7. Projects.
Clusters have become, over time, one of the main vehicles for
identifying new ST&I projects to nurture the RIS3 agenda.

8. Projects.
Clusters are becoming one of the main allies/users of several of these
ST&I projects.

9. Governance.
Being part of the governance of these agendas allows to build a permanent
discussion around productive development strategy for the region.

• Several firms that belong to the cluster initiatives are
part of the Business Advisory Board.
• The Sectorial Articulation Manager is part of the Executive
Committee of RIS3 and periodically shares the development of
the clusters’ agenda.
10. KeysuccessfactorsofBogotá-Cundinamarcaagenda
Even though Bogota-Cundinamarca does not have a specific fund
to finance these projects, the collective construction and
legitimacy of the RIS3 has increased the probability of attracting
funds from different sources.
The “city projects” of the Bogota-Cundinamarca’s
agenda belong to different actors that now
articulate for their implementation.
There is now a common discourse: local government and
private entities approved the RIS3 like the guideline for their
own productive development agendas.

Since BBC is a neutral entity, with ability to convene, this
has facilitated inter-cluster activities and the relationship
between RIS3 and the clusters.
In 2018, the call for proposal for new ST&I projects received 82 ideas, moving up 5 projects to the portfolio, where 4 of them were presented for the cluster initiatives.
