from employee background checks to executive travel management. This
growth has earned Act+1 the distinction of being the largest woman minority-owned employ-
ment agency in the U.S.
Covering an array of industries and serving corporate giants such as Merck, Sempra Energy
and ATT, Bryant Howroyd has mapped out an expansion strategy based on understanding
the demands of a changing work environment, anticipating client needs and providing custom-
ized services that deliver maximum results. The recent economy has wrecked many compa-
nies, large and small, yet, Bryant Howroyd continues to grow her business, increasing its inter-
national presence and creating a firm worth $2.3 billion.
Bryant Howroyd, who grew up in rural, segregated North Carolina, was one of 11 children. She
credits her parents for her success in business and offers these tips to current business
owners:
