This document outlines the program for a workshop in Tirana, Albania on improving public consultation processes by learning from the EU and Estonian experience. The workshop will bring together Albanian officials to discuss ongoing reforms to Albania's public consultation and learn how Estonia utilizes electronic platforms. Speakers will provide presentations on recent changes to Albania's consultation regulations, the institutional framework and process in the EU and Estonia, and Estonia's system from the external perspective. An presentation will also cover Albania's new electronic register of public consultation. The goal is for Albania to improve its consultation by learning from EU and Estonian models and electronic tools.

Learning from the EU/Estonian experience
The workshop, which will be co-chaired by the Minister of Innovation and Public Administration and
Minister for Parliamentary Affairs of Albania and SIGMA/OECD, will bring together officials from the
Office of the Prime Minister and line ministries (consultation leads) to discuss the ongoing reforms and
changes in the public consultation process in Albania, as well as discuss and learn from the EU/Estonian
experience in organising public consultation utilising electronic platforms.
