National Savings Certificates (NSCs) are financial instruments issued directly by the Bangladesh government, not banks. The government collects money from citizens through NSC purchases and pays interest in return. NSCs are a popular investment due to their comparatively high interest rates and risk-free nature. There are currently four types of NSCs available with different eligibility criteria, maturity periods, interest rates, and maximum purchase limits. The highest interest rate is offered by Pensioner NSCs, while the lowest is for 3-Yearly NSCs. NSCs can be purchased from banks, savings bureaus, and post offices.

1. National Savings Certificate (NSCs)

It is a financial instrument that is issued by BD Govt, not the
Bangladesh Bank or other banks, but the Govt. only. Govt collect money
through NSCs from general people, in exchange pay interests. It’s very
popular to people due to comparative high interest rate & completely risk
free than any other investments, because it comes directly from the Govt.
When people buy NSCs, the money ultimately goes to the Internal
Resources Division (IRD) & Monetary Fund (MF) of the BD Govt. People can
buy NSCs form savings bureau, banks, or post offices. From there, it passes
to BD bank branches, post master general (PMG) offices, or departmental
accounts. Then it passes to BD bank head office, DAO, Director General (DG)
of post office, or CAO postal. Then finally it passes to the IRD & MF through
Controller general of accounts (CGA) or Department of national savings
(DNS). There is a flow chart showing this.
2. People must need Identity Document to buy NSCs & also photos. NSCs
are available in the Banks, Saving Bureau & Post Offices. That mean if a non-
adult person wants to buy NSCs, he/she need to buy through an adult.
Nominee info is also required for NSCs but not mandatory.
There are total 10 types of NSCs but currently only 4 types are
available in the market; Family, 3 Yearly, 5 Yearly & Pensioner. These types
differ by eligibility of buyer, maturity time, interest rate, max buying limit &
so on.
Among these 4 NSCs types; the highest interest rate is offered by
Pensioner NSCs & the lowest by 3 Yearly NSCs. And the rate differs based on
maturity years. 5 & 3 Yearly NSCs can be bought by anyone. But Pensioner
NSCs can be bought by retired person & family NSCs can be bought by
women or disables.
All the NSCs are 5 Years long except the 3 Yearly NSCs. Interest can be
drawn every month for family & 5 Yearly NSCs; but for the 3 Yearly &
Pensioner NSCs, interest can be drawn every 3 months.
None is allowed to issue any loan against NSCs, but NSCs are
transferable. With certain interest amount, NSCs can be retuned/cashed
before maturity but not if less than one year matured.
There is max limit for individuals while buying NSCs. The max limit is
30-50 lakhs based on the type of NSCs. Within this limit, 5% income tax is
applicable but not if amount is less than 5 lakhs. If anyone buy NSCs which
cross the max limit, he/she will not get any interest on the additional
amount across the limit.
If the original NSCs paper is lost or destroyed somehow, a duplicate
can be issued. And if the NSCs buyer dies without leaving a nominee, his/her
successor can get the money. In these both cases, there are some
formalities to be maintained.

There are also some min amount ranges of investing or purchasing of
NSCs. 3 Yearly NSCs requires highest amount of price (100000 tk) for min
investment & 5 Yearly NSCs requires lowest (10 tk).
NSCs are so popular & demandable that Govt exceeds their target sale
every year very quickly. Though the target group for sale is the low income
people so that the Govt can help them financially, but most of the NSCs are
somehow end up with the people with high income & savings.
