This Emergency Plan must be updated through Yearly interval and any changes
made must be communicated in writing to the following address:

EMERGENCY POST DESCRIPTIONS

1. In an emergency, the ***CCTV / Fire Control room will become
Central CCTV / Fire Control Room from where any emergency operation
will be conducted. All other responsible persons will communicate with the
main CCTV / Fire Control Room in order to establish only one command and
activity.
EMERGENCY MANAGEMENT BODY (EMB)
2. Prompt and effective decision-making is required in any emergency
situation. It is therefore important that all essential inputs be considered
and evaluated before making any decision. It is therefore equally
important that joint decisions are made in order to minimise human error.
3. An EMB will therefore be activated when an emergency is declared and
will assume overall and total control in the Fire Control Room, from where
decisions will be made and instructions issued to the Emergency
Teams. Should external emergency services be required, the support
body will join the already formed EMB.
4. The EMB will be represented as follows:

5. A list of the above mentioned support body with 24-hour contact numbers
is visibly displayed in CCTV / Fire Control Room.
DECLARATION OF EMERGENCY

the authority to declare or cancel an emergency:

7. All other members of the EMB (Page 4) are only fulfilling an advisory function
and will primarily be responsible to gather information on the situation from
their respective teams on the ground and feed this information through to
***Management.
EMERGENCY MARSHAL (EM)
8. In any emergency the Security Department duty shift-leader will
immediately assume command as the EM. The EM is the person who will
take control of the Emergency Teams and who will control any evacuation
until members of the EMB (Page 4) arrive.
EMERGENCY TEAMS (ET)
9. The initial Emergency Team will mainly consist of the Security Department
Security Officers, in the immediate vicinity. They are responsible to contain
any emergency situation until such time as the additional support or the
External Emergency Services arrives to contain the situation. All reports
will be directed to the EM who in turn will make the necessary decisions.
EXTERNAL EMERGENCY SERIVICES (EES)
10. The EES will be alerted for any emergencies that could obviously not
be fully contained by the ET and/or requires specialist attention. The
EES could form one or all of the services listed below:

Emergency procedures for Guests will be issued to all Guests to form an
integral part of this overall emergency plan. This emergency procedure will be
issued to each tenant from ***Management

PROCEDURE FOR INFORMING GUESTS OF AN EMERGENCY
Depending on the nature of the emergency, there will be an emergency
evacuation call over the emergency intercom system accompanied by sirens.
Alternatively the Emergency Management Body with the help of other
managers will contact all Guests to inform them of the emergency and the
actions to be followed, this process should ideally take place in CCTV / Fire
Control Room with the help of all CCTV / Fire Control Room Operator.

INCIDENT PROCEDURE
Incidents have been divided into 3 categories (Major Incident, Minor Incident,
General Incident) each have agreed procedure as follows:
Incident Procedure 1:
Major Incident: Bomb Scare, Large Scale Crowd Control, Major Fire,
LP Gas Leak, Use of firearm, Weapons or Narcotics.
1. *** Staff / Security personnel who witness incident contact Management
Team or CCTV / Fire Control Room by radio or telephone.
2. Contact police and paramedics without consultation.
3. EMB (Page 4) will be contacted by EM OR Duty Manager can contact with
them.
4. Upon arrival Civil Defense to decide on appropriate action.
5. Necessary incident reports to be completed by EM and Security
Supervisor.
6. If required statement produced by *** Management at their discretion.
Incident Procedure 2:
Minor incident: Death (e.g. heart attack), Serious Injury, Apparatus
collapse, Public Disturbance
1. ***Staff / Security Personnel who witness incident contact CCTV / Fire
Control Room or Management team.

Incident Procedure 3:
General Incident: Machinery failure, Staff Conduct, Criminal Activity,
Drunkenness, Over crowding, Severe Weather.

HANDLING THE MEDIA IN THE EVENT OF A CRISIS
WHAT SHOULD WE DO?
1. Alert *** Management immediately, no press members are allowed into the
building during or after the event of a crisis without express permission from
*** Management.
Please note that *** Head of Marketing ( ) to deal with such matters.
In effect any media concerns should follow this sequence:
 Management
 Marketing Head
2. Alert Facilities, Security and other Service Providers not to talk to media.
3. Buy time to gather the facts.
4. Disclose the facts as soon as possible.
5. Monitor the situation.
6. No Press / Photographers are allowed on site without senior management
authorisation. Once authorised, they should be escorted to the scene with ***
Management.

EVACUATION PROCESS
A member of the EMB (Refer Pg 4) will give the instruction to evacuate be it
partial or complete for the Following Emergencies.
 Fire
 Bomb Threat
 Bomb Explosion
 Disaster
 Hostage
 Suspicious Parcel
Suspicious Parcel Search Procedure:
 The EMB (Refer Pg 4) shall tactfully and discretely inform internal staff
and necessary service providers to conduct a search for suspicious
parcels in their areas.
 Staff to look for anything out of the ordinary.
 If any suspicious parcel / object found immediately informed to nearest
security officer.
The Following Evacuation procedure will follow –
***Hotel Management:
 The Emergency Management Body will take up position in the CCTV / Fire
Control room.
Guest Notification:
 Pre- Recorded voice over the P.A. system for a Drill and Actual
Evacuation
Security:
 All security officers are to take up positions as trained (Refer Pg 14).
 Security Supervisors make sure that engineering department shut off all
elevators.
 Security officers to direct all persons to the nearest Public Entrance/Exit
Points.
 Security Officers to prevent any persons from entering the Hotel.
 A ‘sweep’ to be conducted by all Security Supervisors and Management.
Parking:
 Exit and Entrance booms to be raised and remain in an open position.
N.B. This is to be done only in an Actual Emergency.

SECURITY STAFF PROCEDURES FOR EVACUATION
As soon as an evacuation is ordered, all the security officers must move to the
allocated positions, and their duties will be as follows:
1) All the security officers moving towards the entrance doors must as
they go along inform all customers and staff on the way that an
evacuation is in progress, and also inform them of the shortest way to
exit the building, IE. Main doors.
The security officer must also ensure that the evacuation proceeds in a
calm and orderly fashion.
As soon as the security officer arrives at the door, he/she must ensure
that no person enters the building, but only exits.
2) The Security Supervisors must ensure that all security officers are at
the correct designated posts.
3) The Fire Marshals must proceed to “sweep” all the service passages
and ensure there are no people lost.
4) As soon as the evacuation is ordered, a final physically visit with eng
staff to ensure the basement parkades are clear of , Guests and Valet
drivers , Staff .
5) Once the evacuation is complete, all security officers inside *** must
then proceed to the entrance doors and join the other security officers
already there. They must remain outside the doors to ensure that no
person enters the Hotel until the emergency has been called off, or
until further instructions are given by *** Management.
6) No security officer may divulge any information as to the situation or
reason of the evacuation to any member of the press, or to any Guest.
All questions of this nature must be referred to *** management.

***Management will give the authorization to evacuate,
albeit partial or total evacuation.
The CCTV / Fire Control Room will immediately inform all
Security Officers who will proceed to their posts. i.e. Main
Entrance / Exit doors / Entries & Exits
The Security Officers are to direct all persons to the nearest
public exits and from here direct all individuals leaving to
the emergency assembly area.
The Security Supervisors make sure that all Elevators had
shut off by eng department.
Security Supervisors and Management will conduct a sweep
of the Hotel. All service passages, Toilets, restaurants, Bars
and back of office areas.
On arrival of the Emergency Services, they will take
command of the situation with the assistance of
***Management
.
***Management will declare the “All Safe”

Bomb Threat Action Plan
A Bomb Threat will be initiated by a telephone call. On receipt
of such a call, the Security Supervisor or Control Room
Operator must be contacted and given as much information as
possible.
The Security Supervisor will inform the Security Manager and
Security Team, providing accurate information and exact location.
The Security Manager will inform Kempinski Management.
The Security Team heads for the
scene and commences a search
for exact location of bomb, with
assistance from the staff.
The Security Supervisor will
informs the Bomb Disposal Unit
and Emergency Services.
Should a bomb be found, the area is
to be cordoned off and the bomb
Disposal Unit will search the specific
area as well as the surrounding
areas.
Should evacuation of any section of
the complex be necessary,
Management will give the command
and the Security Team will conduct the
Evacuation.
Security must ensure that all staff, Gusts,
children, injured and disabled are taken care of
and escorted to the nearest Entrance / Exit.
Management will declare the “All Safe” and the
Security Team will disperse all people from the
External Assembly Point.

LOCATION OF A SUSPICIOUS PARCEL
SECURITY
1. The security officer that locates / Informed of a suspicious parcel must
immediately move at least 50 meters away from the parcel and inform to
Security supervisor & CCTV / Fire Control Room about the exact location
of the parcel. (N.B. Using a hand held radio or cell phone near a bomb
could detonate it).
2. With permission from the EMB (Refer Pg 4) the area must be cordoned off
to at least 50 meters on either side of the threat. The security officers will
be responsible to do this.
3. The Rooms directly next to, and across from the threat are evacuated on
EMB (Refer Pg 4) instruction.
4. The Site Manager to ensure that no unauthorized people enter the area
until the Civil Defence arrive.
5. If Civil Defence confirms that the parcel is a bomb, all security officers to
assist in the partial or complete evacuating of the centre in a calm
orderly way.
N.B. Only members of the Emergency Management Body are
authorised to request evacuation or on instruction from Civil
Defence.
CCTV / Fire Control Room
1. Immediately contact Civil Defence and inform them about the suspicious
parcel.
2. Inform the Security Manager and all relevant EMB members (Refer Pg 4).
3. With permission from members of the EMB (Refer Pg 4) inform all the
hospitals in the area to be on standby for any emergencies that my result.
4. Ensure that strict radio discipline is kept.
5. Keep record of every number that has been telephoned all instructions
that have been given and all the emergency services personnel that has
been informed.
6. Alert EMB (Refer Pg 4) about any media presence on the site.
(Refer Pg 9 – Handling the Media in the event of a crisis)

ARMED ROBBERY
1. Do not confront the suspects.
2. Stay focused and within a reasonable distance away from the scene.
3. Advise the CCTV / Fire Control Room of the incident by giving them the
following information:
 Identify area or Room
 Number of armed robbers seen
 Any description of the armed robbers (clothing, tattoos, etc.)
 If possible, type of weapons being used
 How they gained entry into the room or Hotel
 If any, how many people are in the room
 Is there a hostage situation? (Refer pg 21)
 The CCTV / Fire Control Room Operator in Control room will immediately
close / shut all rolling service doors at all vehicle entry and exits (this will
ensure that the burglars will have to escape on foot thus giving the police
more opportunity to apprehend them.)
4. The security officer to warn and prevent more people from entering the
area by suggesting alternate routes.
 Be careful not to create any panic situation
5. Whilst this is being done, CCTV / Fire Control Room will do the following:
 Advise Dubai Police
 Advise security manager and centre management
 Record all information given to them by security officers on the scene.
 Focus all cameras on the monitors within the area of the robbery.
6. Once the armed robbers have left the scene, the following to be done:
 Security officers to inform CCTV / Fire Control Room of the exit route
taken by the armed robbers.
 Proceed to that Rooms or bank and give the CCTV / Fire Control Room a
situation report, i.e. Number of people inside, if anyone has sustained
injuries and requires medical attention, etc.
 Record all necessary information such as:
 Who was confronted within the Room / 1897Bar /K grill
Restaurant?
 What were the actual demands of the robbers?
 What was stolen?
 Compile description of robbers - i.e. tattoos, scars, and
clothing.
 All C.C.T.V. tapes are to be reviewed

ARMED ROBBERY LEADING TO HOSTAGE SITUATION
ACTION PLAN
The CCTV Control room & Security Supervisor to be
contacted immediately in the event of an armed robbery /
hostage situation.
Security Supervisor will immediately inform Dubai Police and
Centre Management on receiving such a distress call. The
Security supervisor will immediately close / shut all rolling
service doors at all vehicle entry and exits (this will ensure
that the burglars will have to escape on foot thus giving the
police more opportunity to apprehend them.)
The security team heads for the scene to keep bystanders and visitors
& Guests clear from the hostage situation. CCTV Operator have to
ensure all Centre cameras to be focused on hostage events.
The security team will cordon off the area to clear all
personnel and people away from the scene.
The hostage situation must be contained as far as possible
by the security team, the security officers are not to be in
visual contact of the hostage takers.
Upon arrival Dubai Police / Emergency Services will take
command of the situation with the assistance of the security
team.
Only Dubai Police or Centre Management will declare the “All
Safe” after which the security team will take over and secure
the situation henceforth.

The fire system works on a single knock philosophy; this means that automatic
fire equipment will start to operate on the first fire detection device sending a
signal to the control panel. There are a number of different fire detection devices
including smoke detectors, break-glass units and sprinkler flow switches. The
first of any of these going off would be a “single knock”, and the next one would
be the “second or “double knock”. The system has been programmed to react to
single and double knock signals.
1. At the first fire alarm signal a security officer must be sent to the location of
the fire signal detected and investigate. Any cameras in the area should be
directed towards the problem area so as to identify if there is a fire.
2. The investigating person must report back to the CCTV / Fire Control Room
as soon as possible and if necessary the security personnel using hand held
fire extinguishers and hose reels must extinguish the fire.
3. On a “double knock” signal, the following things will happen automatically:
 The alarm at the smoke extraction panel in the CCTV / Fire Control
Room will go off and the fans in that area will start up.
 The alarm in the pump room will go off and the pumps will go in the fire
mode.
 The “audio dial” facility will contact Civil Defence and alert them of a
problem at ***Hotel . Security staff should not rely on this facility and
must also phone the fire department to report the fire.
4. All people must be evacuated from the building in accordance with the
evacuation procedures set down by *** management.
5. After the fire has been attended to, or if it has been identified as a false alarm,
the following must take place:
 The alarm signal on the fire detection panel must be accepted and
reset.
 The alarm on the smoke fan panel will then reset automatically.
 A person must be sent to the pump room to reset the pump condition.
This can only be done in the pump room and it is important that this
step is not forgotten.

FIRE ACTION PLAN
A fire is reported to the Fire Control Room
The Security Team heads for the scene of the fire with
fire fighting equipment and proceeds with controlling the
blaze.
The Security Team is to give a situation report to
Management of their findings and the extent of the fire.
The Security Team
CAN contain fire
The Security Team
CANNOT contain fire
The Security Team will contain
the fire and secure the immediate
area around the scene of the fire.
The Security Supervisor will immediately
inform the Fire Department and other
Emergency Services.
The Security supervisor will notify the
Fire Department of the outcome.
On arrival, the Fire Dept will take
control of the fire until contained.
Should evacuation of any section of the complex be
necessary, the EMB (Page 4) or Civil Defense will give the
command and the Security Team will conduct the
evacuation.
The Security Team must ensure that all staff, guests,
children, injured, disabled, etc, are taken care of & escorted
to the nearest Evacuation Assembly Point.
Management will declare the “ALL SAFE” and the Security
Team will disperse all the people.

CHEMICAL EXPOSURE
PROCEDURE
• Security receives the call and Security Supervisor & CCTV / Fire Control
Room to be informed immediately.
• Security Supervisor : Advise caller (security officer) to:
o Remain calm
o Keep all people in the affected area
o Keep unaffected guests from entering the area.
• Initiate the Inspection Team and confirm threat, inform:
o Civil Defence
o Security Manager
o *** Management
• Inform Emergency Management Body (Refer Pg 4)
• Inform the maintenance department to switch off or isolate the air-
conditioning in the building or affected area.
• Inform Civil Defence (if not done already)
• Members of the EMB (Refer Pg 4) or Civil Defence to inform the nearest /
surrounding hospitals to be on standby
• Security staff to secure the area.
• No entry allowed into affected area except Civil Defence, and only with full
protective clothing.
• Affected or exposed persons, as identified by anyone are to remain in the
affected area until a medical team arrives and the air conditioners are
switched off or isolated.
• If necessary Civil Defence to ensure Chemical material (e.g. Anthrax) to
be placed into a container and sealed.
• If necessary Civil Defence to ensure clothes of exposed persons to be
placed in a container and sealed. The clothes are to accompany affected
persons to hospital.

MAINTENANCE DEPARTMENT
• Responding to all emergency situations like Fire, Flood, Power Failure, LP
Gas Leak etc. and ensure all emergency equipment are in operational to
encounters the situation.
• If required, disconnecting electrical power of area under threat. .

• If required, providing electrical power or emergency back up power.
• Maintain and test diesel system of generator periodically.
• Maintain and test fire pump performance periodically.
• Maintaining fire fighting equipment and emergency notification systems.

PLEASE NOTE: THE OPERATIONS DEPARTMENT WILL ONLY BE ABLE
TO ASSIST WITH ANY EMERGENCY PROCEDURES DURING THE
HOURS OF 10H00 TO 22H00
• All ‘doormen’ from the operations department will assist the security
officers in directing staff, Guests and visitors to the assembly area.
• In a evacuation situation all ‘information counter staff / concierge staff’
from the operations department will direct staff, Guests and visitors to the
nearest emergency exit after which they will immediately proceed to the
assembly area and assist the security officers at the assembly area.
• In the event of an after hours emergency / evacuation, call centre operator
from the customer service team will be contacted directly to assist the
CCTV / Fire Control Room Operator in the CCTV / Fire Control Room
Centre with answering telephones. The standard response to any outside
enquiries will be, “***IS CURRENTLY EXCERSISING AN EMERGENCY
EVACUATION. ANY FURTHER DETAILS WILL BE RELAYED AT A
LATER STAGE BY OUR PUBLIC RELATIONS DEPARTMENT.”
• If required the drivers from the operations department will be utilized to
escort any injured staff, Guests or visitors to hospital.
• If required, ensuring operations department has evacuated and a head
count is conducted
• During an evacuation all first aid kits are to be removed from department
and taken to the assembly point / evacuation area

• Stay on the telephone until told to hang up, you may be asked for
additional information.
Emergency Exits and Stairwells:
Emergency Exit signs are clearly visible throughout the Hotel corridors. Fire
stairwells are designed for emergency use only and use of fire exit doors other
than emergency is strictly prohibited.
Operational sequence of emergency alarm:
• Initial alarm:
Once the fire alarm is activated, the fire bells will ring for 10 to 15 seconds
and then will be silenced. It means that there is a possible emergency in
your zone.
• Security response:
*** security will proceed to the indicated location of emergency and verify if
there is a fire or it was a false alarm.
• Real alarm:
If there is a fire and it is necessary to evacuate the fire bells will ring again
for the duration of 10 to 15 seconds followed by pre-recorded message for
evacuation over public address system. It means that there is a real
emergency and evacuation is required.
• Assembly Point:
Designated assembly point for ***staff is near Loading area & For Guests
near Drive way entrance .
• Evacuation Procedures:
Immediately upon ringing of the emergency alarm and a subsequent
announcement to evacuate, all occupants ***Guests must follow the
following procedures;
1. Walk quietly but quickly to the nearest and safest Exit route and
proceed to assembly point.
2. Have access to more than one Exit route.
3. Do not run, push or overtake.
4. Crawl low under smoke (if any.)
5. Implement the rooms closedown procedures (if it is safe to do so.)
6. Listen and follow the instructions from the management.
7. Take personal items such as backpack, keys and purses with you.
8. Close the doors and windows behind you.

9. Do not stop to lock doors or turn off lights etc.
10. Direct visitors and strangers to appropriate exit route and
designated Assembly point.
11. Assist children and ladies.
12. Assist disables with extra care.
13. Do not panic.
14. Do not use elevators.
15. Do not evacuate to the roof.
16. Do not reoccupy the building, unless declared by Hotel
Management.
Earthquake
In the event of earthquake follow the following procedures.
Indoors:
• Stay calm earthquakes may last from a few seconds to a few minutes.
• Do not evacuate the building during a tremor.
• Seek shelter under a desk or table, in a supported doorway or along an
inside wall, or kneel and cover head with hands.
• Stay away from glass.
• When tremor stops, make a quick survey for injured people unless doing
so poses a threat to your personal safety.
• If individuals are injured, note their location and go for help.
• Do not attempt to move seriously injured persons unless they are in
obvious, immediate danger from fire, building collapse, etc.
• Do not smoke, use lighter or electricity.
• After shocks may occur, be prepared to take cover again.
• Open doors carefully and watch for falling objects.

• If evacuation is deemed necessary and fire alarm is activated, follow the
same procedures outlined on General Emergency Evacuation Procedures.
Outdoors:
• If outdoors when the tremor begins, lie down or crouch low to the ground.
• Move to an open area away from buildings and overhead power lines.
First Aid
• ***security personnel are trained for first aid, and can be called to handle
medical emergencies and proved following services.
• Providing first aid treatment in minor cases.
• Summon ambulance whenever needed.
Rooms Requirements
• First Aid Equipment:
• It is advisable that Rooms Guests also be informed about nearest
emergency exit way.
• Fire Fighting Equipment:
• Two portable fire extinguishers (CO2 and dry powder) are required for
each unit less than 1000 sq feet.
• For units above 1000 sq feet two fire extinguishers/700 sq feet are
required.
• For kitchens one fire blanket in addition to fire extinguishers is also
required.

EMERGENCY PROCEDURES - 3 - UPDATING RECORDS Date of Implementation: 01 Jan 2015 This Emergency Plan must be updated through Yearly interval and any changes made must be communicated in writing to the following address: ***HOTEL ,,, SECURITY DEPARTMENT ***Security will be held responsible for the communication in writing to the above major role players with regard to any changes in the Emergency Plan. This document must be safeguarded in the ***HOTEL and be readily available for inspection by any of the above major role-players or auditors.   • 4. EMERGENCY PROCEDURES - 4 - EMERGENCY POST DESCRIPTIONS ***HOTEL ,,, DUBAI. 1. In an emergency, the ***CCTV / Fire Control room will become Central CCTV / Fire Control Room from where any emergency operation will be conducted. All other responsible persons will communicate with the main CCTV / Fire Control Room in order to establish only one command and activity. EMERGENCY MANAGEMENT BODY (EMB) 2. Prompt and effective decision-making is required in any emergency situation. It is therefore important that all essential inputs be considered and evaluated before making any decision. It is therefore equally important that joint decisions are made in order to minimise human error. 3. An EMB will therefore be activated when an emergency is declared and will assume overall and total control in the Fire Control Room, from where decisions will be made and instructions issued to the Emergency Teams. Should external emergency services be required, the support body will join the already formed EMB. 4. The EMB will be represented as follows: Main Committee:  EMB 1 - Mr.*** – *** General Manager  EMB 2 - Mr*** – SECURITY DEPARTMENT Director  EMB 3 - Mr *** – *** Maintenance Manager  EMB 4 - Mr *** – *** Resident Manager  F and b  Front officer guest marshal  Hr staff marshal Support Body:  Emergency Police - Representative  Civil Defence - Representative  Ambulance - Representative A WORLD CLASS HOSPITALITY Security l Hospitality l Safety

EMERGENCY PROCEDURES - 5 -  Dubai Fire Brigade - Representative  Traffic Department - Representative  Dubai Electricity & Water - Representative  Dubai Municipality Central Command - Representative 5. A list of the above mentioned support body with 24-hour contact numbers is visibly displayed in CCTV / Fire Control Room. DECLARATION OF EMERGENCY 6. *** Management listed below are the only persons who have the authority to declare or cancel an emergency: a. Mr. *** b. Mr *** c. Mr *** d. Mr *** 7. All other members of the EMB (Page 4) are only fulfilling an advisory function and will primarily be responsible to gather information on the situation from their respective teams on the ground and feed this information through to ***Management. EMERGENCY MARSHAL (EM) 8. In any emergency the Security Department duty shift-leader will immediately assume command as the EM. The EM is the person who will take control of the Emergency Teams and who will control any evacuation until members of the EMB (Page 4) arrive. EMERGENCY TEAMS (ET) 9. The initial Emergency Team will mainly consist of the Security Department Security Officers, in the immediate vicinity. They are responsible to contain any emergency situation until such time as the additional support or the External Emergency Services arrives to contain the situation. All reports will be directed to the EM who in turn will make the necessary decisions. EXTERNAL EMERGENCY SERIVICES (EES) 10. The EES will be alerted for any emergencies that could obviously not be fully contained by the ET and/or requires specialist attention. The EES could form one or all of the services listed below: A WORLD CLASS HOSPITALITY Security l Hospitality l Safety

Alternatively the Emergency Management Body with the help of other managers will contact all Guests to inform them of the emergency and the actions to be followed, this process should ideally take place in CCTV / Fire Control Room with the help of all CCTV / Fire Control Room Operator. EMERGENCY PROCEDURES - 7 - INCIDENT PROCEDURE Incidents have been divided into 3 categories (Major Incident, Minor Incident, General Incident) each have agreed procedure as follows: Incident Procedure 1: Major Incident: Bomb Scare, Large Scale Crowd Control, Major Fire, LP Gas Leak, Use of firearm, Weapons or Narcotics. 1. *** Staff / Security personnel who witness incident contact Management Team or CCTV / Fire Control Room by radio or telephone. 2. EMERGENCY PROCEDURES - 13 - EVACUATION PROCESS A member of the EMB (Refer Pg 4) will give the instruction to evacuate be it partial or complete for the Following Emergencies.  Fire  Bomb Threat  Bomb Explosion  Disaster  Hostage  Suspicious Parcel Suspicious Parcel Search Procedure:  The EMB (Refer Pg 4) shall tactfully and discretely inform internal staff and necessary service providers to conduct a search for suspicious parcels in their areas.  Staff to look for anything out of the ordinary.  If any suspicious parcel / object found immediately informed to nearest security officer. The Following Evacuation procedure will follow – ***Hotel Management:  The Emergency Management Body will take up position in the CCTV / Fire Control room. Guest Notification:  Pre- Recorded voice over the P.A. system for a Drill and Actual Evacuation Security:  All security officers are to take up positions as trained (Refer Pg 14).  Security Supervisors make sure that engineering department shut off all elevators.  Security officers to direct all persons to the nearest Public Entrance/Exit Points.  Security Officers to prevent any persons from entering the Hotel.  A ‘sweep’ to be conducted by all Security Supervisors and Management. EMERGENCY PROCEDURES - 15 - GUARD POST CALL SIGN RELOCATES 17 Outside Reception Area SECURITY STAFF PROCEDURES FOR EVACUATION As soon as an evacuation is ordered, all the security officers must move to the allocated positions, and their duties will be as follows: 1) All the security officers moving towards the entrance doors must as they go along inform all customers and staff on the way that an evacuation is in progress, and also inform them of the shortest way to exit the building, IE. Main doors. The security officer must also ensure that the evacuation proceeds in a calm and orderly fashion. As soon as the security officer arrives at the door, he/she must ensure that no person enters the building, but only exits. 2) The Security Supervisors must ensure that all security officers are at the correct designated posts. 3) The Fire Marshals must proceed to “sweep” all the service passages and ensure there are no people lost. 4) As soon as the evacuation is ordered, a final physically visit with eng staff to ensure the basement parkades are clear of , Guests and Valet drivers , Staff . 5) Once the evacuation is complete, all security officers inside *** must then proceed to the entrance doors and join the other security officers already there. They must remain outside the doors to ensure that no person enters the Hotel until the emergency has been called off, or until further instructions are given by *** Management. 6) No security officer may divulge any information as to the situation or reason of the evacuation to any member of the press, or to any Guest. The CCTV / Fire Control Room will immediately inform all Security Officers who will proceed to their posts. i.e. Main Entrance / Exit doors / Entries & Exits The Security Officers are to direct all persons to the nearest public exits and from here direct all individuals leaving to the emergency assembly area. The Security Supervisors make sure that all Elevators had shut off by eng department. Security Supervisors and Management will conduct a sweep of the Hotel. All service passages, Toilets, restaurants, Bars and back of office areas. On arrival of the Emergency Services, they will take command of the situation with the assistance of ***Management . ***Management will declare the “All Safe”
  • 17. EMERGENCY PROCEDURES - 17 - Bomb Threat Action Plan A Bomb Threat will be initiated by a telephone call. On receipt of such a call, the Security Supervisor or Control Room Operator must be contacted and given as much information as possible. The Security Supervisor will inform the Security Manager and Security Team, providing accurate information and exact location. The Security Manager will inform Kempinski Management. The Security Team heads for the scene and commences a search for exact location of bomb, with assistance from the staff. The Security Supervisor will informs the Bomb Disposal Unit and Emergency Services. Should a bomb be found, the area is to be cordoned off and the bomb Disposal Unit will search the specific area as well as the surrounding areas. Should evacuation of any section of the complex be necessary, Management will give the command and the Security Team will conduct the Evacuation. Security must ensure that all staff, Gusts, children, injured and disabled are taken care of and escorted to the nearest Entrance / Exit.   • 19. EMERGENCY PROCEDURES - 19 - Security Manager *** Management LOCATION OF A SUSPICIOUS PARCEL SECURITY 1. The security officer that locates / Informed of a suspicious parcel must immediately move at least 50 meters away from the parcel and inform to Security supervisor & CCTV / Fire Control Room about the exact location of the parcel. (N.B. Using a hand held radio or cell phone near a bomb could detonate it). 2. With permission from the EMB (Refer Pg 4) the area must be cordoned off to at least 50 meters on either side of the threat. The security officers will be responsible to do this. 3. The Rooms directly next to, and across from the threat are evacuated on EMB (Refer Pg 4) instruction. 4. The Site Manager to ensure that no unauthorized people enter the area until the Civil Defence arrive. 5. If Civil Defence confirms that the parcel is a bomb, all security officers to assist in the partial or complete evacuating of the centre in a calm orderly way. N.B. Only members of the Emergency Management Body are authorised to request evacuation or on instruction from Civil Defence. CCTV / Fire Control Room 1. Immediately contact Civil Defence and inform them about the suspicious parcel. 2. Inform the Security Manager and all relevant EMB members (Refer Pg 4). 3. With permission from members of the EMB (Refer Pg 4) inform all the hospitals in the area to be on standby for any emergencies that my result. 4. Ensure that strict radio discipline is kept. 5. Keep record of every number that has been telephoned all instructions that have been given and all the emergency services personnel that has been informed. 6.   • 21. EMERGENCY PROCEDURES - 21 - ARMED ROBBERY 1. Do not confront the suspects. 2. Stay focused and within a reasonable distance away from the scene. 3. Advise the CCTV / Fire Control Room of the incident by giving them the following information:  Identify area or Room  Number of armed robbers seen  Any description of the armed robbers (clothing, tattoos, etc.)  If possible, type of weapons being used  How they gained entry into the room or Hotel  If any, how many people are in the room  Is there a hostage situation? (Refer pg 21)  The CCTV / Fire Control Room Operator in Control room will immediately close / shut all rolling service doors at all vehicle entry and exits (this will ensure that the burglars will have to escape on foot thus giving the police more opportunity to apprehend them.) 4. The security officer to warn and prevent more people from entering the area by suggesting alternate routes.  Be careful not to create any panic situation 5. Whilst this is being done, CCTV / Fire Control Room will do the following:  Advise Dubai Police  Advise security manager and centre management  Record all information given to them by security officers on the scene.  Focus all cameras on the monitors within the area of the robbery. 6. Once the armed robbers have left the scene, the following to be done:  Security officers to inform CCTV / Fire Control Room of the exit route taken by the armed robbers.  Proceed to that Rooms or bank and give the CCTV / Fire Control Room a situation report, i.e. Number of people inside, if anyone has sustained injuries and requires medical attention, etc.  Record all necessary information such as:  Who was confronted within the Room / 1897Bar /K grill Restaurant?  What were the actual demands of the robbers?  What was stolen?  Compile description of robbers - i.e. tattoos, scars, and clothing.  All C.C.T.V. tapes are to be reviewed A WORLD CLASS HOSPITALITY Security l Hospitality l Safety

EMERGENCY PROCEDURES - 22 - ARMED ROBBERY LEADING TO HOSTAGE SITUATION ACTION PLAN The CCTV Control room & Security Supervisor to be contacted immediately in the event of an armed robbery / hostage situation. Security Supervisor will immediately inform Dubai Police and Centre Management on receiving such a distress call. The Security supervisor will immediately close / shut all rolling service doors at all vehicle entry and exits (this will ensure that the burglars will have to escape on foot thus giving the police more opportunity to apprehend them.) The security team heads for the scene to keep bystanders and visitors & Guests clear from the hostage situation. CCTV Operator have to ensure all Centre cameras to be focused on hostage events. The security team will cordon off the area to clear all personnel and people away from the scene. The hostage situation must be contained as far as possible by the security team, the security officers are not to be in visual contact of the hostage takers. Upon arrival Dubai Police / Emergency Services will take command of the situation with the assistance of the security team. Only Dubai Police or Centre Management will declare the “All Safe” after which the security team will take over and secure the situation henceforth. EMERGENCY PROCEDURES - 23 - F I R E SECURITY OFFICER The fire system works on a single knock philosophy; this means that automatic fire equipment will start to operate on the first fire detection device sending a signal to the control panel. There are a number of different fire detection devices including smoke detectors, break-glass units and sprinkler flow switches. The first of any of these going off would be a “single knock”, and the next one would be the “second or “double knock”. The system has been programmed to react to single and double knock signals. 1. At the first fire alarm signal a security officer must be sent to the location of the fire signal detected and investigate. Any cameras in the area should be directed towards the problem area so as to identify if there is a fire. 2. The investigating person must report back to the CCTV / Fire Control Room as soon as possible and if necessary the security personnel using hand held fire extinguishers and hose reels must extinguish the fire. 3. On a “double knock” signal, the following things will happen automatically:  The alarm at the smoke extraction panel in the CCTV / Fire Control Room will go off and the fans in that area will start up.  The alarm in the pump room will go off and the pumps will go in the fire mode.  The “audio dial” facility will contact Civil Defence and alert them of a problem at ***Hotel . Security staff should not rely on this facility and must also phone the fire department to report the fire. 4. All people must be evacuated from the building in accordance with the evacuation procedures set down by *** management. 5. After the fire has been attended to, or if it has been identified as a false alarm, the following must take place:  The alarm signal on the fire detection panel must be accepted and reset.  The alarm on the smoke fan panel will then reset automatically.  A person must be sent to the pump room to reset the pump condition. EMERGENCY PROCEDURES - 24 - FIRE ACTION PLAN A fire is reported to the Fire Control Room The Security Team heads for the scene of the fire with fire fighting equipment and proceeds with controlling the blaze. The Security Team is to give a situation report to Management of their findings and the extent of the fire. The Security Team CAN contain fire The Security Team CANNOT contain fire The Security Team will contain the fire and secure the immediate area around the scene of the fire. The Security Supervisor will immediately inform the Fire Department and other Emergency Services. The Security supervisor will notify the Fire Department of the outcome. On arrival, the Fire Dept will take control of the fire until contained. Should evacuation of any section of the complex be necessary, the EMB (Page 4) or Civil Defense will give the command and the Security Team will conduct the evacuation. The Security Team must ensure that all staff, guests, children, injured, disabled, etc, are taken care of & escorted to the nearest Evacuation Assembly Point. EMERGENCY PROCEDURES - 25 - CHEMICAL EXPOSURE PROCEDURE • Security receives the call and Security Supervisor & CCTV / Fire Control Room to be informed immediately. • Security Supervisor : Advise caller (security officer) to: o Remain calm o Keep all people in the affected area o Keep unaffected guests from entering the area. • Initiate the Inspection Team and confirm threat, inform: o Civil Defence o Security Manager o *** Management • Inform Emergency Management Body (Refer Pg 4) • Inform the maintenance department to switch off or isolate the air- conditioning in the building or affected area. • Inform Civil Defence (if not done already) • Members of the EMB (Refer Pg 4) or Civil Defence to inform the nearest / surrounding hospitals to be on standby • Security staff to secure the area. • No entry allowed into affected area except Civil Defence, and only with full protective clothing. • Affected or exposed persons, as identified by anyone are to remain in the affected area until a medical team arrives and the air conditioners are switched off or isolated. • If necessary Civil Defence to ensure Chemical material (e.g. Anthrax) to be placed into a container and sealed. • If necessary Civil Defence to ensure clothes of exposed persons to be placed in a container and sealed. EMERGENCY PROCEDURES - 26 - DEPARTMENT RESPONSIBILITIES MAINTENANCE DEPARTMENT • Responding to all emergency situations like Fire, Flood, Power Failure, LP Gas Leak etc. and ensure all emergency equipment are in operational to encounters the situation. • If required, disconnecting electrical power of area under threat. . • • If required, providing electrical power or emergency back up power. • Maintain and test diesel system of generator periodically. • Maintain and test fire pump performance periodically. • Maintaining fire fighting equipment and emergency notification systems. • Maintain and test emergency notification systems. • If required, ensuring maintenance department has evacuated and a head count is conducted. • If possible, during the evacuation, to ensure that all cabinets and drawers are closed and locked and all windows are closed and secured before moving to the assembly point. • During an evacuation all first aid kits are to be removed from department and taken to the assembly point / evacuation area. EMERGENCY PROCEDURES - 27 - DEPARTMENT RESPONSIBILITIES Front Desk Office PLEASE NOTE: THE OPERATIONS DEPARTMENT WILL ONLY BE ABLE TO ASSIST WITH ANY EMERGENCY PROCEDURES DURING THE HOURS OF 10H00 TO 22H00 • All ‘doormen’ from the operations department will assist the security officers in directing staff, Guests and visitors to the assembly area. • In a evacuation situation all ‘information counter staff / concierge staff’ from the operations department will direct staff, Guests and visitors to the nearest emergency exit after which they will immediately proceed to the assembly area and assist the security officers at the assembly area. • In the event of an after hours emergency / evacuation, call centre operator from the customer service team will be contacted directly to assist the CCTV / Fire Control Room Operator in the CCTV / Fire Control Room Centre with answering telephones.   • 33. EMERGENCY PROCEDURES - 33 - • Stay on the telephone until told to hang up, you may be asked for additional information. Emergency Exits and Stairwells: Emergency Exit signs are clearly visible throughout the Hotel corridors. Fire stairwells are designed for emergency use only and use of fire exit doors other than emergency is strictly prohibited. Operational sequence of emergency alarm: • Initial alarm: Once the fire alarm is activated, the fire bells will ring for 10 to 15 seconds and then will be silenced. It means that there is a possible emergency in your zone. • Security response: *** security will proceed to the indicated location of emergency and verify if there is a fire or it was a false alarm. • Real alarm: If there is a fire and it is necessary to evacuate the fire bells will ring again for the duration of 10 to 15 seconds followed by pre-recorded message for evacuation over public address system. It means that there is a real emergency and evacuation is required. • Assembly Point: Designated assembly point for ***staff is near Loading area & For Guests near Drive way entrance . • Evacuation Procedures: Immediately upon ringing of the emergency alarm and a subsequent announcement to evacuate, all occupants ***Guests must follow the following procedures; 1. Walk quietly but quickly to the nearest and safest Exit route and proceed to assembly point. 2. Have access to more than one Exit route. 3. Do not run, push or overtake. 4. Crawl low under smoke (if any.) 5. Implement the rooms closedown procedures (if it is safe to do so.) 6. Listen and follow the instructions from the management. 7.   • 34. EMERGENCY PROCEDURES - 34 - 9. Do not stop to lock doors or turn off lights etc. 10. Direct visitors and strangers to appropriate exit route and designated Assembly point. 11. Assist children and ladies. 12. Assist disables with extra care. 13. Do not panic. 14. Do not use elevators. 15. Do not evacuate to the roof. 16. Do not reoccupy the building, unless declared by Hotel Management. Earthquake In the event of earthquake follow the following procedures. Indoors: • Stay calm earthquakes may last from a few seconds to a few minutes. • Do not evacuate the building during a tremor. • Seek shelter under a desk or table, in a supported doorway or along an inside wall, or kneel and cover head with hands. • Stay away from glass. • When tremor stops, make a quick survey for injured people unless doing so poses a threat to your personal safety. • If individuals are injured, note their location and go for help. • Do not attempt to move seriously injured persons unless they are in obvious, immediate danger from fire, building collapse, etc. • Do not smoke, use lighter or electricity. • After shocks may occur, be prepared to take cover again. • Open doors carefully and watch for falling objects.   • 35. EMERGENCY PROCEDURES - 35 - • If evacuation is deemed necessary and fire alarm is activated, follow the same procedures outlined on General Emergency Evacuation Procedures. Outdoors: • If outdoors when the tremor begins, lie down or crouch low to the ground. • Move to an open area away from buildings and overhead power lines. First Aid • ***security personnel are trained for first aid, and can be called to handle medical emergencies and proved following services. • Providing first aid treatment in minor cases. • Summon ambulance whenever needed. Rooms Requirements • First Aid Equipment: • It is advisable that Rooms Guests also be informed about nearest emergency exit way. • Fire Fighting Equipment: • Two portable fire extinguishers (CO2 and dry powder) are required for each unit less than 1000 sq feet. • For units above 1000 sq feet two fire extinguishers/700 sq feet are required. • For kitchens one fire blanket in addition to fire extinguishers is also required.
