• Improve long-term strategic planning
• Plan at the correct scale e.g basin-level, national level,
regional

7. • Improved resource security requires coherent and robust policy making. Strategic planning and effective
implementation mechanisms are essential
• Planning at the right scale is crucial
– Significant Soviet legacy at regional scale with centralised decision making and providing many good features
and lessons
– The context today is different with different challenges and available finance
– National and regional planning requires strengthening, including consideration of cooperation scenarios
– An emerging role for decentralised planning eg river basin planning and opportunities for renewables
– The balance is key: efficient allocation and greater security of resources implies planning at different scale,
otherwise it triggers inefficiency and insecurity
– Decentralised decision making must be supported by capacity development for local actors
• Planning (frameworks) must be flexible and adaptive to respond to the pressures the region is facing
– Climate change, population growth, economic diversification, water demands from outside the region all
mean that the pressures on resources are dynamic
– Role of scenario analysis and economic modelling. Data is an issue.

8. • A strong enabling environment is needed to support policy implementation
– Legal, regulatory and financial incentives must be in place to promote better water/food/energy
security
– Strong political support is required as well as a robust evidence base, including economic and
financial analysis to aid decision making
– The incentives need to recognise “winners and losers” and be supported by appropriate
compensation mechanisms
• Cooperation can drive cost effective solutions getting “more for less”
– Coherent cross-sectoral planning can drive synergetic projects. Get away from silo approach.
– Cooperation facilitates access to finance…..but…..
– Projects need to be supported by appropriate tariff frameworks and charges
• Sound cross-sectoral planning at the national and regional level facilitates cooperation and
sustainable development towards resource security for the benefit of the citizens of Central Asia

energy and food planning at a national and regional level? What lessons
have been learned (good or bad)?
• What suggestions do you have for strengthening the current legal,
regulatory, technical or institutional frameworks to support cooperation at
the regional level?
• What were the challenges in development and fulfilment of previous inter-
state agreements? (e.g. 1998 Syr Darya Agreement ) What lessons have been
learned to inform development and application of future agreements?
• What economic and financial mechanisms need to be in place to promote
cooperation?
• What are key areas that require capacity development in the region to
support progress? E.g. Data, modelling in the context of climate change
• What practices do you consider essential to promote joint management of
water and energy?
