2. • This first election is a signal towards
democracy.
• It let the local people to elect their local
representatives in the Legislative Council
for the first time
• The Legislative Council consist of 13 non-
officials and 9 officials
• The governor nominated the officials
3. • 6 of the non-officials in the Legislative
Council were elected by the people.
• The Singapore Progressive Party was the
only political Party to take part in the
election. In the end, out of 6, 3 won the
seats in the Legislative Council. The
Independent candidates won the
remaining 3 seats
4. • However, the election was a low-key event
because the response received by the
people was poor. Out of 940000 people in
the population, only 13800 voted
• In the Legislative Council, the Singapore
Progressive Party is working closely with
the British government
5. • The Singapore Progressive Party help
fight for equal treatment for the local and
the European civil servants
• It also proposed a financial security
scheme which will benefit retired worker
• The response given by the people was
poor because the voting was optional
6. • The government also restricted the voting
to those born in Singapore; many people
are not born in Singapore so they are not
qualified to vote
• The Singapore Progressive Party was not
popular with the Chinese-educated
community because the party was made
up of English-educated community and not
the Chinese

motivated to be pro-British and believed in
ongoing self-government
• The Singapore Progressive Party did not
sucessfully pressurized the British
government for changes
