9. 2015 – Ukraine joins GFEI
November 2015 – signing of the Agreement between UNEP and ISA to start
implementation of the Global Fuel Economy Initiative in Ukraine.
Mission of the project in Ukraine – Promote Improved Auto Fuel Economy in Ukraine to
reduce black carbon emissions from the transport sector and promote better air quality
Initial objectives:
• Collect and analyze national auto fleet data on fuel economy using GFEI methodology and a reliable
sources to create an enabling environment in Ukraine for the development and implementation of a
more sustainable national fuel economy policy.
• Identification of key stakeholders and potential barriers to introducing fuel economy policies.

Original registration data is in an inaccurate condition as to various necessary
parameters (double/triple vehicle checks, an example by VIN code).
Registration data is missing the following vehicle information: engine power,
transmission type, weight (partially), production place, etc.

35. 1. Strengthening state regulation in the field of automotive ecology and energy efficiency and determining the
institution or department that will coordinate this issue on a national level.
2. The introduction of non-fiscal measures to stimulate consumers to purchasing cars with low fuel
consumption, including implementation of best practices for labeling energy-efficient cars, both new and
used.
3. Formation of active consumers` behavior in relation to purchasing cars with higher energy efficiency and
application of available methods for the modernization of the existing vehicles’ fleet.
4. Development and implementation of a comprehensive plan of measures to support the production and
operation of environmentally friendly transport, including using fiscal incentives such as the «feebates»
tool, etc.
