development proposals from Elected Members.

2023 Position
• Two levels of pre-application services – ENGAGE and FORUM;
• The FORUM (major application) advice service has been
running successfully for almost 6 years and involves Elected
Members and invited external representatives; and,
• It has been well-received by all parties, but particularly from
housebuilders.
4. Pre-Application Services in Lancaster
FORUM Advice
1.
A Case Officer is
allocated and will meet
with the applicant at
the site.

The Officer makes a written
assessment (summary) of the
proposals and shares the report
with the applicant.
A follow-up meeting is arranged
where necessary.

The report is presented to the
Councillor Engagement Forum, which
is chaired by the Head of Planning or
Development Management Service
Manager.
The applicant also makes a
presentation. The Forum then takes
questions and enters into
discussion/appraisal of the proposals.

Key Issues to consider regarding Member Engagement
• Ensure that your pre-application system provides Members and
Parishes with a genuine opportunity to influence the proposal;
• Get the basics right first with your Members – disclosure of
interests, predisposition and predetermination; and,
• Training is key – make it interesting and break it up into
different sessions – and refresh regularly.

Key Issues to consider regarding Community Engagement
• Brief attendees beforehand regarding the purpose of the Forum,
and emphasise the confidentiality of this pre-application stage;
• Set parameters regarding the number of attendees from a
Parish/Community Group;
• Make them feel valued – always give your external guests the
first question!
