1. Have your say on Winchester’s
Community Strategy

Local residents are being asked for their views on the key document that
shapes the services provided by Winchester City Council.
The Community Strategy 2010-2020 captures the over-arching outcomes and
priorities for the Council and will be a key decision-making tool.
The strategy is ‘refreshed’ every three to four years, with the priorities being
reviewed and updated. Once approved, this version will set the strategic
priorities for the Council for 2014-2017.
The Leader of the Council, Cllr Keith Wood, said:
The Community Strategy is a key policy document for Winchester City
Council. I would encourage everyone who lives in the District to consider
taking time to let us have their views on the priorities which will shape our
decisions and services in the years to come.
‘Older People’, ‘Access to Services’, ‘Reducing our Carbon Footprint’ and
Stanmore and Winnall were priority areas in the 2010-2013 version of the
Strategy and these will continue to be important parts of the Council’s overall
policy.
Examples of what the Council has achieved in light of these priorities include:
 The establishment of a ‘New Homes Delivery Team‘ to provide more
affordable housing, including ‘extra-care’ housing for the elderly
 The introduction of a low-carbon accreditation scheme for businesses
 ‘Warm Up Winnall’, a project raising public awareness of funding streams
available to make energy-saving home improvements
 The re-opening of the Hockley Viaduct to create a non-car route into
Winchester for commuters and leisure cyclists alike.

The proposed set of priorities for 2014-2017 is wide-ranging, with 13 in total,
arranged under four outcomes: ‘Active Communities’, ‘Economic Prosperity’,
‘High Quality Environment’ and ‘Efficient and Effective Council’.
The priorities have been drawn from a process which considered objectives
and the strategic direction of each service within the Council, from Planning to
Housing, Electoral Services to Museums, as well as the Community Plans of

2. towns and villages across the District and summarised themes. More

This version sees the inclusion of the ‘Efficient and Effective Council’ in the
Community Strategy as a separate priority.
