development. The development consists of a major hotel, 42No villas,
470No apartments, banquet hall, cafes and restaurants. The gas network
includes a gas farm and supplies some 17No kitchens servicing the
various restaurants and cafes throughout the development.

delays and problems and its delivery within the required tight project

DUTIES: The management of construction and commissioning of the 125,000m3
Potable Water facility (125,000m3 storage), 3No Stormwater storage
facilities and 20No substations, all constructed by direct management
(total concrete 58,000m3, 600No workforce) and specialist trade
subcontractors and the management of the subcontract for the design,
construction and commissioning of the Sewage Treatment plant
(16500m3/day).
Responsible for the adoption of appropriate construction methods and
resources to deliver the direct management works and for the associated
works undertaken by specialist trade subcontractors. Responsible to
ensure all works delivered within budget, within the programmed time,

meeting quality standards, meeting environmental and regulatory
standards, and to the satisfaction of TDIC and the Engineer (Parsons
International).
Liaison with Engineer on matters of design.

ACHIEVEMENTS: The successful management of construction of the motorway consisting
of 5km of dual carriageway plus associated bridge structures (9No) and
civil works. The section of work managed being on the critical path for
ensuring the delivery of the tollway system on schedule.

TITLE: Construction Manager
PROJECT: New Stromlo Water Treatment Plant (Canberra, Australia), Design,
Construct and Commission contract ($30M) – Joint Venture between
John Holland (construction expertise) and Thames Water (process
design and commissioning expertise). Contract duration – 12 months.

DUTIES: To directly manage the construction of the 250 ML/day, Dissolved Air
Flotation and Filtration (DAFF) water treatment plant. The work being
undertaken under a relationship contract with the Canberra water
authority (ActewAGL).
As a member of the Project Control Group made up of key members of
the Client and the JV, assist in effectively resolving all issues
associated with the design and delivery of the project to ensure
delivery within the required 12 month time frame.
MAJOR
ACHIEVEMENTS: Successful development and management of a team to ensure delivery
of the construction component (approx. 3900m3 of concrete) within 9
months and under budget.
All KPIs achieved, i.e. delivery on schedule, zero lost time injuries,
zero industrial lost time and zero environmental incidents.
Direct contribution and effective participation to ensure a successful
relationship contract between the JV and ActewAGL.

TITLE: Design Risk Manager – Fastrail Project
PROJECT: Regional Fast Rail Project (Victoria, Australia), Design and Construct
contract ($300M)
DUTIES: To progress and coordinate the Applications to Change the
Accreditation of the Safety Management System existing for the current
rail infrastructure to that required for a system upgraded to cater for an
increase in train speed up to 160kph and changed operating regime (bi-
directional running).
Modifications to the new infrastructure include changes to the existing
alignment, new track construction, upgrading existing track structure,
the upgrading of associated bridges, level crossings and stations together
with the installation of a new signaling system.
The work involves the preparation and submission of documentation
outlining the changes to the current system and the resulted impact on
the existing Safety Management System. Also to provide confirmation
via extensive risk assessments that any increase in risks due to the faster
rail speed and change in train operations were alleviated by the controls
within the new infrastructure.

ACHIEVEMENTS: Successful coordination of completion of the majority of the extensive
documentation associated with the changes to the existing Safety
Management Accreditation. The work had experienced very little
progress in the initial nine months of the project prior to my
appointment.
MAY 2000 – SEPT 2002
NVPSKG JOINT VENTURE (THAILAND)
TITLE: Construction Manager for Wastewater Treatment Plant, Plant Outfall
and Pump Stations and Depots (all constructed under some 15 No major
subcontracts).
PROJECT: Samut Prakarn Wastewater Management Project (Bangkok, Thailand).
The project included the design, construction, operation and
maintenance of a wastewater treatment plant and a collection system in
the district of Samut Prakarn (23Billion Baht construction).
The treatment plant (500 ML/day) section of the project is located on
the shore of the Gulf of Thailand and discharges into the Gulf through a
tunnel outfall and diffusers.
Major pump stations (up to 26m depth) are provided along the collection
system to assist gravity flow to transfer wastewater to the plant for
treatment. An influent pump station is sited at the treatment plant to
provide sufficient head for flow to pass through and an effluent pump
station that sends the treated effluent down the outfall (2.6m dia.) for
dispersion into the Gulf of Thailand.
DUTIES: To take over the management of the entire construction of the waste
water treatment plant, tunnel outfall and all pumping stations and depots
within the project collection system. Works taken over from the previous
project team in the early stages and assigned task was to overcome
significant inherited delays and to ensure delivery on time and within
budget.
To ensure compliance by Subcontractors to the terms of their
Subcontract and in relation to the Joint Venture’s Contract.
Carry out a leading role in the review of the project design packages and
in the preparation of contract documentation.
Carry out a leading role in the evaluation and assessment of claims and
variations issued on the Joint Venture and to assist in their effective
resolution.
MAJOR
ACHIEVEMENTS: Successful management of the works resulting in the necessary recovery
of inherited lost time to ensure delivery of the project on schedule and
within budget.
Significant contribution to design development resulting in improvement
of the design and considerable cost savings.

TRANSFIELD OBAIYASHI JOINT VENTURE
TITLE: Construction Manager
PROJECT: Melbourne City Link Tollway, Design and Construct Contract -
Southern Link Section, Burnley Tunnel (Outbound Portion).
Concrete tunnel, 3.6km long x 6 metres high (4.9 metre clearance) x 3
lanes wide.
DUTIES: Carry out a leading role in the completion of construction previously
undertaken by others and to assist in resolving design / construction
issues associated with the problem plagued tunnel.
Management of Tunnel Design Verification through extensive water
pressure testing to confirm the structural adequacy of the as built
concrete lining.
Carry out a leading role in the development and construction of
remedial works associated with areas failing design verification
testing.
Assess issues associated with leakage in the undrained (tanked) portion
of the tunnel and to prepare recommendations for implementation to
ensure that the specified requirements for tunnel hydrogeology are met.
Carry out a leading role in the planning of all outstanding construction
and to prepare programs to be implemented to ensure all remaining
works completed in a timely manner.

ACHIEVEMENTS: Successful management of all design verification testing to ensure
completion in a timely manner.

PROJECT: Melbourne City Link Tollway, Design and Construct Contract -
Western Link Section ($500M), Design and Construct by Subcontracts.
Design and Construction of Upgrade of existing Tullamarine Freeway
from 6 lanes to 8 lanes (7.8km), New 6 lane Elevated Road (5km)
including 500m long x 3 span Yarra River Bridge (balanced cantilever
construction).
DUTIES: Manage Subcontractors to ensure compliance under the terms of the
Subcontract and the Joint Venture’s Contract.
Carry out a leading role in the review of the Western Link design and
construction documentation.
Carry out a leading role in the evaluation and assessment of claims and
variations issued on the Joint Venture and to assist in their effective
resolution.
Act as the Joint Venture’s representative on all quality assurance matters
associated with the Western Link, to effectively liase with the Office of
the Independent Reviewer on these matters and to develop and
implement a formal audit and surveillance strategy.
Ensure the timely and effective management of interfaces with the
Electronic Tolling Subcontractors.
Carry out a leading role and in the Completion and Commissioning of
the Western Link civil works and tolling system.
