OBJECTIVES OF A L S:
• To improve the effectiveness and efficiency of
the instructional delivery system of the
secondary school;
•To extend the benefits of secondary
education to a greater population
•To develop a competency-based,
environment-
oriented curriculum that would equip the
youths – the secondary school age
population – with the knowledge, skills
and attitudes necessary for their active
participation as economically productive,

EDUCATION
launched in 1984
whose primarily
objective is to
help students
acquire technical
skills that they
can use to earn a
living.
In 2004, it got its name change to ALS as it widens
its focus by including literacy classes and
eventually granting diplomas in both elementary
and high school to deserving students.

CITY OR MUNICIPALITY HAS A NUMBER OF CLCs
WHERE LEARNERS
CAN GO TO.
• EACH CLC HAS A TEACHER CALLED INSTRUCTIONAL
MANAGER
WHO IS EITHER A LICENSE TEACHER EMPLOYED BY
DEPED OR
CERTIFIED PRACTITIONERS OF A SPECIFIC CRAFT.
( BEAUTICIAN, REFLEXOLOGIST, WELDER ,
DRESSMAKER ETC. )
 COMMUNICATION SKILLS ( FIL AND
ENG)
 PROBLEM SOLVING AND CRITICAL THINKING ( MATH AND
SCIENCE)
 SUSTAINABLE USE OF RESOURCES AND
PRODUCT USE
 DEVELOPMENT OF SELF AND A SENSE OF COMMUNITY
 EXPANDING ONE’S OWN WORLD VISION
 OUT OF SCHOOL YOUTH
 PEOPLE WITH DISABILITIES
 FORMER INMATES

 OTHER PEOPLE (WHOM FOR ONE
REASON OR ANOTHER CANNOT AFFORD
TO GO THROUGH FORMAL SCHOOLING.)
 ASSESMENT OF COMPETENCY LEVEL (ORAL AND WRITTEN TEST)
 GROUPINGS ACCORDING TO LEVEL ( ELEMENTARY / HIGH SCHOOL) ( FOR THOSE WHO HAS
ANY FORMAL SCHOOLING, THEY WILL HAVE THE BASIC LITERACY PROGRAM – BASIC READING SKILLS AND COMP
 CLASSES ARE USUALLY HELD EVERYDAY DEPENDING ON THE
INSTRUCTIONAL
MANAGER’S PLANNED PROGRAM.
A MINIMUM OF 800 HOURS ( LITERACY CLASS) WILL
BE COMPLETED AND IT MAY CHANGE DEPENDING ON
THE PROGRESS OF THE STUDENT.
FOR THE LIVELIHOOD PROGRAM – TIME VARIES
DEPENDING ON THE SKILLS BEING LEARNED.
SUMMATIVE TEST IN THE FORM OF MULTIPLE CHOICE, FILL IN THE
BLANKS
AND ESSAY TYPE QUESTIONS ARE GIVEN AND AFTER WHICH UPON
GRADUATION , STUDENTS ARE THEN ENCOURAGED TO TAKE THE
ACCREDITATION AND EQUIVALENCY TEST IN ORDER TO GET
CERTIFICATES WHICH ARE EQUIVALENT TO DIPLOMAS.

 SOUGHT TO PROVIDE DISTANCE LEARNING SYSTEM TO HIGH
SCHOOL STUDENTS
WHO CANNOT COME TO SCHOOL REGULARLY OR MUST LEAVE
SCHOOL
 TO ADVANCE STUDENTS WHO FIND THE CONVENTIONAL
LEARNING SYSTEM

The Philippine education system has
invested a lot of resources and efforts to
minimize if not to eliminate inefficiency in
delivering quality education to its
clientele. Yet, despite the magnitude of
the resources committed to improve the
quality of education for all, still the drop-
out problem coupled with low academic
achievement of pupils remain an
insurmountable problem as ever.
In my own opinion, everything in
our
Educational System is more of
experimental without considering
the pros n cons of every program.
The way I see it, it merely lack of
preparations, thus, teachers who
would be actually working on the
program are always
the sacrificial lamb and greatly

  • 2. THESE ARE BOTH MODULAR NON FORMAL EDUCATION PROGRAM IN THE EDUCATIONAL SYSTEM OF THE PHILIPPINES FOR DROP OUT’S IN SCHOOLS AS WELL AS OUT OF SCHOOL YOUTHS, WORKING FILIPINOS AND EVEN SENIOR CITEZENS.

OBJECTIVES OF A L S: • To improve the effectiveness and efficiency of the instructional delivery system of the secondary school; •To extend the benefits of secondary education to a greater population •To develop a competency-based, environment- oriented curriculum that would equip the youths – the secondary school age population – with the knowledge, skills and attitudes necessary for their active participation as economically productive,
  • 4. NON FORMAL EDUCATION launched in 1984 whose primarily objective is to help students acquire technical skills that they can use to earn a living. In 2004, it got its name change to ALS as it widens its focus by including literacy classes and eventually granting diplomas in both elementary and high school to deserving students.
  • 5. • WHERE ALS CLASSES ARE CONDUCTED AND EACH CITY OR MUNICIPALITY HAS A NUMBER OF CLCs WHERE LEARNERS CAN GO TO. • EACH CLC HAS A TEACHER CALLED INSTRUCTIONAL MANAGER WHO IS EITHER A LICENSE TEACHER EMPLOYED BY DEPED OR CERTIFIED PRACTITIONERS OF A SPECIFIC CRAFT. ( BEAUTICIAN, REFLEXOLOGIST, WELDER , DRESSMAKER ETC. )
  • 6.  COMMUNICATION SKILLS ( FIL AND ENG)  PROBLEM SOLVING AND CRITICAL THINKING ( MATH AND SCIENCE)  SUSTAINABLE USE OF RESOURCES AND PRODUCT USE  DEVELOPMENT OF SELF AND A SENSE OF COMMUNITY  EXPANDING ONE’S OWN WORLD VISION
  • 7.  OUT OF SCHOOL YOUTH  PEOPLE WITH DISABILITIES  FORMER INMATES  REBELS  OTHER PEOPLE (WHOM FOR ONE REASON OR ANOTHER CANNOT AFFORD TO GO THROUGH FORMAL SCHOOLING.)  ASSESMENT OF COMPETENCY LEVEL (ORAL AND WRITTEN TEST)  GROUPINGS ACCORDING TO LEVEL ( ELEMENTARY / HIGH SCHOOL) ( FOR THOSE WHO HAS ANY FORMAL SCHOOLING, THEY WILL HAVE THE BASIC LITERACY PROGRAM – BASIC READING SKILLS AND COMP  CLASSES ARE USUALLY HELD EVERYDAY DEPENDING ON THE INSTRUCTIONAL MANAGER’S PLANNED PROGRAM.
  • 8. A MINIMUM OF 800 HOURS ( LITERACY CLASS) WILL BE COMPLETED AND IT MAY CHANGE DEPENDING ON THE PROGRESS OF THE STUDENT. FOR THE LIVELIHOOD PROGRAM – TIME VARIES DEPENDING ON THE SKILLS BEING LEARNED. SUMMATIVE TEST IN THE FORM OF MULTIPLE CHOICE, FILL IN THE BLANKS AND ESSAY TYPE QUESTIONS ARE GIVEN AND AFTER WHICH UPON GRADUATION , STUDENTS ARE THEN ENCOURAGED TO TAKE THE ACCREDITATION AND EQUIVALENCY TEST IN ORDER TO GET CERTIFICATES WHICH ARE EQUIVALENT TO DIPLOMAS.

A JOINT UNDERTAKING OF DECS / BSE & SEAMEO INNOTECH (SOUTH EAST ASIAN MINISTERS FOR EDUCATIONAL INNOVATION AND TECHNOLOGY) WHOSE OBECTIVES ARE THE FOLLOWING ;  DESIGN & DEVELOP AN ALTERNATIVE LEARNING FOR STUDENTS IN SOCIO- ECONOMIC , GEOGRAPHICAL AND PHYSICAL CIRCUMSTANCES THAT ARE DISADVANTAGEOUS TO THEIR COMPLETING HIGH SCHOOL ( POVERTY, EMPLOYMENT, FAMILY PROBLEMS, EARLY MARRIAGE & PHYSICAL DISABILITY ).  SOUGHT TO PROVIDE DISTANCE LEARNING SYSTEM TO HIGH SCHOOL STUDENTS WHO CANNOT COME TO SCHOOL REGULARLY OR MUST LEAVE SCHOOL  TO ADVANCE STUDENTS WHO FIND THE CONVENTIONAL LEARNING SYSTEM TOO SLOW AND WOULD LIKE TO TAKE IT AT THEIR OWN PACE.  TO IMPROVE THE EFFECTIVENESS AND EFFICIENCY OF THE INSTRUCTIONAL DELIVERY SYSTEM OF THE SECONDARY SCHOOL  TO DEVELOP A COMPETENCY- BASED, ENVIRONMENT-ORIENTED CURRICULUM THAT WOULD EQUIP THE YOUTHS THE KNOWLEDGE, SKILLS & ATTITUDES NECESSARY FOR A LAW ABIDING, PRODUCTIVE AND SERVICE ORIENTED CITEZEN.
  • 11. SCHOOLS WITH LOW ATTENDANCE & HIGH DROP OUT RATES DUE TO SOME VARIOUS REASONS IN THE HIGH SCHOOL.
  • 12.  ORIENT TEACHERS, STUDENTS , PARENTS AND COORDINATORS  PREPARE THE IMPLEMENTATION PLAN  IDENTIFY, RECRUIT,SCREEN AND ADMIT APPLICANTS  NEGOTIATE LEARNING CONTRACT BETWEEN STUDENTS, TEACHERS AND PARENTS  BEGIN HOME/ SELF STUDY BY THE STUDENTS
  • 13. REGULAR HIGH SCHOOL STUDENTS WHO INTERMITTENTLY MISS CLASSES DUE TO SOME VARIOUS REASONS

  • 15. The Philippine education system has invested a lot of resources and efforts to minimize if not to eliminate inefficiency in delivering quality education to its clientele. Yet, despite the magnitude of the resources committed to improve the quality of education for all, still the drop- out problem coupled with low academic achievement of pupils remain an insurmountable problem as ever.
