 The Humanitarian action is guided by four widely accepted principles of
Humanity, Impartiality, Independence and Neutrality


 People are at the heart of humanitarian action. The primary motivation of
any response to crisis is to save lives, alleviate human suffering and to
support the right to life with dignity.


 Humanitarian organizations recognize that the humanitarian imperative
comes first and seek, therefore, to provide humanitarian assistance wherever
it is needed.


 Throughout the history of the Muslim world many acts of kindness towards
individuals and other living things would have been committed at an individual level
such as Charity, Zakat, Waqf and Sadaqa.

 Humanitarian action must be carried out on the basis of need alone, giving
priority to the most urgent cases of distress and making no adverse
distinction on the basis of nationality, race, gender, religious belief, class or
political opinion.


 Humanitarian action must be autonomous from the political, economic,
military or other objectives that any actor may hold with regard to areas
where humanitarian action is being implemented. (OCHA)

 NGOs resist any pressure from outsiders – whether they are donors,

The right to receive humanitarian assistance is a necessary element of the right
to life with dignity. This encompasses the right to an adequate standard of living,

health, which are expressly guaranteed in international law.

1) Regional famine
 Drought and prolonged warfare bring about famine in a particular region. A
humanitarian organization develops a veterinary project to aid nomadic
people in the region whose survival depends on their herds of cattle. The
people of one clan or another often say to humanitarian workers, “You can’t
go to that other clan because they are our enemies. How can you help us if
you help them?”

 A local humanitarian organization is seeking funds to assist thousands of
displaced persons in the north of a war-torn country. It is approached by a
well-known international businessman who says that his company would pay
for relief assistance directed to the people living in a town in the south –
where he owns a factory – in order to ease the tensions that prevent many
workers from going to work. The humanitarian organization refuses the offer.
The businessman says, “Why won’t you take this money to help these
people?”


Is humanitarian action prolonging the war?
 Humanitarian organizations came to the rescue of desperate civilians in a
war-torn area. Since these organizations provided outside support, the
fighting groups were able to ignore the needs of their own civilians. This
outside aid enabled them to use all their country’s resources to supply their
soldiers. And that helped to keep the war from ending.


Medical team under pressure
 Since a few months, south of country X is affected by a violent civil war, which opposes rebel
forces to the governmental army. The number of civilian victims is rapidly increasing (mostly
women and children). Nevertheless, since the last few days, NGO staff working at the
regional hospital noticed that less and less civilian victims are coming to the hospital. Indeed,
the hospital is surrounded by soldiers of the rebel army who control now the entry: they give
priority access to their own group of fighters. The chief of the rebel army even came to the
hospital, urging the NGO staff to provide care in priority to his soldiers. During this time, the
number of civilian victims continues to increase.
 NGO staff is divided: Should we stay or should we go?


Since these organizations provided outside support, the fighting groups were able to ignore the needs of their own civilians.   • 37. Medical team under pressure  Since a few months, south of country X is affected by a violent civil war, which opposes rebel forces to the governmental army. The number of civilian victims is rapidly increasing (mostly women and children). Nevertheless, since the last few days, NGO staff working at the regional hospital noticed that less and less civilian victims are coming to the hospital. Indeed, the hospital is surrounded by soldiers of the rebel army who control now the entry: they give priority access to their own group of fighters.
