It is a state of mind within or outside the
organization, when people are in a state of
dilemma whether to do or not to do anything,

Conflict may arise within or outside the

individual, group or the organization because
the two groups or individuals are busy to plan
their strategies to show down or slow down the
other party and contribute less to the Org.
