4. 3. Rationality for Conducting Initial Environmental Examination (IEE)
⮚Province No. 1 Province Environment Protection Rule (EPR), 2077 Annex-2, (B) Industry Sector No.
(14) states that, “IEE is obligatory for the establishment of any industry producing more than 10 metric
tons of consumable goods per day.
⮚Since the proposed Suraj Veneer Manufacturing Industry will consume only 85,000 cubic feet of wood
and wood related products per annum, it also needs an IEE before its establishment and operation.

5. 4. Objectives of Initial Environmental Examination (IEE)
General objectives
The general objective of the study is to prepare an IEE report in order to enhance production capacity of
Ganesh Agro Industry Pvt. Ltd in an environmentally sound manner.
Specific objectives
⮚To establish the physical, biological and socioeconomic & cultural baseline conditions of the project
area;
⮚To identify beneficial and adverse environmental impacts of the project during construction and
operation phases;
⮚To analyze the impacts in terms of the magnitude, extent and duration;
⮚To suggest mitigation measures for the adverse impacts and enhancement measures for beneficial
impacts;
⮚To involve public in the decision-making process related to the environment; and
⮚To provide information to the decision makers regarding further action and about the environmental
implications due to the development of the proposed project.

7. 6. Relevance of the Proposal
• Rice is Nepal’s most important staple food crop and an important source of income for the farmers,
critical to food and nutrition security (67% of total cereal consumption and 23% of protein intake),
employment, and income for farmers. In addition, it is contributed to the economy; e.g. 20% to
Agricultural Gross Domestic Product and 7% to GDP Gadal et.al (2019).
• Samaya Gairhe (2020) reported that, “because of the lack of appropriate rice milling technology in
Nepal, the value of rice in Semi-milled or wholly milled rice, and Broken rice imports are increasing
at the rate of 36.70 and 52.01 percent per annum respectively.
• The rice milling process is the most important step in rice production because it determines the
nutritional, cooking, and sensory qualities of crude rice.
• Rising awareness regarding the health benefits of parboiled and white rice among the masses is
providing a thrust to the market growth. The consumer preference is rapidly shifting towards an
energy-rich carbohydrate-based diet and regular and moderate consumption of rice can minimize the
risks of developing diabetes and various other medical ailments.
8. 6. Relevance of the Proposal

• In line with this, the increasing demand for premium and specialty white rice products and
dishes is also favouring the market growth.
• Additionally, extensive improvements in the rice production technologies and rising demand
for rice flakes, puffed rice, rice wafers and canned rice, are acting as other growth-inducing
factors. Hence developing capacity of rice processing industry in high throughput milling for
processing steamed, parboiled and polished rice including developing the skilled workforce in
packaging and branding is needed for this competitive market.

17. 11. Manufacturing Process

Step 1: Cleaning
• Cleaning The impurities present in paddy rice are varied; weeds, animals used for threshing, and natural drying
all account for the extraneous materials found in the paddy.
Step 2: Grading
• Sorting on the basis of kernel thickness is essential for good-quality parboiled rice.
• This is done by means of grading reels fitted with a steel sheet with rectangular slots or with wire netting.
Step 3: Steeping
• Different varieties of paddy rice have their own steeping characteristics.
• The methods used to achieve steeping include: (1) the use of high- and medium-temperature water; and (2) the
addition of wetting agents to the steeping water. Steeping is needed to provide the starch with a sufficient amount
of water for gelatinization. A moisture content of not less than 30% is required to fully gelatinize the starch in the
caryopsis.
Step 4: Steaming
• The purpose of steaming is to increase the milling yield and to improve storage characteristics and eating quality.
• Steaming improves the firmness after cooking and achieves better vitamin retention in the milled rice. If the
starch in the endosperm is not fully gelatinized, there will be white cores present in the parboiled product.
18. 11. Manufacturing Process of Rice

Step 5: Drying
• The objective of drying parboiled rice is to reduce the moisture content to an optimum level for milling and
subsequent storage and to obtain the maximum milling yield. The drying process is stopped for a while when
the moisture content reaches 16% and then drying is resumed using the appropriate temperature and drying time
Step 6: Tempering
• After drying, the parboiled paddy must be allowed to rest for a time before milling. This time interval is called
the tempering period. A tempering period of about 48 h is needed for the product to dissipate the heat it
received during drying. Also, the moisture content inside each grain must become uniform throughout.
Step 7: Milling
• Milling is done only when the rice has become stabilized at an ambient level and the grains have hardened and
become glassy in texture.
• The moisture content of parboiled milled rice may be brought up to 12–14%, even if that of the raw paddy used
for the process is below these percentages.
• Milling Parboiled rice, when properly prepared and milled, gives the maximum yield of edible rice with a
minimum amount of broken grains. It is necessary to pass the product through a cone-type whitening machine
abrasive or a horizontal cylinder covered with abrasive material in order to remove the pericarp, the perisperm,
and the layer of aleuronic cells.

• The IEE Report will be prepared as per Schedule-12 of Province No. 1 Province
EPR, 2077 (Pertaining to Rule 7 sub-rule 1) and will also be adapted to project
specific situation. The chapters will also be planned in accordance to the contents of
the schedule.
