ANSWER ON MARCH 11, 2016.
(a) to (c): The Government of India inter alia is implementing various poverty alleviation
programmes to improve the quality of life of people, namely, Mahatma Gandhi National Rural
Employment Guarantee Act (MGNREGA), National Rural Livelihoods Mission (NRLM) renamed
as Deendayal Antyodaya Yojana (DAY), Indira Awaas Yojana (IAY) and National Social
Assistance Programme (NSAP) in rural areas and Jawaharlal Nehru National Urban Renewal
Mission (JNNURM), Deendayal Antyodaya Yojana- National Urban Livelihood Mission (DAY-
NULM) and Pradhan Mantri Awaas Yojana- Housing for All (Urban) in urban areas. For
sustainable and inclusive growth, a multi-pronged strategy is being adopted for poverty alleviation
by increasing livelihood opportunities, providing social safety net and developing infrastructure
for growth and improvement of quality of life. The allocation made and funds utilised under various
schemes/programmes for poverty alleviation during the current Five Year Plan period,
scheme/programme-wise are given at Annexure I.
State/UT- wise Scheme-wise physical achievement made during the current Five Year Plan
period is at Annexure-II. As per poverty estimates of the erstwhile Planning Commission, the
percentage of persons living below the poverty line in rural areas has come down to 25.7% in 2011-12
from 41.8% in 2004-05 and in urban areas it has come down to 13.7% from 25.7% in the same period.
The State/UT-wise poverty ratio of 2004-05 and 2011-12 of rural and urban areas are given at
Annexure-III.

(c) whether the Government is considering a land bank held by a public agency to consolidate
operational holdings, in which interested land owners could deposit their land to lease land and if so,
the details thereof; and
(d) whether PM has held further consultations with the States at the National Conference on
Sustainable Agriculture and Farmers Welfare at Gangtok, if so, the details and the outcome thereof?

(a) & (b). Yes, Madam. A consultation meeting on the subject of land leasing and land titling
was held with the Chief Secretary and Principal Secretary (Revenue/ Land Department) of the State
Governments under the Chairmanship of Vice Chairman of NITI Aayog on 24th
August, 2015. As a
result of deliberations and on the request of representatives of State Governments, it was decided that
the Vice Chairman of NITI Aayog will constitute a committee to suggest a model land leasing law to
the States. As a follow up of this decision, an Expert Group was constituted by NITI Aayog on 7th
September, 2015 to prepare a draft Model Agricultural Land Leasing Act, in consultation with the
State Governments. In the process of preparation of draft model Act, the Expert Group has held
28. consultations with States and other stakeholders such as farmers & farmers groups, non-governmental
organizations, civil society groups, academicia and experts.
(c). No, Madam.
(d). National Conference on Sustainable Agriculture and Farmers Welfare was organized on 17-19
January, 2016 at Gangatok, Sikkim. The State Agriculture Ministers and Secretaries of Agriculture
and allied sector participated in the consultation. The issue of Land Leasing was also discussed in the
conference. Hon’ble Prime Minister addressed the Plenary Session of the conference on 18th
January,
2016.

Finance Commission has recommended for relaxation in borrowing limit of States
from 3 to 3.5 percent of Gross State Domestic Product (GSDP) for the States, if so, the details thereof;
(b) whether the various States including Telangana Government has requested the NITI Aayog for
allowing the use of funds for its developmental works in the State, if so, the details thereof; and
(c) whether NITI Aayog has taken any decision in this regard and if so, the details thereof?

(a) As per the 14th
Finance Commission, annual borrowing limits for the States during the award
period are enunciated as follows:
i. Fiscal deficit of all States will be anchored to an annual limit of 3 per cent of GSDP. The States will
be eligible for flexibility of 0.25 per cent over and above this for any given year for which the
borrowing limits are to be fixed if their debt-GSDP ratio is less than or equal to 25 per cent in the
preceding year.
ii. States will be further eligible for an additional borrowing limit of 0.25 per cent of GSDP in a given
year for which the borrowing limits are to be fixed if the interest payments are less than or equal to
10 per cent of the revenue receipts in the preceding year.
iii. The two options under these flexibility provisions can be availed of by a State either separately, if
any of the above criteria is fulfilled, or simultaneously if both the above stated criteria are fulfilled.
Thus, a State can have a maximum fiscal deficit-GSDP limit of 3.5 per cent in any given year.
iv. The flexibility in availing the additional limit under either of the two options or both will be
available to a State only if there is no revenue deficit in the year in which borrowing limits are to
32. be fixed and the immediate preceding year. If a State is not able to fully utilise its sanctioned
borrowing limit of 3 per cent of GSDP in any particular year during the first four years of the award
period (2015-16 to 2018-19), it will have the option of availing this un-utilised borrowing amount
(calculated in rupees) only in the following year but within the award period
(b) & (c): State Governments including Telangana have been requesting NITI Aayog time to time, for
providing fund for their developmental works in 2015-16. In FY 2015-16, Rs.450 crore has been
provided to Telangana State by NITI Aayog from Special Assistance available under Demand no.37
of Union Budget 2015-16 for development of 9 identified backward districts of Telangana namely,
Adilabad, Nizamabad, Karimnagar, Waranagal, Medak, Rangareddy, Nalgonda, Khammam and
Mahabubnagar.

Index for 2014;

(a) to(c): As per the Human Development Report (HDR) 2015 of United Nations Development
Programme (UNDP), Human Development Index (HDI) value for India was 0.609 in 2014 which
improved from 0.604 in 2013. As per the HDR 2015 India was placed at 130th
position out of 188
countries in 2014 whereas India’s HDI rank was 131 in 2013. It has been clarified in the report that
International Data Agencies continuously improve their data series. Therefore, year to year changes in
the HDI values and rankings across different editions of the HDR are not strictly comparable.
India’s HDI trends based on consistent time series data are given in the Table below.Over the
years India has registered a consistent improvement in HDI value which increased from 0.496 in 2000
to 0.586 in 2010 and further to 0.609 in 2014. India has registered average annual HDI growth of 0.97
percent in 2010-14.

(d): The Government's strategy of achieving high growth rate by generating more employment
opportunities and strengthening social infrastructure such as public health and education through
implementation of flagship programmes like National Health Mission (NHM), Sarva Sikhsha Abhiyaan
(SSA), Integrated Child Development Scheme (ICDS), Mid-Day Meal Scheme, Mahatma Gandhi
National Rural Employment Guarantee Scheme (MGNREGS), poverty alleviation by providing wage

Will the Minister of PLANNING be pleased to state:
(a) the details of funds allocated by the Government through devolution, Plan Grants and non-plan
grants including flagship programmes during the last three years, State/UT-wise;
(b) the details of funds disbursed and the funds utilised, scheme and State/UT-wise;
(c) whether the Government has reviewed the utilisation of said funds, if so, the details thereof;
(d) whether the amount sanctioned by the Government is sufficient for development of State, if so,
the details thereof; and
(e) if not, whether the Government proposes to increase the funds to State, if so, the details thereof,
State/UT-wise?

(a) to (e) Finance Commission makes recommendation of State-wise devolution & non Plan Grants
and on the basis of this recommendation Ministry of Finance releases the same to States. The State-
wise allocation of Plan funds through Central Assistance to State & UT Plans (CASP) was done by
erstwhile Planning Commission during the finalization of Annual Plans of States. After its
restructuring, Centrally Sponsored Schemes (CSS) including flagship schemes have become a part of
CASP w.e.f Financial Year 2014-15. Planning Commission has been replaced by NITI Aayog w.e.f.
1.1.2015 and allocation of CASP is no more a mandate of NITI Aayog. A table showing the State-wise
allocation and releases of CASP during last three years is placed at Annex – I.
