Tutkimuksessa tarkastellaan henkilön taustaominaisuuksien vaikutuksia päätyä julkisen sektorin työntekijäksi. Tarkastelu tehdään suomalaisella kaksosaineistolla, jonka avulla voidaan ottaa huomioon perhetaustaan ja genetiikkaan liittyvien muuten havaitsemattomien tekijöiden vaikutus. Tutkimuksessa käytetty aineisto kattaa vuodet 1990–2009. Tutkimusaineiston paneeliominaisuutta hyödynnetään tarkastelemalla henkilön siirtymiä yksityisen sektorin palveluksesta julkisen sektorin palvelukseen. Tulosten mukaan korkeampi koulutus ja ammatilliset preferenssit ovat yhteydessä henkilöiden päätymiseen julkisen sektorin palkkalistoille. Perheen perustaminen on myös positiivisesti yhteydessä henkilön todennäköisyyteen siirtyä yksityiseltä sektorilta julkiselle sektorille. Perheen perustamisen myötä riskin karttaminen kasvaa ja hakeutuminen vakaampiin ja vähemmän riskialttiisiin työsuhteisiin lisääntyy. Ekstrovertit henkilöt päätyvät myös muita todennäköisemmin julkisen sektorin työpaikkoihin. Myös palkka vaikuttaa siirtymiin. Korkeammilla palkkaluokilla työskentelevät jäävät todennäköisemmin yksityisen sektorin palvelukseen, koska julkisella sektorilla maksetaan näillä palkkaluokilla pienempää palkkaa.

Therefore, today’s managers have to use a large variety of motivational instruments. This text presents the most important mechanisms of motivation and their role at the modern workplace. The organizations, in turn, are forced to keep pace with these changes in order to remain competitive. At the same time, the increasing life standard largely influences human behavior, and underlies all processes conducted in major organizations. Globalization, declining birth rates in developed countries and other factors force managers to focus on the actual process of motivating their employees, which has become indispensable in achieving management performance. Motivation leads to self-realization of employees as a way of his or her optimal development and personal fulfillment. In early 2009, the Gallup Institute published a study on the motivation of German companies. This study is the result of a survey on a total of 1,900 employees. The survey was conducted in the months November and December 2008. These are the results of the Gallup Study: Approximately 90% of employees surveyed do not consider themselves as owing anything to their 240 employer and the work at their workplace is strictly limited to following and performing the tasks defined by the management. Only 13% of workers do their duty diligently and identify with the company, 67% of staff are strictly limited to performing their necessary duties and avoid further efforts and voluntary activities. 5% of all employees were found to be completely demotivated. Worrying is the fact that up to date these results have remained stable, with a negative impact on business. The main cause of employee motivation is desolate situation of their management, explained by the lack of professional competence of employees in positions of responsibility. This lack of qualification leads to inappropriate use of the work potential of employees and promoting their professional skills, a situation that leads to a clear result: DEMOTIVATION OF EMPLOYEES. The study examined the relationship between non-financial incentives and workers’ motivation in Akwa Ibom State Civil Service exploring five key variables of continuing professional development, performance feedback, employee employment, employee participation in decision-making and task autonomy. Survey research design was adopted involving the use of questionnaire to gather data from 392 respondents drawn from a population of 20465 civil servants in state using Taro Yamene Sample Size Determination Table. The sample was drawn across all ministries and departments through stratified and convenience sampling techniques. Data collected were analysed using descriptive and inferential statistics. Hypotheses were tested at 0.05 level of significance. The five dimensions of non-financial incentives were positively correlated with workers’ motivation from the results of the analysis. Continuing Professional Development (CPD) had the highest correlation value (r = 0.33, P<0.01). Also, the five null hypotheses were rejected implying that the variables of study influence workers’ motivation in Akwa Ibom State Civil Service, Nigeria with beta coefficients and t-values of CPD (0.29;4.313); PF (0.117; 3.500); EE (0.2.141); PDM (0.182; 2.935), and TA (0.231;2.817). It was concluded that since workers’ motivation is a vital tool to organizational effectiveness and growth, employers should explore more of non-financial incentives in formulating and implementing employee benefits related policies.

216 Public Administration Review • March | April 2012 management practices that can be adapted to govern- ment, fundamental diff erences exist between the two sectors. Th is run-government-like a-business rhetoric undoubtedly will gain even more momentum as we move further into the silly season of the presidential campaign. In contrast, this article provides more evidence that managing in government is distinctly diff erent from managing in the private sector. While those of us who have devoted our careers to government may take this on faith, much of the general public has a diff erent view. One key area of diff erence relates to the public and private sector workforces. Th ese diff erences include what motivates our employees to serve—and succeed— in government and how leaders who understand these motivations can apply this knowledge. As documented in “Pulling the Levers” and elsewhere, this understand- ing should inform how government agencies select, develop, motivate, advance, and retain talent. Th is research also can be linked to the critical issue of why public sector leaders should focus on improving employee engagement and the steps leaders can take to drive higher levels of engagement. Other research has documented that employee engagement can be a powerful force for individual and organizational eff ectiveness. In the private sector, this translates into superior fi nancial performance as well as lower turno- ver, less employee lost time, and fewer accidents. Th e latter impacts clearly translate to the public sector. Moreover, research on employee engagement that specifi cally focuses on government shows that agencies with higher levels of engagement have more success achieving their strategic goals. Th e link between the work of Wright, Moynihan, and Pandey and the engagement research stems from the According to a 2011 survey conducted by the Center for State and Local Government Excellence, state and local government execu- tives reported that the number-one issue they face today is morale. Recently released results from the Partnership for Public Service’s annual “Best Places to Work in the Federal Government” rankings (based on surveys of more than 265,000 federal employees) showed a decline in job satisfaction across the federal government. Th ese results should not be surprising given the current wave of attacks on the public sector and, sadly, on public servants. A diffi cult economic and political climate has led to a decline in confi dence in government, as well as public sector pay freezes, cuts in worker benefi ts, threats of government shutdowns, and the certainty of budget reductions. In this tough environment, “Pulling the Levers” has important implications for practitioners. Survey research design was adopted involving the use of questionnaire to gather data from 392 respondents drawn from a population of 20465 civil servants in state using Taro Yamene Sample Size Determination Table. The sample was drawn across all ministries and departments through stratified and convenience sampling techniques. Data collected were analysed using descriptive and inferential statistics. Hypotheses were tested at 0.05 level of significance. The five dimensions of non-financial incentives were positively correlated with workers’ motivation from the results of the analysis. Continuing Professional Development (CPD) had the highest correlation value (r = 0.33, P<0.01). Also, the five null hypotheses were rejected implying that the variables of study influence workers’ motivation in Akwa Ibom State Civil Service, Nigeria with beta coefficients and t-values of CPD (0.29;4.313); PF (0.117; 3.500); EE (0.2.141); PDM (0.182; 2.935), and TA (0.231;2.817). It was concluded that since workers’ motivation is a vital tool to organizational effectiveness and growth, employers should explore more of non-financial incentives in formulating and implementing employee benefits related policies.

216 Public Administration Review • March | April 2012 management practices that can be adapted to govern- ment, fundamental diff erences exist between the two sectors. Th is run-government-like a-business rhetoric undoubtedly will gain even more momentum as we move further into the silly season of the presidential campaign. In contrast, this article provides more evidence that managing in government is distinctly diff erent from managing in the private sector. While those of us who have devoted our careers to government may take this on faith, much of the general public has a diff erent view. One key area of diff erence relates to the public and private sector workforces. Th ese diff erences include what motivates our employees to serve—and succeed— in government and how leaders who understand these motivations can apply this knowledge. As documented in “Pulling the Levers” and elsewhere, this understand- ing should inform how government agencies select, develop, motivate, advance, and retain talent. Th is research also can be linked to the critical issue of why public sector leaders should focus on improving employee engagement and the steps leaders can take to drive higher levels of engagement. Other research has documented that employee engagement can be a powerful force for individual and organizational eff ectiveness. In the private sector, this translates into superior fi nancial performance as well as lower turno- ver, less employee lost time, and fewer accidents. Th e latter impacts clearly translate to the public sector. Moreover, research on employee engagement that specifi cally focuses on government shows that agencies with higher levels of engagement have more success achieving their strategic goals. Th e link between the work of Wright, Moynihan, and Pandey and the engagement research stems from the According to a 2011 survey conducted by the Center for State and Local Government Excellence, state and local government execu- tives reported that the number-one issue they face today is morale. Recently released results from the Partnership for Public Service’s annual “Best Places to Work in the Federal Government” rankings (based on surveys of more than 265,000 federal employees) showed a decline in job satisfaction across the federal government. Th ese results should not be surprising given the current wave of attacks on the public sector and, sadly, on public servants. A diffi cult economic and political climate has led to a decline in confi dence in government, as well as public sector pay freezes, cuts in worker benefi ts, threats of government shutdowns, and the certainty of budget reductions. In this tough environment, “Pulling the Levers” has important implications for practitioners.
