To Implement GLTN land tools in the enumeration and mapping of unplanned
settlement starting Kanyama ward 10) to improve Security of Tenure
The project is meant to
Decentralize land administration to materialize efficient and practical land provision mechanism
for unplanned settlement residents
Lusaka city operates a property tax system, rate slum properties in order
to generate revenues.
The Project will increase the capacity for LCC to :-
Document and mapped properties and
Raise income through orderly generated ground rent bills.
6. Key Challenges
Land Tenure :- 90% of the population in informal
settlements have no security of tenure
Zambia lacks a National land policy; land
administration is still fragmented between the chiefs,
the Ministry of Lands and local governments which
presents clear challenges on tenure security
The rate of urbanization in Zambia is increasing at
almost exponential which has produced over-
crowded, under-served, and increasingly unlivable;
slums and informal settlements)and unproductive
urban centres.
Fragmented land administration also weakens
country’s capacity for revenue generation and
financial growth.
7. Key Interventions
• Strengthening the capacity of the Lusaka City Council technical
staff and the local community in Kanyama on GLTN land tools and
approaches through training sessions and stakeholder meetings
• Training of the LCC staff and the local community to capacitate
them with the necessary skills to conduct Enumeration and GIS
mapping
• Mobilization and sensitization of Kanyama residents on the
Upgrading exercise
• Mapping of Kanyama settlement to show land parcels, boundaries
& infrastructure and updating the current layout of the settlement
• Undertaking a comprehensive property numbering and
registration exercise at Kanyama settlement
• Issuance of occupancy licenses to residents of Kanyama Ward 10

11. LESSONS LEARNED
• Partnerships is key for the successful execution of STDM
• The STDM can trigger behavioral change for both the institution and
the communities
• STDM is a good tool
• It is community friendly
• it is a tool that can be tailored to suit institutional needs
• It is a tool should be adjusted to address legal issues
• During Mapping -we learned that the system can be adjusted to fit
the data captured
• There is need to scale up if STDM is to influence changing the current systems.
12. Conclusion
• LCC plans to scale up the STDM tool and process, to cover all the informal
settlements of Lusaka in future
• Continuous training of the STDM tool and process at the LCC to ensure staff,
are capacitated on its use, to freely adopt/localize and suit project needs.
• LCC will advocate for the integration of the STDM as a tool to capture
person-property information in relation to the property tax system and in
the generation of revenue.
