The Cold War between the US and USSR lasted from 1946 to 1991 and was characterized by political and economic competition between the communist and capitalist worlds. During the 1980s, the Soviet Union fought a war in Afghanistan and the US spent $2 trillion on nuclear forces to counter the Soviet submarine force. Submarines were not developed for strategic purposes until the work of John Holland and Simon Lake in the 1880s.
