Aging is a natural process, which leads to weakening of the body and the mind. The productivity and  the working ability also decreases of a person. It is the duty of the state as well as the family of a person to take care of him in his old age. However, due to rampant illiteracy and lack of awareness, many senior citizens are not aware of their rights. This presentation seeks to discuss the rights and facilities available to the elderly and international conventions regarding senior citizens.

  1. 1. Human Rights of elderly people are increasingly being violated because of the following reasons; Popularity of nuclear and small families. Lack of intergenerational interaction. Non-existence of an inclusive social security system.

Why we need different types of Conventions on the Rights of Older Persons We need a convention to: • establish legal standards that challenge and replace stigmatising and de-humanising ageist attitudes and behaviour. • clarify how human rights apply in older age • ensure states understand their human rights obligations to us in our older age • better understand and assert our rights in our older age • improve accountability of states for their human rights obligations towards us in older age • provide a framework for policy and decision making.
  3. 3. What the convention on the rights of Older Person must consists of ? A convention must : • provide a comprehensive and systematic framework for the protection and promotion of all our human rights in older age • prohibit all forms of discrimination in older age in every aspect of our lives • articulate how each human right specifically applies to us in older age • provide for a strong implementation, monitoring and accountability system.

Purpose and Focus of Conventions on the Rights of the Older Persons • The proposed Convention on the Rights of the Older Persons is likely to be the next major Human Rights Treaty adopted by the United Nations. • Focus of the Treaty will be persons over 60 years of age, which is growing demographic worldwide due to increased population ageing. • The need for a treaty has arisen due to issues surrounding demographic changes from population ageing. • This has led to significant interest in how to best ensure the well being of older persons.

  7. 7. Concept of Human Rights Human Rights refer to the right of every person to live a dignified life without facing any discrimination on the basis of religion, gender, caste, race or country. Right to Social Security Right to Health Right to freedom from violence, abuse & neglect Right to Protection & safety in Humanitarian emergency Right to support & assistance
  8. 8. Failure of conventions on the rights of Older Persons Age discrimination is only explicitly prohibited in 1 out of the 9 UN Human Rights Conventions.

International Year of Older Persons • In its Proclamation on Aging, the United Nations General Assembly decided to declare 1999 as the International Year of Older Persons. • The proclamation was launched on 1 October 1998, the International Day of Older Persons, by United Nations Secretary General Kofi Annan.

International Day of Older Person • The UN International Day of Older Persons is an opportunity to highlight the important contributions that older people make to society and raise awareness of the opportunities and challenges of ageing in today's world. • Observed on 1st October • Theme of 2020 : ‘Towards a society for all ages’ • The theme elicits the full engagement of all segments of society.
