Providing Server Administration for the Directorate of Public Works (DPW). This position began as a contract position and moved
into a permanent civil service position. Working within the Business Operations Division and providing support to all branches of
DPW. Systems supported include: Energy Monitoring and Control Systems (EMCS), Industrial Control Systems (ICS), Geographic
Information System (GIS), Customer Interaction Center (CIC), MAXIMO, e4Clicks, CADD and other mission unique servers.
Serving as the single main point of contact within DPW for all hardware, software, technical, training, and management issues
concerning fielding of new systems and sustainment and maintenance of automated support programs. Provides management support
services in the areas of financial management, budgetary, program cost analysis, annual and multi-year fiscal planning, integrity and
validity of data in automated systems. Interfaces with the Garrison Information management Office/S6 and Network Enterprise Center
(NEC) and coordinates configuration control management and monitors compliance of Security Technical Implementation Guide
(STIG) implementations. Serves as IT specialist responsible for planning, design change submissions, revision, implementation, and
maintenance of a complex, force protection, and customer service server based systems. Maintains mission unique systems for the
DPW working closely with the NEC. Analyzes and improves the efficiency and the operations of the systems. Develops procedures
for data processing and ensures compliance with Department of Defense (DOD) and Department of Army (DA) policies &
regulations. Installs, configures, troubleshoots, upgrades, debugs and maintains hardware & software. Performs database management
and server administration, diagnoses systems/server problems, and restores system failures and devises recovery plans for lost data.
Maintains TCP/IP addresses, domains, communication protocols, network connectivity in order to establish and maintain network
security. Maintains network operations and resolves problems concerning computer, scanners, printers, and other peripherals devices.
Ensures all provisions and security measures are met to protect the integrity of the systems, network and data. Advises Chief, Business
Management Branch on available options to assure most economical use of the system. Install AGM images and mitigate SCAP
(Security Content Automation Protocol) Benchmark vulnerabilities. Verify IAVA patches are current and install non-compliant
IAVAs. Performs regular backups, database maintenance, software maintenance, operating system upgrades, security updates, etc.
Insures systems are in compliance with the Defense Information Systems Agency (DISA) Security Technical Implementation
Guidelines (STIG), Federal Information Security Management Act (FISMA), National Institute of Standards and Technology (NIST)
and other security directives. Creating and updating associated system documentation and reporting to include APMS (Army Portfolio
Management System), eMASS (Enterprise Mission Assurance Support Service), RMF (Risk Management Framework), TSP (Tenant
Security Plans), POAMs (Plan of Action and Milestones), MOAs (Memorandum of Agreements), CONs (Certificate of
Networthiness), DIACAP (Defense Information Assurance Certification) in order to acquire approval to connect to Fort Sill's ICAN.
Configure, support and maintain Storage Area Network (SAN) & Direct Attached Storage (DAS) for DPW systems. Performing
Cyber Security for DPW and working closely with the NEC Cyber Security to provide sustainment and defense of LandWarNet
capabilities across the Fort Sill. Analyze, design and establish parameters and techniques for solving software deficiencies and for
improving efficiency and effectiveness. Monitors equipment usage and storage to anticipate problems by projecting trends or
identifying unusual patterns. Conducts staff studies, reviews proposed changes or additions to existing structures and systems and
determine the impact of changes. Coordinates design change implementations with higher headquarters and NEC and ensures lateral
and higher headquarters data interchange requirements fulfillment. Brief management and conduct training sessions on system
capabilities and planned enhancements. Evaluates new equipment and software. Prepares and submits to management upgrade
proposals with evaluation rationale and resource requirements. Ensures completion of daily functions required for efficient operation
of multiple hardware, software and databases. Researches literature, accesses the internet, and consults with vendors to survey the
market and determine optimal solutions to meet requirements. Participates in meetings to achieve system expectations and contribute
to automated system and functional area overall performance. Serves as the DPW unique systems point of contact for interface with
the NEC and higher headquarters. Serves as Information Assurance Security Office/Information Systems Security Officer
(IASO/ISSO). GPC (Government Purchase Card) Billing Official ensuring transactions are legal, proper, correct, and satisfy a bona
fide need; retain adequate documentation; cardholders must reconcile all transactions with purchase log entries; ensure facts presented
in documents for payment are complete and accurate to include designation of the proper funds; ensure all items and services have
been received, ensure procedures in place for items or services not received by the next billing cycle are disputed within the
designated dispute timeline; and ensure billing statement invoice transactions are reallocated to other accounting classifications, if
necessary, prior to the actual certification of the invoice. Verifying the line item detail on the invoices matches the amount certified
for payment. Ensuring not to certify a known or suspected fraudulent transaction. Taking appropriate action to prevent submission of
duplicate invoices for the same transaction. Certifying authorized transactions and forwarding the official invoice for timely payment
processing. Following agency procedures for addressing all fraudulent, improper, abusive, or questionable transactions. Adhering to
the following regulations: DOD Government Charge Card Guidebook; Army Government Purchase Card Operating Procedures; DOD
Financial Management Regulation Volume 10, Chapter 23; DOD FMR, Volume 5, Chapter 33, Certifying Officers; Army Federal

This position began as a contract position and moved into a permanent civil service position. Working within the Business Operations Division and providing support to all branches of DPW. Systems supported include: Energy Monitoring and Control Systems (EMCS), Industrial Control Systems (ICS), Geographic Information System (GIS), Customer Interaction Center (CIC), MAXIMO, e4Clicks, CADD and other mission unique servers. Serving as the single main point of contact within DPW for all hardware, software, technical, training, and management issues concerning fielding of new systems and sustainment and maintenance of automated support programs. Provides management support services in the areas of financial management, budgetary, program cost analysis, annual and multi-year fiscal planning, integrity and validity of data in automated systems. Interfaces with the Garrison Information management Office/S6 and Network Enterprise Center (NEC) and coordinates configuration control management and monitors compliance of Security Technical Implementation Guide (STIG) implementations. Serves as IT specialist responsible for planning, design change submissions, revision, implementation, and maintenance of a complex, force protection, and customer service server based systems. Maintains mission unique systems for the DPW working closely with the NEC. Analyzes and improves the efficiency and the operations of the systems. Develops procedures for data processing and ensures compliance with Department of Defense (DOD) and Department of Army (DA) policies & regulations. Installs, configures, troubleshoots, upgrades, debugs and maintains hardware & software. Performs database management and server administration, diagnoses systems/server problems, and restores system failures and devises recovery plans for lost data. Maintains TCP/IP addresses, domains, communication protocols, network connectivity in order to establish and maintain network security. Maintains network operations and resolves problems concerning computer, scanners, printers, and other peripherals devices. Creating and updating associated system documentation and reporting to include APMS (Army Portfolio Management System), eMASS (Enterprise Mission Assurance Support Service), RMF (Risk Management Framework), TSP (Tenant Security Plans), POAMs (Plan of Action and Milestones), MOAs (Memorandum of Agreements), CONs (Certificate of Networthiness), DIACAP (Defense Information Assurance Certification) in order to acquire approval to connect to Fort Sill's ICAN. Configure, support and maintain Storage Area Network (SAN) & Direct Attached Storage (DAS) for DPW systems. Performing Cyber Security for DPW and working closely with the NEC Cyber Security to provide sustainment and defense of LandWarNet capabilities across the Fort Sill. Analyze, design and establish parameters and techniques for solving software deficiencies and for
  • 2. improving efficiency and effectiveness. Monitors equipment usage and storage to anticipate problems by projecting trends or identifying unusual patterns. Conducts staff studies, reviews proposed changes or additions to existing structures and systems and determine the impact of changes. Coordinates design change implementations with higher headquarters and NEC and ensures lateral and higher headquarters data interchange requirements fulfillment. GPC (Government Purchase Card) Billing Official ensuring transactions are legal, proper, correct, and satisfy a bona fide need; retain adequate documentation; cardholders must reconcile all transactions with purchase log entries; ensure facts presented in documents for payment are complete and accurate to include designation of the proper funds; ensure all items and services have been received, ensure procedures in place for items or services not received by the next billing cycle are disputed within the designated dispute timeline; and ensure billing statement invoice transactions are reallocated to other accounting classifications, if necessary, prior to the actual certification of the invoice. Verifying the line item detail on the invoices matches the amount certified for payment. Ensuring not to certify a known or suspected fraudulent transaction. Taking appropriate action to prevent submission of duplicate invoices for the same transaction. Certifying authorized transactions and forwarding the official invoice for timely payment processing.
