The Infrastructure Program Manager is a senior position for Mercy Corps Somalia and provides
technical and supervisory support to all country programs. Closely works with other program
managers and Chief of parties, partners (Government & Civil Society) in the planning,
implementation, monitoring and evaluation of the activities that pertain to infrastructure
rehabilitation and construction in development and emergency settings.
Responsible for
• Providing technical guidance to Mercy Corps programs; line Ministries relevant to the
implementation of programs with WASH and related components, and partner NGOs, in
the design, preparation, implementation and supervision of program infrastructure
activities;
• Contributing to the development and/or introduction of new approaches, methods and
practices in design and project management;
• Providing technical and project management support to the design and implementation of
WASH interventions like borehole drilling and rehabilitation, school latrines, hand washing
facilities, PHAST & CHAST training and Community Management trainings;
• Undertaking field visits in close consultation with Mercy Corps Program/Project Officers,
to directly supervise activities and give technical guidelines during activity implementation;
• Participating in the strategic development of Mercy Corps Somalia proposal development
and specifically in the design of key infrastructure plans for programs;
• Assisting in identifying institutional gaps, training needs, defining clear objectives for the
purpose of institution strengthening and capacity building at the national, regional and

Responsible for;
Overall planning, implementation, monitoring and evaluation of the Irrigation
infrastructure, that included, 17km of labour based road, 2 concrete bridges, 50 shallow
wells, 8 Canals, 3 Agro shelters, 15 Charcoal Coolers.
Developing work plans for each Partnership Agreement entered into with the Food and
Agricultural Organisation;
Capacity building for local engineers, community facilitators and local authorities;
Collaborating with all project partners such as the Food and Agricultural Organisation,
COOPI, the government and the community;
Community participation and involvement in the project throughout the project cycle
from Inception to the sustainability of the systems.
Reviewing and monitoring community sub projects both at proposal and implementation
stages to ensure engineering quality and control including adequate safe guards against

Fast tracking the project that was delayed for close to a year through accelerated

Capacity strengthening of water pump mechanics and Irrigation Management Committees
in 15 communities;
Establishment of sparepart network for the communities to improve on maintenance of
the water pumps;
Participated in the negotiations with the donor leading to a seven months no cost
extension of the project;
Capacity building of engineering staff on the use of software programmes like AutoCAD;
Developed criteria for pipe and pump distribution using participatory approaches,
involving mainly the Village Development Committees and local authorities that
subsequently led to a smooth distribution exercise;
Perfomed needs assessment to identify gaps inorder to increase the project coverage areas
for the second phase;

(FAR), local government authorities as well as UN agencies in Renk, Melut and Maaban
Counties;
Monitor the humanitarian situation in the project area, making detailed reports with
recommendations to management team regarding community needs, vulnerabilities /
capacities and appropriate responses;

Ensured the timely completion of the project outputs: construction of 500 community pit
latrines, 30 Institutional (School) Latrines, 2000 bio sand filters and 15 new boreholes;
Took the lead in using the Community Led Total Sanitation approach to get the
communities into accepting the construction and use of latrines. In parralel to that I also
championed the School Led Total Sanitation Approach were school children are taught in
school through plays and drama and then transfer lessons learned to villages;
Used the PHAST approach that resulted into a remarkable reduction in the prevalence of
water borne diseases. The infant mortality rate significantly declined;
Compiled the final project report for submission to the donors;
Trained communities on water source and systems maintenance;
Trained communities on cost recovery for borehole maintenance;
Established Water Management Committees;

Key Achievements
Provided technical leadership in collaboration with the WES Specialist for UNICEF
Liberia for the Monitoring and Evaluation of the Central Emergency Relief Fund
projects through UNICEF in Montserrado, Rivercess and Sinoe counties implemented
by UNICEF local partners; GOA, EQUIP Liberia and. Managed 3 field based M&E
officers. Managed the budget and logistics required.
Participated in the development of the WASH Liberia consortium strategy and
developed specific action plans and strategy for Tearfund.
Participated in the Development of the Monitoring and Evaluation Matrix for the
WASH consortium
Participated in the peer review of WASH Liberia consortium member organisations;
concern, Oxfam, Solidarities, Action Contre La faim (ACF) and lessons learned
ploughed back to inform strategy formulation
Piloted ecological sanitation in Sinoe, Nimba and Gbarpolu counties in Liberia. Also
piloted ferro cement tank for rain water harvesting installed with the first-flush system.
Also introduced Tippy taps for hand washing.
Developed Water Safety Plan for shallow wells in Liberia, A case Study of shallow wells
in Sinoe County. Presented the research paper at the WASH forum in Nairobi.
Participated in the Development of the Draft Water and Sanitation Technical Guidelines
for Liberia.
Presented a paper on Bio Sand filter technology to government and other NGOs in a
workshop held in Monrovia, Liberia.
Participated in the development of the white paper on WASH policy for Liberia
Coordinated the celebration of the Global Hand Washing Day in Sinoe County and was
responsible for publicity and organising the event that was celebrated on the 15th of
October 2008. I gave a key note address to the audience on that occcassion.

As the acting area coordinator in Sinoe project area, directly managed 5 sector managers
for Food security, Water and sanitation, Public health, Community Development and
Logistics. In total managed over 50 field based staff for a period of 1 month.
Trained WatSan technicians on the use of hand auger kits for hand dug well siting,
previously well siting was based purely on experience and as such hitting bedrock was
very common.
Developed government Capability, Accountability and Responsiveness matrix, and the
led an assessment, analysis and design for WASH advocacy strategy.

scaling up of the new technology.
Designed and constructed 15 stance ecosan latrine for Ediofe Girls Secondary School.
The school had run out of space for the construction of new pit latrines and this was an
innovative solution to the problem
Designed and installed a solar powered water pump for Ocodri Health Centre
Participated in the technical assessment of the sanitation system for Nyapea Hospital and
designed a Constructed Wetland System for sewage treatment and disposal
