3. ABSTRACT
In the year 2010 the Indian government had a health budget of 30,000 crores which was assigned to
promote rural health care with the setting up of generic drugs pharmacies, revamp insurance plans
and district level health centers. On the other hand there seems to be a decline in the health of the
urban population which has access to good healthcare. With a large migration of rural population to
the cities this problem is soon going to come to a head.
A global initiative by the UN rated India, 118 on the world happiness index. Down a slot from last
year.
So what are we doing wrong? Do we need to take a closer look at India’s public health infrastructure
and public health networks or the lack thereof? Do we need to take a look at how we define health?
Do we need to stop looking at health as the lack of disease? Instead look at health as well being?

The commonly used statistics may not be capturing some phenomena, which have an increasing impact on the well-being of citizens. For example, traffic jams may increase GDP as a result of the increased use of gasoline, but obviously not the quality of life. Moreover, if citizens are concerned about the quality of air, and air pollution is increasing, then statistical measures which ignore air pollution will provide an inaccurate estimate of what is happening to citizens’ well-being.
