 According to 2013 budget, 57.4billions rupees are allocated on Education
sector for the development of this sector which shows below.
 Description
 Rs18.4 billion allocated for Public Sector Development Program (PSDP).It
includes the scholarship program for 6249 students during 2013 to
2014. Improvement in facilities & developing of infrastructure of current
education institutes and establish new institutes for primary & higher
education institutes includes in it.
 The PSDP carries Rs370 million for the establishment of women university in
Multan and Rs700 million for the construction of new campus of Jalozai
Khyber Pukhtunkhwa University of Engineering and Technology (UET) in
Peshawar.
 Rs 300 million have been allocated for new program which is Youth Laptop
Scheme. It is for Islamabad Capital Territory, Azad Jammu Kashmir, Gilgit
Baltistan and Federally Administered Tribal Areas (FATA).
 . A handsome scholarship amount has also been allocated for Master of
Philosophy (MPhil) and Doctor of Philosophy (PhD) students wishing to study
outside Pakistan. Its actual amount is not mentioned in the report.
 Rs1.4 billion for the Overseas Scholarship Scheme (OSS) for Master of
Science (MS) and MPhil students pursuing PhD degrees in selected fields.
 Rs550 million has been earmarked for the revised PhD fellowship
program. Rs739 million has also been allocated for indigenous PhD
fellowship.
 Rs740 million has been allocated for Human Resource Development
Initiative-MS leading to PhD Program of Faculty Development for
Engineering Universities.
 For the FATA students, Rs250 million has been allocated. Planning
Commission has also approved. Rs650 million for strengthening the
University of Engineering and Technology, Lahore and proposed Rs116
million for 1,000 Cuban Scholarships.
 The commission also proposed Rs130 million for Pakistani university
students enrolled in agriculture and business administration study
programs.
 Targets of Federal Government:
 Increase the enrolment of students in primary &
higher education.
 Facilitate the students of institutes through PSD
Program.
 Encourage the high grades students through
Scholarship.
 Scholarship is specially for such students who live in
Tribal areas like fata, Baluchistan and Gilgit Baltistan.
 Establish new department in university of Engineering
and Technology.
 Establish Universities in Baluchistan and KPK.
 Rs.40.596 billion allocated for education sector.
 Description
 Rs. 3,000.000 millions is for Danish School.
 Rs. 7,500.000 millions is for Punjab Education
Foundation.
 Rs. 2,000.000 millions is for Punjab Education
Endowment Fund.
 Rs. 500.000 millions is for Punjab Technology
University.
 Rs. 1,500.000 millions is for Youth Internship
Program.
 Targets:
Rs.40.596 billion allocated for education sector.
 Provide low cost primary education for poor
people through Danish school system.
 Provide scholarship for high grades students.
 Development of Punjab Technology University
& other institutes.
 Provide internship program for
undergraduate students.
 7,288,397,792Rs amount is allocated for Elementary and Secondary Education.
Actual amount is 3,726,535,569Rs which spent on Elementary and Secondary
Education. 5,184,279,000Rs is allocated for higher education. Spend amount is
3,338,358,248Rs on higher education.
 Description
 Rs.1 billion had been allocated for the Rokhana Pakhtunkhwa
program in the budget. According to this program, government
bears the expenditures of student who already enrolled in
primary and secondary private schools of those areas where
government institutes are not available.
 118,333,000Rs is allocated for establishing Libraries.
 5,000,000Rs is for new boys and girls colleges.
 13,000,000 Rs is for the construction of new departments and
examination hall in government colleges and universities.
 Facilitate the students of private schools
where government institutes are not
available.
 Establish new colleges and universities in
those areas where they are not available.
 Establish libraries in colleges and universities.
 Development of college and universities
departments.
 Rs617 billion has been allocated for education sector which
is 21 % of total budget.
 Description
 An amount of Rs118.7 billion has been allocated for the
development of education departments.
 Rs2.2 billion is for the Sindh Education Foundation as a grant.
 This organization encourages/helps to those entrepreneurs who
want to built Schools, Colleges and University. Such institutes are
semi government.
 Rs500 million is allocated a computerized education
management system.
 Rs1.25 billion is one school in each district which would offer
Cambridge International Examinations O’ and A’ level programs.
 Development of education departments.
 Establish semi government educational
institutes.
 Improve the education management system.
 Provide high standard secondary education in
each district.
The budget of Baluchistan is Rs 198.395 billion
including 23.22 percent for education in the
province. The allocated amount of 43.913 and
154.482 billion rupees are for development and
non development budgets respectively.

Drawbacks
 Poverty
41% people live below the poverty line. So Such people can`t afford
education expenditure. 44% boys & 68% girls can`t get primary
education.
 Low qualified faculty
Many teachers are those who can`t get job in the market according to
their field. they become teacher on reference based
 Ghost Schools
 Unequal Education
 Transport Problem
 Unavailability Standard Institutes for Primary, Secondary & Higher
Education in Rural Areas
 Provide transport facilities in schools
 Establish independent HR department which
hire teachers. It also hire such teacher
according to his/her specialized subjects.
 Improve local education courses which is
equal to O level & A level.
 Introduce such program which help to poor
people who can`t afford education
expenditures.
Pay 2000rs to every Children who work to
maintain their home budget if they start to
get primary & secondary education.
 Built standard institutes for primary,
secondary & higher education in Rural areas
on emergency bases
 Remove tax on the land which is used for
Private & Government education Institutes.
 Subsidized utility bills for Private &
Government education institutes.

Pakistan Education System & Recommendation

  • 2.  According to 2013 budget, 57.4billions rupees are allocated on Education sector for the development of this sector which shows below.  Description  Rs18.4 billion allocated for Public Sector Development Program (PSDP).It includes the scholarship program for 6249 students during 2013 to 2014. Improvement in facilities & developing of infrastructure of current education institutes and establish new institutes for primary & higher education institutes includes in it.  The PSDP carries Rs370 million for the establishment of women university in Multan and Rs700 million for the construction of new campus of Jalozai Khyber Pukhtunkhwa University of Engineering and Technology (UET) in Peshawar.  Rs 300 million have been allocated for new program which is Youth Laptop Scheme. It is for Islamabad Capital Territory, Azad Jammu Kashmir, Gilgit Baltistan and Federally Administered Tribal Areas (FATA).  . A handsome scholarship amount has also been allocated for Master of Philosophy (MPhil) and Doctor of Philosophy (PhD) students wishing to study outside Pakistan. Its actual amount is not mentioned in the report.
  • 3.  Rs1.4 billion for the Overseas Scholarship Scheme (OSS) for Master of Science (MS) and MPhil students pursuing PhD degrees in selected fields.  Rs550 million has been earmarked for the revised PhD fellowship program. Rs739 million has also been allocated for indigenous PhD fellowship.  Rs740 million has been allocated for Human Resource Development Initiative-MS leading to PhD Program of Faculty Development for Engineering Universities.  For the FATA students, Rs250 million has been allocated. Planning Commission has also approved. Rs650 million for strengthening the University of Engineering and Technology, Lahore and proposed Rs116 million for 1,000 Cuban Scholarships.  The commission also proposed Rs130 million for Pakistani university students enrolled in agriculture and business administration study programs.
  • 4.  Targets of Federal Government:  Increase the enrolment of students in primary & higher education.  Facilitate the students of institutes through PSD Program.  Encourage the high grades students through Scholarship.  Scholarship is specially for such students who live in Tribal areas like fata, Baluchistan and Gilgit Baltistan.  Establish new department in university of Engineering and Technology.  Establish Universities in Baluchistan and KPK.
  • 5.  Rs.40.596 billion allocated for education sector.  Description  Rs. 3,000.000 millions is for Danish School.  Rs. 7,500.000 millions is for Punjab Education Foundation.  Rs. 2,000.000 millions is for Punjab Education Endowment Fund.  Rs. 500.000 millions is for Punjab Technology University.  Rs. 1,500.000 millions is for Youth Internship Program.  Targets: Rs.40.596 billion allocated for education sector.
  • 6.  Provide low cost primary education for poor people through Danish school system.  Provide scholarship for high grades students.  Development of Punjab Technology University & other institutes.  Provide internship program for undergraduate students.
  • 7.  7,288,397,792Rs amount is allocated for Elementary and Secondary Education. Actual amount is 3,726,535,569Rs which spent on Elementary and Secondary Education. 5,184,279,000Rs is allocated for higher education. Spend amount is 3,338,358,248Rs on higher education.  Description  Rs.1 billion had been allocated for the Rokhana Pakhtunkhwa program in the budget. According to this program, government bears the expenditures of student who already enrolled in primary and secondary private schools of those areas where government institutes are not available.  118,333,000Rs is allocated for establishing Libraries.  5,000,000Rs is for new boys and girls colleges.  13,000,000 Rs is for the construction of new departments and examination hall in government colleges and universities.
  • 8.  Facilitate the students of private schools where government institutes are not available.  Establish new colleges and universities in those areas where they are not available.  Establish libraries in colleges and universities.  Development of college and universities departments.
  • 9.  Rs617 billion has been allocated for education sector which is 21 % of total budget.  Description  An amount of Rs118.7 billion has been allocated for the development of education departments.  Rs2.2 billion is for the Sindh Education Foundation as a grant.  This organization encourages/helps to those entrepreneurs who want to built Schools, Colleges and University. Such institutes are semi government.  Rs500 million is allocated a computerized education management system.  Rs1.25 billion is one school in each district which would offer Cambridge International Examinations O’ and A’ level programs.
  • 10.  Development of education departments.  Establish semi government educational institutes.  Improve the education management system.  Provide high standard secondary education in each district.
  • 11. The budget of Baluchistan is Rs 198.395 billion including 23.22 percent for education in the province. The allocated amount of 43.913 and 154.482 billion rupees are for development and non development budgets respectively. Note: Description & targets is not available anywhere. Sorry for it…
  • 12. Drawbacks  Poverty 41% people live below the poverty line. So Such people can`t afford education expenditure. 44% boys & 68% girls can`t get primary education.  Low qualified faculty Many teachers are those who can`t get job in the market according to their field. they become teacher on reference based  Ghost Schools  Unequal Education  Transport Problem  Unavailability Standard Institutes for Primary, Secondary & Higher Education in Rural Areas
  • 13.  Provide transport facilities in schools  Establish independent HR department which hire teachers. It also hire such teacher according to his/her specialized subjects.  Improve local education courses which is equal to O level & A level.  Introduce such program which help to poor people who can`t afford education expenditures. Pay 2000rs to every Children who work to maintain their home budget if they start to get primary & secondary education.
  • 14.  Built standard institutes for primary, secondary & higher education in Rural areas on emergency bases  Remove tax on the land which is used for Private & Government education Institutes.  Subsidized utility bills for Private & Government education institutes.
