Espoo
Espoo is the second-largest city in Finland
and part of the Helsinki Metropolitan Area.
Espoo is a network city comprising five city
centres.
Our values
• The City of Espoo is a responsible and
humane pioneer.
• Espoo is a good place for everybody to
live, learn and work and for
entrepreneurship.
• In Espoo, residents can truly have an
influence.
3. Sustainable Espoo
Espoo’s growth has to be based on economic, ecologic,
social and cultural sustainability. Combating climate
change and adapting to it challenges big cities. Carbon
neutral Espoo requires that everyone is ready to reform.
Social sustainability and financial challenges call for more
effective services on wellbeing-sector.
Digitalization, disruption and City as
a Service
Digitalization affects all aspects of life. City’s
role is changing and services need to be
reformed utilizing new technologies and
business models.
Emerging models of democracy
Citizen participation is changing and
digitalization challenges traditional
representative democracy. Resident and
customer orientation challenges Espoo to be
the forerunner also in new participation models
Espoo is facing the changes of the 2020s
