3. Different capacities reporting mitigation goals
Developing country Parties have different reporting capacities
and experience than developed country Parties, specially in:
Mitigation targets: developing countries had not had formal
mitigation goals until now.
It is necessary to build capacities and provide technical
support to developing countries.
4. • Information that Parties will provide under the Enhance Transparency
Framework composes an important input for the GST.
• If Parties use different metrics and accounting approaches when they
track progress made in implementing and achieving mitigation goals
under NDCs (or support provided and received), comparability will be
more challenging.
• The big challenge is based on structuring common modalities, procedures
and guidelines for the ETF that ensure comparability and fit diversity of
NDC.

Challenge: Capacity is required in
planning, methodologies,
information gathering and
stakeholder involvement process.
1.Parties implement their NDCs
2.Parties include an update of the quantitative reference
information of their NDCs in the biennial transparency
reports.
3. Parties report progress through new biennial
transparency reports
4. Parties improve their reports over time (i.e. accepting
reccomendations provided by technical reviewers).
Challenge: robust methodologies and indicators are
needed to track and report progress.
