SESSION 1
MODERNISING NATIONAL WATER POLICY AND GOVERNANCE
UPGRADING THE WATER MONITORING CAPACITIES FOR
SURFACE AND GROUNDWATER BODIES
3. MAIN TASKS OF EAA
Output 2.1: Adequate infrastructure and analytical tools for sound
monitoring of water
• Assess capacities and needs
• Purchase equipment to upgrade existing laboratories
• Support laboratories for accreditation
Output 2.2: Strengthened capacity on chemical, hydro-morphological,
ecological and biological monitoring of surface and groundwaters
• Provide trainings
• Prepare Monitoring Development Plans
Output 2.3: Pilot river basins management plans implemented
• Delineate surface water/groundwater bodies
• Carry out biological, ecological, chemicals surveys
• Support completion of RBMP monitoring chapters 3
4. 1. PROCUREMENT OF LABORATORY EQUIPMENT
COMPLETED PROCEDURES AS PER 16.11.2020
for SW Laboratory of Environmental Reference Laboratory of EAM in
Chisinau to fulfil its WFD monitoring obligations
• Microwave digestion system for sample preparation.
• Atomic absorption spectrometer for heavy metals such as Cadmium,
Lead, Mercury or Nickel.
• DOC/TOC device for assessing dissolved or total organic carbon in
waters.
• Water Purification System needed in laboratory for the above-
mentioned techniques.

5. 1. PROCUREMENT OF LABORATORY EQUIPMENT
PENDING PROCEDURES PER 16.11.2020
for SW Laboratory of Environmental Reference Laboratory of EAM in
Chisinau to fulfil its WFD monitoring obligations
• Gas Chromatograph to measure priority substances such as pesticides,
industrial chemical or polycyclic aromatic carbon hydrogens.
• Bench freeze drier for sample preparation of biota and sediments.
• Small laboratory equipment: laboratory dishwasher, muffle furnace,
laboratory deep freezer, UV/VIS-spectrophotometer, solvent evaporator,
orbital shaker, multimeter (pH, conductivity, dissolved oxygen), titrator
• Consumables (chemical reference materials, solvents, glassware, GC-
columns, etc.)

7. 2. PROGRESS IN LABORATORY ACCREDITATION
SW Laboratory of Environmental Reference Laboratory of EAM
• Successfull participation in proficiency tests for metals, trace
elements and nutrients (major ions) in 2020
• Support of a local QM expert (EUWI+ service agreement) for new
initial laboratory accreditation, i.e. preparation of needed quality
management documentation or adaptation of existing QM
documents, training of lab staff on new edition of standard EN
ISO/IEC 17025:2017, internal system audit in EAM lab
• application documents for new initial accreditation documents
were submitted to MOLDAC 23 September 2020
Outlook
• Remote audit with EAM and EUWI+ lab experts on 19 November
(virtual meeting)
• Accreditation audit by MOLDAC planned for January 2021 7
8. 3. SURFACE WATER MONITORING DEVELOPMENT
PROGRESS DURING EUWI+
• SW Survey (MZB+PHB)
• Diatom evaluation report
• Hydro-morphology Survey
• ICPDR-JDS4 support
• Procurement of biological equipment
and taxonomic keys
• ESCS training (+4 before Q3/2019)
• DPBSRB type-specific Ecological
Status Classification System (ESCS)
for MZB
• Investigative Monitoring: 10 sites at
Ialpug basin
New: 2 training videos on PHB (diatoms)

OUTLOOK UNTIL END OF EUWI+
(FEB 2021)
o Guidance Delineation of SWB
o Guidance ESCS
• DPBSRB Management Plan (SW
monitoring)
• Report on MD monitoring results
• SW Monitoring Development Plan
10. 4. GROUNDWATER MONITORING
Achivements since autumn 2019
• Groundwater chemical survey 2019 (pesticides): 18 sites, 2
laboratories (EHGeoM, Institute of Chemistry)
• Study (2020) on proposed improvement of GW monitoring
network in the DPBSRB RBMP, including survey.
include 15 existing springs, drill 3 new wells.
• Summer 2020: Comprehensive preparatory work for the drilling
of 3 new wells including all administrative certificates.
• Oct 2020: Start of drilling the 3 wells by EHGeoM.
• Monitoring chapter for DPBSRB Management Plan.
10
11. GROUNDWATER MONITORING
Outlook until End of EUWI+ (Feb 2021)
• Finalisation of drilling the 3 wells
• GW Monitoring Development Plan
• Guidance document on GWB delineation
Future needs
• Raise and secure monitoring budgets (long-term)
• Clarify responsibility for laboratory analyses of GW (organic pollutants
etc.)
• Secure monitoring capacities (personnel + know-how)
• Frequent repetition of trainings
• Purchase more sampling and field measurement equipment
• Develop MD methodology for GW status assessment (quantity, quality).
