This document provides an agenda and overview for the Greater Manchester Social Value Network Conference. The conference will include plenary sessions on the work of GMSVN, social value strategy and policy in Greater Manchester, and the University of Manchester's approach to maximizing social value. There will also be workshops on emerging trends in social accounting, maximizing social value through procurement and business engagement, and Greater Manchester Talent Match. GMSVN was formed to promote social value across all sectors in Greater Manchester and their vision is for organizations in every sector to seek social, environmental and economic value from everything they do.

‘To encourage organisations in every sector to seek relevant
social, environmental and economic value from everything they
do, including service delivery, commissioning and procurement.
Social Value includes more than just the financial transaction
and includes: happiness, well-being, health, inclusion,
empowerment, poverty, and environment

SOCIAL VALUE – achieving outcomes from ALL public procurement and
commissioning; harnessing the role of the business sector, the role of public
bodies as employers of local people and enablers of development and
investment… and therefore achieving the most from the GM Pound.
16. Objectives
EMBEDDING SOCIAL VALUE…
• Within all public sector commissioning, service provision and the
expenditure of public funding – not just the Health and Social Care
budget
•To maximise the contribution that the business sector can make
across GM through purposeful business activities such as
employee volunteering, local supply chain, recruitment from
recommended sources and paying a Living Wage
AND…
•Developing the social market - ‘added value’ generated through
their normal activities by Voluntary, Community and Social
Enterprise (VCSE) organisations in GM - towards agreed goals;
thereby generating outcomes without investment of public funds,
but instead through volunteering, charitable giving, informal
trading and community action.
17. Outcomes
• Wellbeing and health outcomes articulated in the GM Strategic Plan as
‘added benefits’ from investment outside of the Health and Social Care
budget and from responsible business practice across GM
• Contribute towards the growth objectives of ‘Stronger Together
• Be part of a social movement for change in health
• A practical understanding of the interaction between economic and
social growth and an asset based approach to resilient communities
• Better return on investment / value for money in public sector
expenditure
• Added value from the activities of businesses in GM, as well as inward
investment, through the creation of local employment, local supply
chains, opportunities for local enterprise and physical regeneration
• Mitigate the impact of cuts to public sector budgets
• Achieve cashable savings in some circumstances

Objective 1: Maximising Social Value from the expenditure of
public funding
•Development of a clear description of what social value means in
GM for the partners in GM devolution
•Re-imagine the existing GMCA Social Value Policy for procurement
and commissioning
•Embed the policy into custom and practice across the GM Reform

•Develop an approach to quantifying Social Value benefits across
GM
