Many unresolved issues – technical
and political
Important to track progress made in implementation and achieving NDCs, but:
1. Assessing the impacts of climate change policies is challenging; identifying a
causal chain between climate finance and impacts on mitigation or
adaptation is even more challenging
o Countries may have specific tools and systems established for national
purposes
2. Not clear that the Transparency Framework under the Paris Agreement
needs to distinguish between supported and non-supported NDCs (or
components), although many INDCs made this distinction
o Doing so may increase resources needed for reporting
o Careful to not establish perverse incentives of needing to implement
unconditional aspect of NDCs before being able to receive climate
finance
3. There are already many issues to be solved under the Transparency
Framework. Be careful before adding additional layers …
