Development and Management of Human Capital
Compared to international standard, there is a huge shortage of doctors, nurses,
technicians.
Many of the existent manpower are unskilled.
There is deficit of knowledge and skill in using medical technology.

Incorporation of the 3 types of determinants devised by Vincente Navarro.

7. Evaluation
We can say that lifestyle determinants and empowering
strategies for improving manpower and skill of medical
practitioners were not included in the policy.
Possible empowering strategy:
The marginalized people could be induced to realize their
rights on healthy life and to demand for medical institutions
and practitioners to be available in those places.
