NATIONAL STRATEGY FOR INTEGRATED MANAGEMENT OF SOLID WASTE
By 2025:
1. Using 100% eco-friendly plastic bags in trade centers and supermarkets for
domestic purposes as a substitute for non-biodegradable plastic bags;
2. 80% of daily solid waste generated in rural residential areas is collected, stored,
transported, self-treated and centrally treated to meet environmental protection
requirements.

1. Building socialization models in collecting, transporting, storing and treating rural
domestic solid waste;
2. Raising awareness and responsibility of the community on prevention, reduction,
reuse, recycling, and treatment of solid waste, forming an environmentally friendly
lifestyle;
3. Complete the system of legal documents and mechanisms and policies on solid
waste management;
4. Strengthen scientific research, modernize technology and produce solid waste
recycling and treatment equipment.

CONFORMITY IN IMPLEMENTATION POLICY AT THE GOVERNMENT LEVEL
1. One of the goals of the National Action Plan on Marine Plastic Debris Management
“Contribute to the successful implementation of the National Strategy for integrated
management of solid waste to 2025, with a vision to 2050”, thus ensuring the consistency and
efficiency of state management on environmental pollution control caused by solid wastes and
plastic wastes.
2. The content of the National Action Plan on Plastic Waste Management focuses on minimizing
the generation of plastic waste in coastal areas; The national strategy for integrated solid waste
management focuses on minimizing environmental pollution caused by solid waste. Therefore,
creating synchronization in minimizing marine plastic waste from continental sources.
3. The National Action Plan for Plastic Waste Management and the National Strategy for
Integrated Management of Solid Waste is complementary and consistent to increase
awareness and effectively implement the sorting program. domestic solid waste at source.

IMPLEMENT NAP ON MARINE PLASTIC DEBRIS MANAGEMENT AT THE LOCAL LEVEL
1. A number of ministries and agencies have also issued plans to implement the National
Action Plan (the Ministry of Agriculture and Rural Development is drafting an action plan
for marine plastic waste management of the fisheries sector for the period 2020-2025).
2. 11 constal provinces and cities directly under the Central Government have issued action
plans on marine plastic waste management, some localities are preparing to issue them
(Hai Phong, Nam Dinh, Ninh Binh, Thanh Hoa, Quang Ngai, Binh Dinh, Khanh Hoa, Ninh
Thuan, Binh Thuan, Ho Chi Minh City, Ben Tre ...)
3. 02 localities (Ben Tre and Ca Mau) issued the implementation plan of Directive No. 33/
CT-TTg dated August 20, 2020 of the Prime Minister: On strengthening management,
reuse, recycling, and treatment. management and minimization of plastic waste.

IMPLEMENT NAP ON MARINE PLASTIC DEBRIS MANAGEMENT AT THE LOCAL LEVEL
Main tasks and solutions of the NAP on Marine Plastic Debris Management in localities:
1. The implementation tasks and solutions is based on the National Action Plan on
marine plastic waste management with specific goals by 2025-2030, adjusted in
accordance with local conditions.
2. The localities have implemented many initiatives and movements to classify, collect,
recycle and treat plastic waste, and use environmentally friendly materials; Raising
public awareness about using disposable plastic.

Advantages:
1. Coordination and guidance of the Ministry of Natural Resources and Environment in
developing and implementing the Action Plan in the locality;
2. Support from domestic and international organizations in the implementation of
programs and projects related to marine plastic waste (Eg: WWF Vietnam, UNDP,
USAID)

Difficulties:
1. Only 11 out of 28 coastal provinces and cities have issued the local action plan,
leading to lack of synchronization in management because plastic waste is an inter-
regional and inter-local issue;
2. Lack of Background Data on the current status of plastic waste to assess the
effectiveness of the local action plan implementation;
3. Lack of human resources and financial mechanism to handle the marine plastic waste
in localities
