This Book of Voice is a message of peace, prosperity and civilization for all human beings. It provides solution to the challenges of the contemporary world on the basis of equity and equality. It guides through the process of establishing a civilized society where all the people on the globe can live with peace with each other. It not only provides solution to the society globally but it also provides solution to the problems faced by an individual and also provides him the track for spiritual development. All are invited to read the Book of Voice for their own betterment and internal peace.

In the blessed name of Allah (God) who is the Creator of the universe.

O’ people listen. You should gradually propagate Book of
Voice with love in a peaceful way. Make your deeds &
acts and character in accordance with the clear
commandments of Book of Voice. If your character is not
in accordance with the Book of Voice and there is a
contradiction in your precept and practice then you
cannot propagate Book of Voice and nor can you
establish the rule of God. You will also remain deprived
of the benefits that could be attained through practical
implementation of Book of Voice.
O' people listen. When people, on getting impressed
from your character and on comprehending the secrets
and symbols of Book of Voice, start comprehending the
message of Book of Voice and start accepting it then you
should make arrangement for assembly on the
nineteenth day of every month and after praising God
read Book of Voice so that the message would reach to
all present. O' people nobody can get absolution for
one’s sins. The eras of devotion to personalities are
over. Now is the era of realism. You should comprehend
the reality and accept the reality. Wheresoever you start
to be in majority you should establish democratic
governments there and for the interim period fulfilling the
social requirements keep making laws according to Book
of Voice. The state which would accept Book of Voice
within its limits implement the laws of Book of Voice in it.
Keep in mind the benefits of these laws should reach
equally to all whether some people happen not to accept
Book of Voice.
O' people listen. When various states would accept Book
of Voice then abolish boundaries among them and if old
laws have to be cancelled then do cancel and make new

laws in accordance with the Book of Voice. And when
Book of Voice is accepted on a global level then a
federation of global democracy be made and the system
of passport and visa should not remain established in
any part of the world. Abolish this system. Establish
government on a global level. So that the regional and
linguistic & ethnic discriminations would abolish.
Boundaries of present countries be maintained and
these countries should establish global government.
There should be a council in each country which should
comprise of intellectuals and experts. And council of
every country should maintain contact with each other.
Members of council of each country should participate in
the formation process of the federal council and then a
global council be formed which should comprise of
various organs as per requirement. And should do law
making at global level in such a way as it is not
conflicting with the principles and laws of Book of Voice.
O' people listen. In the global council all should be given
representation within the boundaries of the continents
and this representation should comprise of the heads of
regional councils. O' people you all are one. Do not
make distinction with anybody on the basis of any color.
And do not let anybody have a feeling of deprivation.
When at global level the rule of God is established with
reference to Book of Voice then there should remain no
boundaries anywhere on the globe. And nor should there
remain any binding on a citizen of any place to settle,
earn living, or contracting marriage anywhere on the
globe. O' people until you could not move freely without
restriction between one place and the other on the globe
you cannot get rid of slavery. At this moment if you think
that (you) are free from physical slavery then you are at
a mistake. Your mind and even your intentions are slave.
You are slave of boundaries. O' people God has created
you free you should obtain freedom in real sense.
Wheresoever people start accepting Book of Voice and

wheresoever rule of God starts to be established under
the Book of Voice people of those very places should
start depositing assets in excess of their two years
needs with the treasury of the government. And if
someone becomes financially weak and starts reaching
the limits of indigence then government should help him
and should improve his financial condition to that extent
that he should not be dependent on anyone for two
years. This period has been determined so that the
person getting weak should make use of his means and
resources in full and would become self-sufficient. But if
any person misappropriates the aid of government and
does not adopt the way to self-sufficiency then the
government should punish him. So that there be
admonition for others. And people would get the
consciousness of protecting their freedom.
O' people listen. If in the government such persons enter
who make addition in their wealth through illegitimate
ways and their crime is correctly proven then the court
should give them death punishment and their excess
wealth that they have accumulated through illegitimate
ways should be confiscated in favor of the government.
And no misbehavior should be done with the family of
the slain and nor should they be looked hatefully. And
nor any distinction be made with them in any way. O'
people punishment shall be given to the one who
commits the crime.
O' people listen. God does not want to make the persons
getting punishment incapable. And nor wants to make
them a burden on the treasury of the government. God
wants that there be their reformation. Therefore
government should make penalized criminals do
cultivation. So that there could not be shortage of grain.
Get minerals excavated. And take those works which are
in conformity with their knowledge, health and physical
structure. And they should be given remuneration

according to their works and prevailing rates. The
government after deducting the expenditure incurred on
them from their wages should give the balance of their
remuneration to their families so that they would not
adopt crime as their profession suffering from poverty.
And if any criminal who has been penalized becomes
disable due to any reason or becomes incapable to work
then the government is responsible for taking care of the
house and maintenance of the family of that criminal.
The family of such penalized criminal should not be
looked hatefully and nor any distinction be made with
them.
O' people listen. Do not make the prisons torture houses.
Give the prisoners education and make (them) skilled in
accordance with their mental state & capability and
physical structure and make them useful person. Cause
them to feel with good behavior that what they did (they)
did (that) wrong so that when they get back to their
homes on getting released then could become useful
person of the society.
O' people listen. In the prison if any official will do
misbehavior with any prisoner, or will have discriminatory
behavior with him, or will hate him, or will spread hatred
against him, or will do dishonesty in his remuneration, or
will demand or will accept bribe with reference to him
then on the crime being proven he shall be given death
punishment. Any prisoner shall neither be handcuffed
and nor shall be shackled. And the prisoner who will run
away from the prison and is caught he too, no matter
how minor is his crime, shall be given death punishment.
O' people you should make prisons reform houses.
O' people listen. Prisoners too are your own brothers
who happen to commit crime because of misbehavior,
dishonesty, excesses, cruelty and injustice of someone
from amongst you. Whenever you meet them then meet

with love and affection. And whenever go to meet them
then take gifts for them. And if any official of the prison
commits embezzlement in these gifts and the crime is
proven then he should be lashed ten times before the
prisoners and the gifts should be recovered so that there
would emerge in the prisoners feeling of protection of
their rights and they would know that in the eyes of the
law all are equal. And every such person shall be
punished who will commit crime. O' people the head of
government too cannot escape from the punishment of
the crime that he has committed and has been proven.
All the government officials to the head of government
shall be present before the court on summoning and
shall fulfill legal requirements.
O' people listen. If any person is accused of anything
and he is arrested but the accusation could not turn into
crime and the court would acquit him from the
accusation then the accusers and the investigators of
accusation shall be liable for that punishment which the
court shall suggest in accordance with the law. The
person getting acquittal from the accusation shall be
given damages for hurting self-respect which shall be
determined by the court. Determination of damages shall
be a part of the decision. And if any judge takes bribe
from anyone then that judge shall be given death
punishment in the enclosure of the court the decision of
which shall be made by superior court.
O' people listen. The commandments, laws and
principles of Book of Voice are for your wellbeing only.
You should not take escape from your wellbeing. And do
not commit crime.
