    instruments (regulation, planning...)!

Conclusions • Despite similarities: a ‘mixed bag’ of instruments  limited potential of ‘learning’ from each other • ... with strengths & weaknesses   case-based analysis  challenges with regard to generalisation • Need to remain open for alternative instruments (regulation, planning...)!
