- Investigate the potential benefits and resource implications
associated with the combination of requirements.
•Identify and advise on contract plans for alignment to
Commercial policies and directives including clear / logical
specifications, risk assessment and mitigation, applicable
terms and conditions.
•Identify potential suppliers in respect of suitability.
•Evaluate process options and select the most appropriate
procurement mechanism to facilitate most economical
option
•Identify financial and contractual risks i.e. Forex, hedging,
CPA, guarantees.
•Formulate and issue enquiries based on analysis of the
applied form of contract.
•Assess tender documents for responsiveness, identify
deviations and clarify with Suppliers and technical experts.
•Evaluate tenders commercially and co-ordinate financial,
legal, technical evaluations from specialists.
•Analyze contractual opportunities and risks.
•Request exchange control approval from Treasury and
compile confidential evaluation reports.
•Prepare tender reports to the local, divisional and Eskom-
tender committee and clarify and substantiate criteria in
support of the recommendation.
•Initiate negotiation opportunities i.e. cost benefits and terms
and conditions.
•Analyze market price indicators and compare against
breakdown on tender prices to prevent unrealistic price
hikes.
•Prepare and present mandate for approval by appropriate
approval authority.
•Conduct proper negotiation preparation and role clarity
within negotiating team.
•Report outcome of negotiation to relevant Tender
Committee.
•Align enquiry, adjudication and / or negotiation results with
contract details.
•Hedge foreign exposure in accordance with FOREX policy.
•Identify and compile a contract renewal plan.
•Control FOREX and hedging exposure
•Facilitate the process to resolve contractual issues
(including financial, legal and technical).
