Responsiveness Criteria.

2. Introduction
Overall Objective of the Pilot:
The overall objective of this project was to empower youth
especially female youth to secure land tenure by ensuring that
youth and land issues are systematically integrated into land
policies, programmes and projects.
• Uganda has 77% of her population below the age of 30
years and 23% between ages of 18-30 years (UBOS 2014).

- Limited Access to information
- Land Governance and participation in decision making;
- Limited capacity from youth representatives on key land issues;
- Inclusive Land policies
- Land Use and Access
4. Key Interventions
AAU and UN Habitat commissioned an assessment of Youth
involvement in land policies, governance and access to land
information
The assessment introduced the youth to the Global Land Tool
Network (GLTN) and the Youth Land Responsiveness Criteria
Tool (YLRC) and its use in analysis of development
programmes.
The assessment utilised the YLRC and aimed at establishing
key issues relating to youth and land upon which future
interventions can be based.
The purpose of the tool is to assess land programmes and
policies objectively to ensure that youth and land issues are
equitably addressed in order to achieve tenure security for all.
5. Key Processes involved
- Inception: YLRC tool was introduced to the youth, discussed
in detail and pretested.
- Field work and Validation: Was carried by 30 trained youth in
4 Districts including; Hoima, Masindi, Nwoya and Amuru
Over 260 youth were reached in the use of the YLRC tool.
- Report compilation:
Field data was analyzed by a lead consultant, triangulated and
compiled into an assessment report.
6. Findings/Achievements/Outcomes
- Youth are viewed in a negative way in the different
communities;
- Elders and leaders have lost confidence in the youth
- Female youth remain the most affected by the cultural
practice
- Such perception of youth;
8. - The tool provides baseline information on the magnitude of
the land sector’s effect on youth, while being flexible enough
to be adapted to various contexts.
- YLRC process provides an opportunity for increased
incorporation of youth perspectives into land matters at both
institutional and programme levels, through a participatory
process
• Implementation of the tool requires involvement of a cross
section of multi-stakeholders.
• Youth are not a homogenous group and have diverse needs,
interests and expectations.
9. - Beneficiaries (in this case youth) should own all stages of
implementation.
- A detailed inception process is vital to unpack terminologies
in the tool, interpretation of questions and improve the tool to
fit
- There is need to harmonize the definition of Youth.
- Laws and programs must be reviewed to identify how these
support access to land information for young people
- Youth must be supported to take up leadership roles
including on Land committees
10. • There is need to promote and uphold gender responsive
land governance especially supporting the female
youth.
• Large scale land based investments should be
regulated by government to protect communal rights
and participation of youth in land investment decision
making.
11. • Government should target youth with incentives for land
allocation, utilization as well as facilitate land
transactions to promote equal opportunities for land
use.
• There is need to fast track implementation of the
National Land Policy 2013 and 1998 Land Act to
increase access, ownership and land rights of the youth.
• Youth require empowerment with skills and knowledge
for sustainable self-employment by designing programs
to enhance their vocational and entrepreneurial skills.
12. Conclusion
-Young people continue to experience difficulties to acquire
access and later on utilize land which is vital in attainment of
the youth development. There is need to fast track
implementation of the National Land Policy 2013 to increase
access, ownership and land rights of the youth.
