The essence of a great place is a wonderful community -
and the economic engine that drives a community is
businesses. That is why I am 100% invested in our
Montgomery County Chamber of Commerce.
Our Board is a strong group of leaders who are willing to
share their knowledge and connections to help our
community succeed. We come from a wide and diverse
range of industries.
This Chamber leverages those connections through our

WhenI firstheldthe symbolictorch thatwas passedtome frommy predecessor, Icould not have imagined the
year ahead and how I would grow and learn from the experience of serving as Chair of the Board. I thank the
MCCC Board of Directors for your contributions to the Chamber and for granting me the opportunity to learn
from you. Many of you have stepped up, spoken up, and contributed to the momentum of improving the
business climate in Montgomery County and Maryland.
This past year had significant change, and with that came new opportunities:
 A new administration in Annapolis;
 Recommendations to improve the business climate in the state;
 A renewed emphasis on strategic economic development in Montgomery County; and
 The culmination of a true Public Private Partnership for the National Center for Veteran Institute for
Procurement.
It has been my privilege to be at the table, working with decision makers, helping to influence and shape the
discussions that advance our county and state.
As a Board, we serve our diverse members by connecting various perspectives and experiences from across
industries. Through the over 150 programs and events hosted by MCCC, we

Each year, the Montgomery County Chamber of Commerce (MCCC) renews its commitment to support our
members’ success. We lead, advocate, and connect as the voice of business to help you grow and thrive.
The mission extends beyond borders and makes our county a destination for opportunity. We shape the
marketplace and look for opportunities to connect members to success. Together we put our strong regional
economy on the nation’s map and on the world’s stage.
Our “2014-2015 Year In Review” catalogues the advocacy, events and programs that provide opportunities to
strengthen Business to Business and Business to Government connections.
 We recognizedachievementsof leadersinthe community, our public safety personnel, and those who
have made invaluable contributions to the work of MCCC and our community;
 We forged relationships with newly elected officials and office holders;
 We collaboratedwithnumerousbusiness organizations to influence change in federal, state, and local
levels; and
 We improved andbuiltnew opportunitiesfornetworkingand businessconnections in the marketplace.
As a member-basedadvocacyorganization, we rely on the input of members and the guidance of our Board of

Executive Summary
During FY 15 (July 1, 2014 - June 30, 2015), the Montgomery County Chamber of Commerce (MCCC) continued
to lead, advocate, and connect as the voice of business.
Highlights from MCCC 2014-2015 Membership:
 Nearly 500 members
 92% retention rate
 60% are headquartered in Montgomery County
 75% have 50 or fewer employees
Highlights from MCCC 2014-2015 programs and events:
 Over 150 programs and events hosted annually
 5 Signature Events with a cumulative total of over 3,800 attendees

and Land Use, Legislative Affairs, and Small Business
MCCC’s advocacyfocusedon buildingrelationshipswithelectedofficialsnew tooffice and in new positions and
advocating for strategic capital investment, tax reform and measures to improve the business climate in
Montgomery County, Maryland and the region to help our members succeed. Advocacy efforts resulted in
o The Purple Line moving forward,
o Funding for WMATA and 8 Car Trains,
o Improving the business climate at the state level, and
o Modifying local legislation to mitigate the adverse impact on business.
In 2015, the Montgomery County Chamber Community Foundation (MCCCF)’s National Center for Veteran
Institute for Procurement (VIP) program became a Public Private Partnership by receiving support from the
federal, state and county governments.

Advocacy
MCCC advocatesfor strategic capital investment, tax reform and measures to improve the business climate in
Montgomery County, Maryland and the region to help our members succeed.
Elected and Appointed Officials
For the 2014 General Election,MCCCinvitedcandidatestocomplete anMCCCcandidate questionnaire that was
postedonthe MCCC website.The November2014 electioncreated significantturnoverinthe MarylandGeneral
Assembly, two new members to the Montgomery County Council and a new Governor and administration.
Congratulations letters were sent to winners. The 2015 MCCC Legislative Agenda focused on building
relationships with elected and appointed officials new to their office or position.

MCCC workswithover 70 elected and appointed officials from the federal, state and county level on a regular
basis. They are invited to MCCC Signature Events – including the Annual Annapolis Legislative Reception in
January – and MCCC met with many of them in Member Exchange Meetings and one-on-one sessions to
advance MCCC priorities throughout the year.
Testimony
Each year, MCCC testifies at the winter Montgomery County Delegation to the Maryland General Assembly
Priorities Hearing and at the Montgomery County Operating Budget public hearing in the spring. In addition,
MCCC prepareswrittenand spoken testimony for individual pieces of legislation at the state and county level
that are of particular interest to our members.
State of Maryland:
The Maryland General Assembly 2015 Legislative Session took place January 14 through April 13, 2015. Over
2,200 bills were introduced. MCCC monitored over 100 bills and testified (written or in person) on over 60
individual bills.
MCCC supported the following bills that passed:
 Augustine Commissionbills(restructure DBED,ApprenticeshipProgram, ImpactonSmall Business, Tech
Transfer, Customer Service Training)
 Increasing Veteran Owned Business participation in State procurement
 Ensuring taxes paid by online consumers were remitted to the State (Vetoed by the Governor)
 Preserving numerous business and R&D tax credits for strategic enterprises
 Studying the use of WMATA by Maryland riders
Additional highlights include MCCC President & CEO Georgette “Gigi” Godwin’s testimony at a joint Economic
Matters and BudgetandTaxationCommittee hearing on five pieces of legislation introduced as a result of the
Augustine Commission recommendations. All were passed into law.
MCCC opposed the following bills that were defeated:
 Combined Reporting
 Repeal of the Motor Fuel Tax
 A roll back of the recoupled estate tax
 Earned Sick and Safe leave
Afterovera decade of advocacy and, more recently, a months-long focus to make the economic development
case for the Purple Line to the new administration, Governor Hogan announced on June 25, 2015, that the
Purple Line will move forward. MCCC reached out to the Prince George’s Chamber of Commerce to
communicate in a coordinated fashion with the Governor and Secretary of Transportation Pete K. Rahn on the
importance of connectingourtwocountieswiththe Purple Line. MCCC wrote multiple letters and appeared at
numerous events to promote the collaboration and mutual benefits of the project.
Montgomery County:
Isiah “Ike” Leggett was sworn in for a third term as Montgomery County Executive and George Leventhal was
elected President of the Montgomery County Council.
2014-2015 MCCC testimony to the County Council resulted in significant changes to:

Annapolis Legislative Reception
On January 26, 2015, over 200 people attended the 2015 MCCC Annapolis Legislative Reception, including
membersof the MontgomeryCountyDelegationandof the MontgomeryCountyChamber of Commerce. It was
an intimate, informal networking event held at the Governor Calvert House in Annapolis, MD.
The event featured MCCC’s 2015 legislative agenda which focuses on promoting tax reform so Montgomery
County’sbusinessescanbe competitive withnearbystates,improvingthe business climate to retain and attract
businesses, and championing strategic capital spending as a key means to invest in success.

In 2014-2015, MCCC heldtwoSpeedConsultingsessionstoaddress the small business entrepreneur’s need for
informationonrequirements,milestones,andhow toface obstacles.These free one-on-one sessions discussed
Marketing, Accounting, Banking and Legal issues, giving members access to expert advice. The sessions were
held in the MCCC Boardroom on October 15, 2014, and January 14, 2015, with consultants from Aronson LLC,
Sandy Spring Bank, PilieroMazza PLLC, and August Lang & Husak.
Chamber After Hours
MCCC hosted eight Chamber After Hours in 2014-2015. At each event, an average of 60 members and non-
members representing a wide range of industries joined MCCC for professional networking in a casual and
friendlyatmosphere.The eventswere hostedbyAmerican Tap Room, Buffalo Wild Wings, Gordon Biersch, and
Smokey Glen Farm.
Orientation
Each month,MCCC welcomesnew andprospectivemembersto the Chamberforan opportunity to connect and
learnhowto make the most of theirchambermembership. In2015, the use of new the MCCC Boardroom’s new
AV capabilities allowed MCCC to incorporate a multi-media presentation that increased engagement.
GovConNet
MCCC’s GovConNet programs are designed to support Maryland and Greater Washington Region-based
governmentcontractors. Inadditiontothe programslistedbelow,GovConNetprogramsalso include the MCCC
GovConNet Procurement Conference (see the Signature Events section for more information) and the
GovConNet Member Exchange Meetings (see the Member Exchange Meetings section for more information).
GovConNet Council
The GovConNet Council is comprised of Government Contracting industry experts who develop GovConNet
programs and provide industry specific advocacy. The Council advises the MCCC Board of Directors on its
governmentcontractinginitiatives. The Council’s mission statement, revised in June 2014, is “To promote the
economic impact of the federal government presence and to advocate on behalf of the contracting
community for business opportunities.”
GovConNet Institute
On May 1, 2015, the GovConNet Institute graduated its fourth class, comprised of 17 government contractors.
Since its launch in 2012, a total of 56 companies have completed the series of seven training sessions and
graduated from the Institute. Instructed by MCCC GovConNet expert professional service-providers and CEOs
that share LessonsLearned,the program provides advanced training to Federal government contractors in the
transitional stage with the real world tools and knowledge needed to succeed at the next level and increase
owner value.

Startup Maryland: MCCC Supports Entrepreneurs
For the second consecutive year, MCCC sponsored Startup Maryland, part of the nationwide Startup America
initiative.Hundredsof applicantsinMarylandappliedforachance to have their3-minute pitchvideotapedtobe
seen online by VC, angel investors and voted on by fans around Maryland.
On October1, 2014, MCCC and the MontgomeryCountyDepartmentof EconomicDevelopment sponsored two
Pitch Across Maryland Bus Stops in Montgomery County. The morning event was held at the Institute for
Bioscience and BiotechnologyResearch - NISTNational CybersecurityCenterof Excellence onthe Universities at
Shady Grove Campus and was co-sponsored by BioHealth Innovation. The afternoon event was held at the
UberOfficesinBethesdaandco-sponsoredbyBethesdaGreen. Ateachlocation,20 entrepreneurspitchedtheir
companies in the videos recorded on the Startup Bus. Approximately one hundred members of the business
community joined each celebration to meet, support and network with the entrepreneurs.
Global Trade: MCCC Connects Our Businesses to International Opportunities
On October 15, 2014, MCCC was an in-kind Platinum Sponsor of the SME Conference 2014 - Business
OpportunitiesforMediumSizedCompaniesin Malaysia and the United States Conference held at the Embassy
of Malaysia in Washington, D.C. Georgette “Gigi” Godwin, MCCC President & CEO, participated in a panel
discussion on the topic of "Sustainable Business Environment for SMEs," providing informed on Montgomery
County’s business community and opportunities for international trade in the county.
Green Business Forum
Now in its seventh year, the Green Business Forum was created through a partnership between MCCC, the

Montgomery County Chamber Community Foundation
Veteran Institute for Procurement
Launched in 2009 by the Montgomery County Chamber Community Foundation (MCCCF), the National Center
for VeteranInstituteforProcurement(VIP)is the first-ever program in the Nation. In 2014-2015, VIP graduated
three classes – October 21-23, 2014, March 10-12, 2015, June 9-11, 2015 – of veteran service-disabled and
veteran owned small businesses who completed the three-day, 27-hour comprehensive training program.
The program is instructedbyprofessional service experts,governmentofficials,andagencyrepresentativeswith
first-hand experience in government contracting. In addition to new tools, the participants also gain valuable
networking connections with Federal agencies and prime contractors.
Since its launch in 2009, VIP has graduated 496 service-disabled and veteran-owned small business Federal
contractors from 35 states, Washington, D.C., and the U.S. Island Territory of Guam.
Public Private Partnership
In 2015, the VIPprogrambecame a Public Private Partnership by receiving support from the federal, state and
county governments.

a full day of training, introducing new information and capacity enhancing capabilities.
Public Safety Scholarship Fund at Montgomery College
The MCCCF sponsors the Public Safety Scholarship Fund at Montgomery College, established to support
studentswhoare childrenof a MontgomeryCounty fallen, law enforcement officer, firefighter or other public
safetyprofessional orvolunteerinone of the countypublicsafetyagenciesidentified by MCCC. The 2015 award
winner was Madison Graham.
Green Business Certification Program
The MontgomeryCountyGreenBusinessCertificationProgram - a unique partnershipbetweenthe Montgomery
CountyDepartmentof EnvironmentalProtection,Montgomery College, and the Montgomery County Chamber
Community Foundation - certifies businesses that have voluntarily implemented sustainable purchasing and
operational practices in their businesses in order to protect, preserve, and improve the environment.

Program Expansion
On April 21, 2015, at a press conference hosted by the Montgomery County Department of Environmental
Protection(DEP) andMCCC, MontgomeryCountyannouncedthe expansionof the Green Business Certification
program. The program is broadening its standards to include business sectors previously ineligible, including
restaurants,cleaningcompanies,hotelsandhome-basedbusinesses.Twenty-six local businesses were honored
underthe newlyexpandedprogramthat now alsorecognizesbusinessescertifiedthroughotherwell-respected
third party certification programs such as B Lab, Green America, the Green Restaurant Association and Green
Seal.
“Follow the Leader” – Ride-On Bus Campaign
MCCC helpedtodesignand promote the 2nd
Ride-Onbuscampaigntoincrease participationinthe Montgomery
CountyGreenBusinessCertificationProgram. Everybusinesscertified by August 1 had its logo featured as part
of the Green Certified Business advertisement on the side of a bus. As a result, participation in the program
increasedandnumerousMCCCmemberswhoare GreenCertifiedBusinesseswere publicizedinprintandonline
for many months through the campaign.

members informed, and influence decision makers on business issues relevant to them.

MCCC continuestouse social media toengage and inform members,potential members,membersof the press,
and government officials. Through increased posting, engaging in conversations, and tagging organizations,
MCCC has increased its reach.
 Twitter: In 2014-2015, MCCC increased its twitter followers by 56% to a total of 1,362 followers.
 Facebook: In 2014-2015, MCCC increased its Facebook likes by 20% to a total of 1,102 likes.
 LinkedIn: In 2014-2015, MCCC increased its LinkedIn followers by 16% to a total of 347.

Elected and Appointed Officials For the 2014 General Election,MCCCinvitedcandidatestocomplete anMCCCcandidate questionnaire that was postedonthe MCCC website.The November2014 electioncreated significantturnoverinthe MarylandGeneral Assembly, two new members to the Montgomery County Council and a new Governor and administration. Congratulations letters were sent to winners. The 2015 MCCC Legislative Agenda focused on building relationships with elected and appointed officials new to their office or position.

They are invited to MCCC Signature Events – including the Annual Annapolis Legislative Reception in January – and MCCC met with many of them in Member Exchange Meetings and one-on-one sessions to advance MCCC priorities throughout the year. Testimony Each year, MCCC testifies at the winter Montgomery County Delegation to the Maryland General Assembly Priorities Hearing and at the Montgomery County Operating Budget public hearing in the spring. In addition, MCCC prepareswrittenand spoken testimony for individual pieces of legislation at the state and county level that are of particular interest to our members. State of Maryland: The Maryland General Assembly 2015 Legislative Session took place January 14 through April 13, 2015. Over 2,200 bills were introduced. MCCC monitored over 100 bills and testified (written or in person) on over 60 individual bills. MCCC supported the following bills that passed:  Augustine Commissionbills(restructure DBED,ApprenticeshipProgram, ImpactonSmall Business, Tech Transfer, Customer Service Training)  Increasing Veteran Owned Business participation in State procurement  Ensuring taxes paid by online consumers were remitted to the State (Vetoed by the Governor)  Preserving numerous business and R&D tax credits for strategic enterprises  Studying the use of WMATA by Maryland riders Additional highlights include MCCC President & CEO Georgette “Gigi” Godwin’s testimony at a joint Economic Matters and BudgetandTaxationCommittee hearing on five pieces of legislation introduced as a result of the Augustine Commission recommendations. All were passed into law. MCCC opposed the following bills that were defeated:  Combined Reporting  Repeal of the Motor Fuel Tax  A roll back of the recoupled estate tax  Earned Sick and Safe leave Afterovera decade of advocacy and, more recently, a months-long focus to make the economic development case for the Purple Line to the new administration, Governor Hogan announced on June 25, 2015, that the Purple Line will move forward. MCCC reached out to the Prince George’s Chamber of Commerce to communicate in a coordinated fashion with the Governor and Secretary of Transportation Pete K. Rahn on the importance of connectingourtwocountieswiththe Purple Line. MCCC wrote multiple letters and appeared at numerous events to promote the collaboration and mutual benefits of the project. Montgomery County: Isiah “Ike” Leggett was sworn in for a third term as Montgomery County Executive and George Leventhal was elected President of the Montgomery County Council. 2014-2015 MCCC testimony to the County Council resulted in significant changes to:  Environmental bills (Benchmarking)

The Council advises the MCCC Board of Directors on its governmentcontractinginitiatives. The Council’s mission statement, revised in June 2014, is “To promote the economic impact of the federal government presence and to advocate on behalf of the contracting community for business opportunities.” GovConNet Institute On May 1, 2015, the GovConNet Institute graduated its fourth class, comprised of 17 government contractors.   • 22. 20 | P a g e Montgomery County Chamber Community Foundation Veteran Institute for Procurement Launched in 2009 by the Montgomery County Chamber Community Foundation (MCCCF), the National Center for VeteranInstituteforProcurement(VIP)is the first-ever program in the Nation. In 2014-2015, VIP graduated three classes – October 21-23, 2014, March 10-12, 2015, June 9-11, 2015 – of veteran service-disabled and veteran owned small businesses who completed the three-day, 27-hour comprehensive training program. The program is instructedbyprofessional service experts,governmentofficials,andagencyrepresentativeswith first-hand experience in government contracting. In addition to new tools, the participants also gain valuable networking connections with Federal agencies and prime contractors. Since its launch in 2009, VIP has graduated 496 service-disabled and veteran-owned small business Federal contractors from 35 states, Washington, D.C., and the U.S. Island Territory of Guam. Public Private Partnership In 2015, the VIPprogrambecame a Public Private Partnership by receiving support from the federal, state and county governments. Green Business Certification Program The MontgomeryCountyGreenBusinessCertificationProgram - a unique partnershipbetweenthe Montgomery CountyDepartmentof EnvironmentalProtection,Montgomery College, and the Montgomery County Chamber Community Foundation - certifies businesses that have voluntarily implemented sustainable purchasing and operational practices in their businesses in order to protect, preserve, and improve the environment.

The program is broadening its standards to include business sectors previously ineligible, including restaurants,cleaningcompanies,hotelsandhome-basedbusinesses.Twenty-six local businesses were honored underthe newlyexpandedprogramthat now alsorecognizesbusinessescertifiedthroughotherwell-respected third party certification programs such as B Lab, Green America, the Green Restaurant Association and Green Seal. “Follow the Leader” – Ride-On Bus Campaign MCCC helpedtodesignand promote the 2nd Ride-Onbuscampaigntoincrease participationinthe Montgomery CountyGreenBusinessCertificationProgram. Everybusinesscertified by August 1 had its logo featured as part of the Green Certified Business advertisement on the side of a bus. As a result, participation in the program increasedandnumerousMCCCmemberswhoare GreenCertifiedBusinesseswere publicizedinprintandonline for many months through the campaign. Communications Outreach MCCC usesvariousmeansof communicationstoremainabreast of the views of the business community, keep members informed, and influence decision makers on business issues relevant to them. Social Media MCCC continuestouse social media toengage and inform members,potential members,membersof the press, and government officials. In the News  In 2014-2015, MCCC was highlighted in over 50 news articles.
