Goal
Enhancing national capacity in GHG emission reduction to develop the low-carbon economy and
green growth; Serving the national sustainable development objectives, implementing the Paris
Agreement (PA) on Climate Change (CC) and actively coordinating with the international
community to contribute to achieving the Convention's objective in protecting the Earth’s climate
system.
Objectives
- Implementing the greenhouse gases (GHG) emission reduction measures in line with Vietnam's
socio-economic conditions, with a reduction target of 9% compared to the Business As Usual
(BAU) with domestic resources and a higher reduction target (of 25%) with international support.
- Increasing the country’s competitiveness towards a low-carbon economy and green growth
together with sustainable development.

15. CONCLUSIONS
1. Next steps for NDC2 finalization:
Get feedbacks to complete the NDC Technical Report (Quarter IV 2018)
Submit to the Technical report to the Government (first quarter of 2019)
Submit to UNFCCC (3/2019)
2. Next steps for NDC2 implementation:
Set up national and sectorial MRV systems to support the monitoring and tracking
of progress of NDC implementation (from 2020 onwards)
Develop Decree on Roadmap and Measures for Mitigation of GHG Emissions;
16. CONCLUSIONS
3. Challenges:
3.1. Institutional, organizational challenges:
Limited knowledge on MRV, NAMA or even on Paris agreement and NDC
Inter-ministerial coordination and resource allocation
Activity Data collection and management (data sharing mechanism)
3.2. Technical challenges:
Difficulty in MRV-ing of contributions of the NAMAs and sectorial mitigation actions to the
overall NDC mitigation targets
Limited technical capacity for GHG inventories and emission projection in some sectors
with higher tiers (e.g. for IPCC Guideline 2006)
Downscaling the NDC mitigation targets to subsector level;
Scale-up implementation of mitigation actions
