The rice industry's quest for greater quality at lower cost reached a dead end yesterday at a conference in Phnom
Penh, with exporters and farmers polarised on how to achieve greater returns for the industry.The workshop,
titled "Improving Rice Value Chain and Enhancing Farmers’ Livelihoods", was attended by more than 70
farmer representatives, businesses and government officials. On one side exporters want farmers to provide a

better-quality rice grain, but on the other, farmers cannot afford the premium to pay for the higher-quality
seed.Hun Lak, president of rice exporter Mekong Oryaza Trade, urged farmers to be more selective when
choosing their seeds to produce better-quality rice.“Good-quality rice can be sold at a higher price,” he said.
“Quality rice can also help [rice exporters] to find markets easier and also help us to compete in the market.
”Fellow exporters and rice millers supported Lak’s view, including Vong Bunheng, president of Heng Heng
Rice Miller, who said millers cannot continue to pay farmers for poor-quality rice.“Buyers only want the long
and less chalky rice. Currently only 30 per cent of stock is salable as premium grade. Where can I sell the
remaining 60 per cent?” he said.Kan Vesna, a farmers representative from Battambang province, rebutted the
millers concerns, saying millers systematically reducing prices across the industry created little incentive for
farmers to improve their crops.“Using quality seed and proper farming techniques means higher production
costs, and if they are going to sell their paddy at the same price as other farmers, why should they do it?” he
argued.Ly Eng, another farmers representative from Battambang, said a lack of funds to afford good seeds
meant standards would remain the same.
“Good selection seeds are expensive, and most of the farmers’ knowledge with farming technique is still very
limited,” he said.Eng called on rice millers to lift their buying price.“When you give higher prices, farmers can
use the money to improve their farming. Farmers will be able to cease practising outdated, traditional farming
techniques,” he added.Hean Vanhorn, the deputy director for the General Department of Agriculture, said the
farming community should come together and stock quality seed for future harvests.“It starts with a strong rice-
farmer community. [The government] will be able to provide help to train farmers on farming techniques,” he
said, adding that the government wouldn’t subsidise seed.“I have listened to the comments of the speakers here.
They are all very good, but to answer our question on how to get farmers to use quality seed – after the
discussion this morning, it is not still answered yet,” said farmers representative Eng at the close of the debate.
Pakistan Rice Quotes Mixed Today; OtherAsia RiceQuotes Unchanged

Pakistan rice sellers increased their quotes for 5% broken rice by about $30 per ton to around $455 - $465 per
ton and lowered their quotes for 100% broken rice by about $5 per ton to around $425 - $435 per ton today.
Other Asia rice sellers kept their quotes mostly unchanged.
5% Broken Rice
Thai 5% rice (of new crop) is quoted at around $370 - $380 per ton, about $30 per ton lower that Viet 5% rice
quoted at around $400 - $410 per ton.
Indian 5% rice is quoted at around $425 - $435 per ton, about $30 per ton lower than Pak 5% rice quoted at
around $455 - $465 per ton, up about $30 per ton from yesterday.
25% Broken Rice
Thai 25% rice of the old crop is quoted at around $340 - $350 per ton, about $20 per ton lower than Viet 25%
rice quoted at around $360 - $370 per ton.

Indian 25% rice is quoted at around $385 - $395 per ton, on par with Pak 25% quoted at around $385 - $395
per ton.
Parboiled Rice
Thai parboiled rice of the old crop is quoted at around $410 - $420 per
ton.
Indian parboiled rice is quoted at around $400 - $410 per ton, about $35 per ton lower than Pak parboiled rice
quoted at around $435 - $445 per ton.
100% Broken Rice
Thai broken rice, A1 Super, of the old crop is quoted at around $305 - $315 per ton, about $30 per ton lower
than Viet broken rice quoted at around $335 - $345 per ton.
Indian broken sortexed rice is quoted at around $310 - $320 per ton, about $15 per ton lower than Pak broken
sortexed rice quoted at around $325 - $335 per ton, down about $5 per ton from yesterday.

Oryza Overnight Recap - Chicago Rough Rice Futures LittleChanged Overnight

Chicago rough rice futures for Jul delivery were paused 0.5 cents per cwt (about $0.11 per ton) lower overnight
at $15.045 per cwt (about $332 per ton) as of 8:00am Chicago time. The other grains are seen mostly higher this
morning ahead of floor trading in Chicago: soybeans are currently seen about 0.4% higher, wheat was paused
about 0.6% higher, and corn is noted about 0.5% lower.
U.S. stock index futures retrieved modest gains on Thursday after a second estimate had first-quarter growth
contracting more than expected, but weekly jobless claims coming in better than hoped. The Commerce
Department reported gross domestic product declined at a 1% annualized rate in the first quarter, with the drop
larger than the 0.4% contraction estimated by analysts. Separate data on pending home sales in April is
expected at 10 a.m. Eastern. Stocks ended a four-session rally on Wednesday, with investors skittish as the 10-
year Treasury yield fell to 2.44%, its lowest closing level since last July. The move in U.S. yields followed falls
in their German counterparts on news of an increase in Germany's unemployment. U.S. stock index futures are
currently trading about 0.1% higher, gold is currently trading about 0.4% lower, crude oil is seen trading about
0.3% higher, and the U.S. dollar is currently trading about 0.1% lower at 8:00am Chicago time.

Rice husk (hull) is one of the largest agricultural waste produced in the world. Now, Alexis T. Belonio, senior
research fellow at Philippine Rice Research Institute, has realised that rice husks can not only be a good
addition to fertilizers but also be used as a low-cost bio-fuel for cooking. He has designed a stove which could
be of help to rice farmers who anyway have rice husk and want to spend less on cooking fuel.With fuel and
energy prices hitting an all-time high, stringent rules against using wood as fuel, he designed the stove using
rice husk which is available in abundance in his country.
Belonio’s stove works like a normal stove, except that it is powered by burning rice hulls instead of the
liquefied petroleum gas. It has a burner, a gasifier reactor, a char chamber, a fan and a switch. He derives
inspiration from Rice husk stove technology introduced by the International Rice Research Institute (DA-IRRI)
Program in 1986 to replace wood and charcoal for cooking. A single-burner stove costs around $45. A kilo of
rice husks lasts for an hour. Using the stove costs only $0.06 per hour compared to $0.38 for an LPG stove.This
stove, which has won National Winner for the Philippines of the Energy Globe Award 2014 besides several
other awards, is now being marketed in rice-rich countries such as Sri Lanka, Vietnam, India and Cambodia.
India Average WholesaleRice Prices Decline4% m/m in May 2014; Increase 7% y/y
Average monthly wholesale rice prices in India declined to around Rs.2,872 per quintal in May 2014, down
about 4% from around Rs.2,984 per quintal in April 2014, and up about 7% from around Rs.2,675 per quintal in
May 2013, according to official sources. In terms of USD per ton, wholesale rice prices in India stand at around
$487 per ton (using current exchange rates) in May 2014, down about 1% from around $492 per ton (using
historical exchange rates) in April 2014, and up about 1.2% from around $481 per ton (using historical
exchange rates) in May 2013. The average wholesale rice price in January - May 2014 stands at around
Rs.2,826 per quintal, up about 8% from around Rs.2,625 per quintal during the same period in 2013.
However, in USD per ton terms, the average wholesale price in January - May 2014 stood at around $464 per
ton (using historical exchange rates), down about 4% from around $484 per ton during the same period in 2013,
partly due to weakening of the Indian rupee against the USD since the second half of 2013. Average wholesale
rice prices in India have been increasing since the beginning of this year due to concerns of declined supplies
from the main rice crop (June - December 2013), which was affected by weather disturbances last year. India's
second rice crop (November 2013 – April 2014) was also affected by unseasonal rains in early March 2014 in
some parts of the country. However, the third advance production estimates released by the government of India
in the second week of May led to a correction in prices this month.

According to the second advance estimates by the Directorate of Economics and Statistics under the Ministry of
Agriculture, rice production in the current marketing year 2013-14 (October 2013 - September 2014) is
projected at around 106.29 million tons, up about 1% from around 105.24 million tons in the previous year.
However, El Nino could impact the upcoming main rice crop and potentially send prices much higher
again.USDA estimates India to produce 105 million tons milled rice and export 10 million tons rice in MY
2013-14 (October 2013 - September 2014).

FAO Estimates Bangladesh 2014 RiceImports to Nearly Triple to Record 400,000

The UN's Food and Agriculture Organization (FAO) has estimated 2014 Bangladesh's rice imports to nearly
triple to about 400,000 tons due to lower prices in international market. The FAO reports that most of the
imports are by the private sector.The FAO estimates 2014 aggregate paddy rice production from the three
seasons - Aus, Aman and Boro - at 52 million tons (around 34.84 million tons basis milled), slightly above an
estimated 2013 paddy rice production of 51.5 million tons (around 34.5 million tons basis milled) due to
increased planted area backed by favorable weather conditions, and government support to the rice sector, in the
form of seed, fertilizer and fuel subsidies.
On average, Aus, Aman and Boro seasons account for 7%, 38% and 55% respectively of annual paddy
production. The UN agency reports that planting for 2014 Aus season rice crop, which accounts for 7% of
annual paddy production, is almost complete and expects the season's output at 3.6 million tons (around 2.4
million tons basis milled), up about 3% from about 3.5 million tons produced last year. It also reports that paddy
rice production from 2013-14 Boro crop, which accounts for about 55% of total annual paddy production,
at record 28.5 million tons (around 19 million tons basis milled), slightly above bumper production in
2012. The FAO reports that domestic rice prices were stable in April and expects prices to decline in the coming
months with increased supply from 2013-14 Boro crop harvests.
According to data from Bangladesh's Ministry of Food, Bangladesh imported 374,560 tons of rice (371,500 tons
by private sector and 3,060 tons by the government) as on May 27, 2014 during the 2013-14 fiscal year (July
2013 - June 2014). Bangladesh imported 28,930 tons (25,270 tons by private sector and 3,660 tons by the
government) during the 2012-13 fiscal.
USDA estimates MY 2013-14 (July 2013 - June 2014) Bangladesh paddy rice production at 51.89 million tons
(around 34.59 million tons basis milled), up about 2% from around 50.74 million tons (around 33.82 million
tons basis milled). It estimates MY 2014-15 paddy rice production to slightly increase to 52.2 million tons
(around 34.8 million tons basis milled) over MY 2013-14. It estimates Bangladesh to import 400,000 tons of
rice in MY 2013-14, up about 11.5 times from a mere 35,000 tons imported in MY 2012-13. However, it
expects Bangladesh’s imports to decline by about 75% to 100,000 tons in MY 2014-15.

FAO Estimates Thailand 2014 Rice Exports at 9 Million Tons, Up 36% from Last

The UN's Food and Agriculture Organization (FAO) has estimated Thailand's rice exports to increase to 9
million tons in 2014 marketing year (January - December), up about 36% from about 6.62 million tons exported
in 2013, and about 8% above the five-year average level of about 8.3 million tons.In its country brief on
Thailand, the FAO noted that the recovery in exports is due to near-record production of the 2013-14 main
season (October 2013 - February 2014) and high carry-over stocks.
It stated that the exports continued at above-normal pace despite ongoing political instability in the country.The
FAO estimates 2013 aggregate paddy rice production at record 38.2 million tons (around 25.2 million tons basis
milled), up about 4% from about 36.6 million tons (around 24.2 million tons basis milled) produced in 2012.
Harvesting of the 2013-14 secondary crop (February - June) is going on and the FAO estimates paddy
production from this crop at 10.1 million tons (around 6.67 million tons basis milled), down 5% from about
10.6 million tons (around 7 million tons basis milled) produced last year, based on official estimates from Thai
Agriculture Ministry.The UN agency estimates 2014 aggregate paddy rice production at 37.5 million tons
(around 24.75 million tons basis milled) , down about 2% from an estimated 38.2 million tons (around 25.2
million tons basis milled) in 2013 due to expected decline in 2014-15 main season paddy planting area backed
by lower domestic prices and high carryover stocks.
It estimates 2014-15 main season paddy production at 28 million tons (around 18.5 million tons basis milled),
down about 2% from about 28.6 million tons (around 18.9 million tons basis milled) produced last year. The
FAO reports that planting of the 2014-15 main season paddy rice crop has begun and estimates total paddy rice
acreage in this season at 10.3 million hectares, slightly below the last year's planted area.The FAO reports that
domestic rice prices continued to decline in April 2014 due to excessive sales of government stocks coupled
with supplies from the ongoing 2013-14 secondary season harvests. Average wholesale prices of 25% broken
rice declined to about 10,879 baht (around $336 using historical exchange rate) per ton in March 2014, down
about 28% from about 15,050 baht (around $505 using historical exchange rate) per ton in March 2013.
Average wholesale prices of 5% broken rice declined to about 11,924 baht (around $368 using historical
exchange rate) per ton in March 2014, down about 22% from about 15,350 baht (around $515 using historical
exchange rate) per ton in March 2013. USDA estimates Thailand MY 2013-14 (January 2014 - December 2014)
paddy rice production at about 31 million tons (around 20.5 million tons basis milled), up about 1.5% from
about 30.6 million tons (around 20.2 million tons basis milled) from last year, and it expects paddy rice
production in MY 2014-15 to remain at 2013-14 levels but expects 2014 exports to increase to 10 million tons,
up about 10% from 9 million tons exported in 2013.

Thai Rice Farmers SeekAlternative to Rice Pledging Scheme

Thailand's rice farmers are seeking an alternative to the Rice Paddy Pledging Scheme introduced by the
previous government, which was abandoned from February 28, 2014 due to lack of funds, according to local
sources.The President of the Thai Rice Farmers' Association (TRFA) said rice farmers are very happy with the
Military government's decision to prioritize payments to them as they could plan for the next crop as well as
solve their immediate financial problems. The TRFA President also noted that though plights of many farmers
have been resolved temporarily, rice farmers still need state support due to rising production costs.
He noted that after the abandonment of the rice pledging scheme, farmers are forced to sell their produce at
market prices of around 5,000 baht to 6,000 baht (around $153 - $183) per ton of paddy rice. The government
paid 15,000 baht (around $458) per ton to common paddy and 16,000 (around $489) per ton to fragrant rice
paddy under the scheme since its introduction in October 2011.While the Military government has not made
clear its further plans for rice farmers, the TRFA President said military coup period could be an opportunity for
the government to chart a new legislation that could better secure the future of farmers as well the country's rice
sector.The general public have also hailed the military coup as a perfect solution to end the seven-month
political impasse and corruption in the country, according to a report published by Reuters.

Chicago rough rice futures for Jul delivery settled 2.5 cents per cwt (about $1 per ton) lower at $15.025 per cwt
(about $331 per ton). The other grains finished the day with mixed results; soybeans closed about 0.1% higher
at $14.9900 per bushel; wheat about 1% lower at $6.3250 per bushel, and corn finished the day about 0.6%
lower at $4.6950 per bushel.U.S. stocks posted small gains on Thursday, after the S&P 500 rose to an all-time
high, as Wall Street tracked falling Treasury yields while betting the U.S. economy would rebound from its first
contraction in three years.
The Commerce Department found gross domestic product declined at a 1% annualized rate in the first quarter.
Analysts had estimated a 0.4% contraction. On Thursday, benchmark yields continued their decline, with the
10-year Treasury recently down 1 basis point at 2.438%, after falling as low as 2.3971, its lowest since June.
After rising as much as 38 points and falling 12, the Dow Jones Industrial Average was lately ahead 10.73
points, or 0.1%, at 16,643.91. The S&P 500 hit an intraday record for a third straight session, and was lately up
4.38 points, or 0.2%, at 1,914.16, with consumer staples and materials faring best and utilities and
telecommunications the leading laggards among its 10 major industry groups.

The Nasdaq gained 11.79 points, or 0.3%, to 4,236.87. Gold is trading about 0.3% lower, crude oil is seen
trading about 0.9% higher, and the U.S. dollar is seen trading about 0.1% lower at about 1:00pm Chicago
time.Wednesday, there were 1,367 contracts traded, down from 1,428 contracts traded on Tuesday. Open
interest – the number of contracts outstanding – on Wednesday increased by 51 contracts to 8,157.

Use Paddy RiceStraw to Grow Mushrooms

Harpreet Singh Sodhi from Punjab Agricultural University (PAU) in India has discovered that after every rice
harvest, farmers can use leftover paddy straw to cultivate mushrooms. This helps the farmers monetarily as
mushrooms are in great demand in India and curbs the health hazards of burning it, he says.He advices farmers
to put mushroom seeds on the straw bundles and cultivate it the regular way. He has computed that about 1 kg
of dry paddy or wheat straw can yield half kg of Calocybe Indica mushrooms in a month while 22 bundles of
paddy yields 3 kg of Volvariella mushrooms in two weeks.

The U.S. cash market was silent today as buyers were reluctant to pay the numbers sellers were asking for.As of
today, old crop offers could still be seen near at $16.33 per cwt fob farm (about $360 per ton) for June
shipment; however, price ideas increase to around $16.66 per cwt fob farm (about $367 per ton) for July and
August shipment.Bids from most larger mills were unchanged near $14.80 per cwt (about $326 per ton) for
June delivery while bids for exporters could still be found around $16.00 per cwt (about $353 per ton), for the
same delivery period; however, both received little interest as smaller mills are said to be paying around $16.00
per cwt fob farm (about $353 per ton).In the meantime, the USDA delayed their release of weekly export sales
and shipment data until tomorrow due to the Memorial Day Holiday on Monday.
