Part 1: About WRI

WRI’s Sustainable Finance Center works with public and private financing institutions, investors, governments,
civil society, and businesses to:
1. Increase the volume of finance directed to sustainable activities in developing countries;
2. Shift existing public and private sector financial flows into developing countries towards more
sustainable pathways;
3. Promote the integrity of financial flows by ensuring efficiency and transparency, maximizing
environmental outcomes, and avoiding undue harm to people and ecosystems;
4. Strengthen stakeholders’ capacities to access, effectively deploy, and monitor climate finance.
Part 2: Overview
WRI has partnered with UNEP and UNDP to support climate finance readiness in nine countries around the
world, including through institutional capacity building for coordination and accessing finance from the Green
Climate Fund (GCF), development of project pipelines on the basis of existing and potential specific national
plans and policies, engaging the private sector on climate investments, and development of in-country
monitoring and tracking systems for climate finance. In Colombia, WRI’s component of the work is
focused on strengthening capacities and information available for monitoring, managing, and
prioritizing flows of climate finance and for mobilizing international and domestic climate
finance. This includes developing a tracking system to monitor climate finance flows to and within Colombia,
making information on climate finance publicly available through an online platform and building capacities to
integrate information and insights captured through the tracking system to inform decision making around
climate finance in Colombia.
To support the implementation of the climate finance tracking work in Colombia, WRI is looking to hire a
consultant based in Bogota to support the project activities and outcomes on a day-to-day basis working with
WRI colleagues based in London and Washington DC.

Part 3: Responsibilities
Research and Analytical Responsibilities
Research, design, preparation, and submission of project documents, including reports and work plans
in English and Spanish
Liaise with the Colombian government, the WRI team and other relevant stakeholders within Colombia
to advance the development of a climate finance tracking system
Engage with relevant stakeholders to consolidate and assimilate data sources to inform the design of a
climate finance tracking system, including assessing the reliance that can be placed on such data
sources
Develop detailed design brief for the climate finance tracking system to support technical development
of such a system
Support capacity-building activities (including the use of analytical and technical tools) to draw
lessons and insights from the monitoring of climate finance, and to apply lessons and insights to
decision making
Administrative Responsibilities
Prepare project reports and convene events including missions, meetings, and stakeholder consultations
relevant to the outcomes of the project
Collaborate with partners of the Climate Finance Readiness Program (UNEP, UNDP, and the Colombian
government) through the National Coordinator for Colombia, and collaborate with other development
partners as needed.
Report regularly to the Project Manager for Colombia on progress made and any challenges
encountered
Part 4: Qualifications
Professional and/or research experience in one or more of the following topic areas is essential:
Development of public tracking systems that are utilised in decision making by the public sector, e.g.
ODA and/or climate finance flows
Design and implementation of development-oriented funds at the national level; experience specifically
with climate change mitigation and adaptation action plans, including design of national climate change
funds, will be an advantage
Knowledge of international sources of climate finance, including the Green Climate Fund, and
international climate policy processes such as the UNFCCC negotiations
Knowledge of national policy and planning processes around climate change and climate finance in
Colombia
Experience in climate finance, including definitional issues, measuring, reporting and verification, and
monitoring of financial flows
Knowledge of policy and regulatory instruments to mobilize investment in low-carbon, climate resilient
development in Colombia and more broadly
A successful candidate will demonstrate excellent research and writing skills in English and Spanish and the
ability to work effectively in teams. In addition, the successful candidate should have the following profile:
Degree in a relevant discipline, such as development economics, finance, business, public policy, or
environmental law or policy
At least 4-7 years of relevant work experience, but 8 or more years of relevant experience preferred
Proficiency in English and Spanish
Strategy and management consulting skills - data analysis and translation for decision purposes
Excellent computer skills (MSWord, MSExcel and MSPowerpoint)
Experience in managing projects and engaging diverse stakeholders
Strong interpersonal skills with ability to work independently and as part of a remote team

Qualifications: Bachelors, and at least 4-7 years of relevant work experience, Master degree would be an
advantage. Final candidates will need to submit 2 writing samples in English and Spanish.
Duration: 6 months contract with the option of 6 months extension upon fulfillment of deliverables.
Location: Bogota, Colombia
Reports To: WRI Senior Associate assigned to this project
Salary and Benefits: Compensation will be based on deliverables and actual days worked on the project.
