The NSW Commission of Audit has pointed to the need for
change…
“NSW lacks a rigorous framework for evaluating
the effectiveness of government spending and
whether it offers value for money.
Consequently, there is little or no transparency on
what agencies achieve with their expenditure.
The Commission is of the opinion that effective and
sustainable expenditure in large part hinges on
greater transparency of government expenditure,
including robust and systematic program
evaluations for both existing and future programs.
The importance and value of better program
transparency should not be underestimated.”

 ensuring the integrity and relevance of the Centre’s operations to stakeholders in
Government and in the wider education community.
 advising the Minister on the findings of major strategic evaluations and other
analyses undertaken by the Centre
 developing clear governance and quality assurance processes that will apply to
evaluation and research activity undertaken by the Centre
 ensuring adequate safeguards are in place to protect the integrity and
confidentiality of the data made available to the Centre
 providing input into the progress of the Centre’s projects, to ensure they meet high
standards of rigour, independence and integrity
