Port Tariffs Study
The comparison of costs and the higher figure for revenues suggests that
port tariffs could be reduced by 61% and still cover costs
Recommendations for building a sound foundation for rational tariffs:
1. Bringing Ukraine into line with ports elsewhere with a switch to Gross
Tonnage as the base for port entry tariffs
2. Reduction in the number of published tariffs
3. Adoption of a mission statement that the objective of port pricing
should be to minimize the cost of trade to Ukraine rather than to
profit the port authority

Good afternoon, , thank you for attending our next donor meeting!
This meeting is last in 2016 and I would like to present about our plans and achievements, existing and new projects

So, the fist our achievements and plans. Unfortunately we can not predict the Parament sometimes and only part of laws that Ministry proposed during infrastructure day were voted.
I am glad that Road Fund was approved besides that it planned to be established in 2018, it is a first step that we accomplished.
Also the Law on E-tickets was voted and its will give us possibility to provide better services for users of transport services.

The Ministry together with TA project organized National Round Table to collect public opinion on problematic questions including multimodal transport, transit, safety, ecological issues etc. to include all outputs in National Transport Strategy that under revision right now.
Now we are working to develop KPI and action plan for 2017 based on consultations with all stakeholders and in the begging of 2017 the final revised version of Nation Transport Strategy will be presented.
I would like to point out that we started our work for revision of National Transport strategy in the beginning of summer and still moving very fast to upgrade existing strategy maximum effectively.

Every strategy will be only useless paper work without implementation. I am grateful to EU for funding the Reform Support Team in the Ministry aiming to facilitate reforms and Transport Strategy implementation.
Besides every strategy has costs for its implementation at the moment the analysts are working to estimate these expenses for Ukraine.
I must say that comparing with EU countries Ukraine has limited resources for implementation of the projects that is why we trying to use all funding mechanizes that available.
The Ministry is working for the approval of technical assistance projects 2018-20 with EU to support Transports Strategy , also negotiations started with the Ministry of Finance to receive EU budget support in 2017.

80% of the people in Ukraine are seeking to combat corruption. That is why we launched in the Ministry the Anti-Corruption Department that showed already its effectiveness. During next year we plan to develop and implement the Compliance System in the Ministry and biggest agencies and SOEs, I am very glad that the Ministry also is a pioneer in this field.
I am very grateful to EBRD for support of our reforms in Ukrposhta and I hope in UZ aiming to implement corporate governance principals in these companies.
Procurement – still a painful topic unfortunately, we understood that Prozzoro is not a panacea for such companies as USPA and UZ. At the moment we are considering to use UNOPS as a temporary instrument to outsource purchases. Also ERP is important instrument to be implemented to avoid productional inefficiency and other misleads.
Unfortunately Ukraine is facing luck of logistic efficiency we can observe producers that can not obtain wagons form UZ or river users that are not happy with tariffs. I am not even talking about transit – besides of all our trying to improve situation it is definitely not enough.
I am grateful to World Bank for support our initiatives for Logistic action plan and establishment of Logistic Committee and EU for potential support of its implementation.
I believe that Government coordination in implementation of specific action plan can excessively improve effectiveness of internal logistic and stimulate growth of transit.
The problem is very complex, however together will cooperation of all stakeholders we can solve anything I believe.

I would like to update our work with Concession law amendment – together with experts, Ministry of Economy and other stakeholders we finished discussion on PPP policies and agreed on all critical issued that raised during the discussion. Now we are waiting for first draft Law from EBRD experts based on our work.
I am glad that we started working with World Bank on Kherson pre-feasibility study and received approval from EU for support of pre-feasibility study for ports Yuzhniy and Chernomorsk.
In 2017 we plan concession of 2 pilot ports Kherson and Olvia.
In the summer we launched program of illumination of infrastructure bottlenecks, during this time we analyzed all existing inefficiencies and identified pipeline of projects in accordance of prioritization system that also have been developed together by Ministry together with EU technical assistance project.
Also we opened on our web-site window for submission of new project for our analyses, because the pipeline of projects is not full in our opinion.
At the moment we started to contact with IFIs to identify potential interests.
At the moment our aim is preparation for IMO audit in 2018, improve efficiency and transparency of the sector.
Developed documentation for establishment of Maritime Administration, mobilized donor help. Next week US Cost guard will arrive with the mission to assist with Maritime Administration establishment, EU and US Treasury already provided huge support for development of preliminary concept.
Potentially technical Assistance form EMSA side is expected as well.
The Ministry developed draft of Action plan for IM audit preparation and going to discuss this plan with all stakeholders.
The next very important topic is reform od USPA that we plan to start during next year.
The Ministry organized a series of sectoral donor meetings on Inland Waterways and result is Dnipro Development Initiatives launched by Dutch Ambassador, this initiatives involving all the donors with aim to open the river and increase cargo flows in a future.
The next step is approval of Law on Inland Waterways Transport by Rada and program of reconstruction of water locks, conduction of sustematic dredging based on expert help from Dnipro Development Initiative.
As I already said, I am very glad that Rada approved establishment of Road Fund also I am proud of new Heads of Ukratodor and Dorinvest – they are already demonstrating positive results and improvements in the sector.
The EBRD supported establishment of Reform Support Team in Ukrautodor and Mr. Novak will have support, the first assignment will be development the implementation program for Road Fund and polices to improve Road Safety.
New year we plan facilitation of next reforms: decentralization, improvement of road safety, implementation of FIDIC principals, conduction of functional audit and potential restructuration.
The preliminary results received from World Bank on Road Prioritization Study- the First Deputy Mr. Kravtsov will present about it more detailed in a few minuets .
The Agency of Infrastructural Projects was created and 300 millions of hryvnas will be allocated till the end of the year. This funds will be spent on renovation of the runways in the regional airports and realization of the Strategy of development regional airports till 2030. The Ministry is aiming to demonstrate transparent spending of these funds using UNOPS with support of US Treasury for reconstruction of Odessa runway project.
A lot of steps have been done for liberalization of the market and improvements of safety, implementation of EU rules and standard in aviation sector.
The signing agreement with EU and European Aviation Safety Agency for convergence of certification and obtaining of technical assistance planned in the begging of 2017. This process that will potentially open EU market for Ukrainian aircraft and spare parts producers like Antonov and Motor Sich.
