Liaison Officer
• Rescue Department has named officers as a contact person
for every municipality
– For planning
– In emergency situation or in exceptional circumstances the liaison
officer helps the municipality management group to have overall
situational awareness
• Also the liaison officers are planned to go to every necessary
control rooms, for example
– Power companies (Electricity Distributor)
– Other authorities (Police, Border Guard MRC)
– Traffic Control Rooms (Railroad, Subway, Highway)
– To help also colloboration with other Rescue Departments

KUJA Continuity Management
Project
• The Association of Finnish Local and Regional Authorities and the National
Emergency Supply Agency have decided to deepen their cooperation to
enable the local government sector better meet the demand to secure its
key services to citizens
• Improvement of the rescue services' capacity to support, where necessary,
municipal preparedness and readiness to coordinate the HUOVI portal
regionally as agreed with local authorities
• Recognition and introduction of other models for supporting municipal
preparedness (e.g. models in which Regional State Administrative
Agencies, regions or central urban municipalities take the lead)

– In use for preparedness of companies that are critical to the security of supply
– Preparations have been made to use the portal to support societal
preparedness in public administration as well
– The Regional Fire and Rescue Services will support municipal authorities
• Two year project started 2014
– Client-oriented, overarching concept of continuity management for
local authorities and their critical service and operations chains. The
concept offers uniform operational models and tools for local
authorities, to be used free of charge as they deem fit
