Recommendation of the National Economic and Development
Authority are approved, the specific of which are as follows:
1. Contact Tracing applications of various local government
units such as those used by Pasig, Mandaluyong, Antipolo
and Valenzuela, among others, be scaled up to aid in
addressing the rise in COVID-19 cases; and
2. The Department of Information and Communication
Technology (DICT) and the Department of the Interior and
Local Government (DILG) to issue a policy to ensure that all
contact tracing applications are interoperable, with the DICT
as the lead in national interoperability pursuant to the IATF
Resolution No. 109

StaySafe.PH is hereby adopted, the specifics of which
are as follows:

protection, as well as, citizen application, subject
to the presentation to the IATF of its operability

8. STAYSAFE.PH APPLICATION
• StaySafe.ph designed and developed by
MultiSys Technologies Corporation
(MultiSys), in response to the novel
coronavirus disease (COVID-19) pandemic
outbreak
• By virtue of the Deed of Donation signed
between DILG and MultiSys, DILG is now the
owner of the StaySafe.ph application
• DILG shall use the StaySafe.ph solely for
contact tracing purposes.
9. • Citizens Module
This module shall be utilized by all
individuals/citizens. The user of the application may
download the StaySafe.ph free of charge from the
Apple Store and Google Playstore on their mobile
phones and should register using his/her active
mobile number.
STAYSAFE RECOMMENDED MODULES
10. The following features are available for the citizens / individual users:
• Scanning of QR Code. Through the StaySafe.ph App the user can
utilize the built-in scanning feature where he can scan the
establishments’ QR Code upon entrance and exit.
• Updating of Health Checklist. This allows the user to declare their
symptoms (if there are any).
• Generation of Digital QR Code. It allows the users without mobile
device and internet connection to generate his/her QR Code. This
will be used upon entrance and exit in an establishment.
• Exposure Notification. With this feature, the user can be notified if
he/she were possibly exposed to a positive COVID-19 case using
Bluetooth detection. It doesn’t track the users’ location and GPS are
likewise NOT captured.

11. • Establishment Module
This module shall be utilized by all
government and private offices / establishments
in the locality to digitally document visits in their
respective establishments. Registration through
https//www.staysafe.ph with a valid email
address and mobile number of the establishment
is necessary.

12. The following features are available for the
establishment users:
• Generation of QR Code (Entry/Exit Points). This feature
allows an establishment to create and print QR Codes for
entrance and exit points.
• Digital Logbook. With this feature, the establishment can
view the health status of each user entering the establishment.
• Scanner Account. It allows an establishment to scan the
generated QR Code of the user/customer upon entering and
exit of the establishment.
• Exporting of Report. The establishment can download and
save the recorded data that may be used for Contact Tracing.
STAYSAFE RECOMMENDED MODULES
13. • The implementation of STAYSAFE.PH contact
tracing application or any other COVID-19 contact
tracing application system, if existing, whichever
is applicable, including the generation and
publication of its respective QR code, shall form
part of the requirements of the Safety Seal
Certification Program as per DILG Memorandum
Circular No. 2021-053 dated 12 May 2021.
